国家治理现代化的重要标志是将制度优势转化为治理效能,而政府治理体系和治理能力现代化是国家治理现代化的关键环节和核心任务。国家治理的复杂性要求政府治理体系所展现的功能与外在复杂性相适应:一方面,政府治理体系优化要根据"递归结构"实现体系纵向结构的科学定责、合理赋权,使每一层级的政府责任契合于国家治理的客观要求;另一方面,要实现横向结构中不同主体的功能协同、资源整合,使政府在处理跨地域、跨领域问题上能够有效地集中其他治理主体的力量,实现公共治理的"整体功能大于部分之和"。  相似文献

地方领导干部的来源不仅能够反映其本人的政治职业特征,也能够反映上级党委及政府选人用人的基本特征。以时下350名省级党委常委为观察对象,通过描述性统计分析发现:省级党委常委的来源类型包括本省选拔、外省调入和中央下派,且以前二者为主,后者为辅;不同来源类型的省级党委常委各自所担任的职务存在明显差异,外省调入和中央下派的常委大多担任更为重要的职务;不同来源类型的省级党委常委在不同地区所占的比例也存在差异,经济越发达或政府治理能力越高的地区,本省选拔的省级党委常委的平均比例也越高,反之,则外省调入的省级党委常委的平均比例越高;不同来源类型的省级党委常委的职务来源也并不相同。当前省级党委常委来源类型的整体分布与地域分布,显示了中央在搭建优势互补、更具政治整合性的省级党委常委领导班子上所做的努力。  相似文献

Whilst most of the literature focusing on the Korean peninsula has concentrated on how to achieve unification through confidence-building measures, dialogues, negotiation and diplomacy, little attention has been paid to how a unified Korean identity, a core component of any potential reunification scheme could develop and be sustained. The paper addresses this gap by: (1) defining what national identity is, and how Korean identities have been formed, (2) outlining how both South and North Korea have understood and used the concept of national identity, (3) suggesting possible grounds on which the two Koreas could build a new, common national identity.  相似文献

This article examines the role of the World Bank and the oecd in the emergence and circulation of the ‘fragile state’ concept. These organisations were critical to the early development of the concept and in the consolidation of a knowledge-based agenda set out by Western aid donors to justify international assistance to poor and conflict-ridden countries. Attention is focused on three normative processes affecting the production of transnational knowledge: normalisation, fragmentation and assimilation. ‘Normalisation’ is the process by which influential knowledge producers help to transform a rough concept into a widely accepted transnational norm based on expert knowledge, detailed definitions and statistical exercises. Once the concept has been appropriated by several international actors, it undergoes normative ‘fragmentation’ as it is subjected to various interpretations across time and space. ‘Assimilation’ is the process by which the overarching concept is renewed, enriched and gradually adapted through the incorporation of additional insights. The article argues that the World Bank and oecd have functioned as central knowledge hubs, facilitating the circulation of new and controversial ideas on fragile states and their integration into the prevailing policies of the most powerful aid donors. The two organisations have thus taken an active role in the consolidation and perpetuation of the aid donors’ policy doctrine, ultimately protecting it from major normative dissent.  相似文献

The World Development Report 2008 (WDR-2008) on agriculture and development has been received with much expectation and controversy. This paper welcomes some aspects of the WDR-2008 that help us reinvigorate some debates on agricultural development, so far marginalised in international development policy agendas. The paper, however, focuses on some critical problems in the report and the World Bank's stance on agriculture. First, there are tensions between advocacy and research and between the World Bank's rhetoric and operational realities. Secondly, the report suffers from the usual adherence to superficial win-win scenarios that mask conflict of interest and power relations. Thirdly, the WDR-2008 is caught in a tension between neo-populist pro-small farmer views and ‘modernist’ pro-agribusiness stances. Fourthly, the analysis of agricultural development in isolation from broader development processes and especially without a systematic analysis of industrialisation and agriculture–industry relations seriously limits the analytical and empirical value of the report.  相似文献

This article seeks to determine what light the literature on the political economy of agriculture in Southeast Asia can shed on the analysis that underpins the World Bank's 2008 World Development Report, Agriculture for Development. It argues that work on Southeast Asia highlights gaps and problems in the Bank's account relating to the dynamics of boom crops, to the nature of social and political mobilisation around agriculture, and to the conceptualisation of agrarian transition.  相似文献

Dynamic latent trait models combine information from a variety of manifest variables, possibly measured on different scales, that are presumed to be indicators of an unobserved latent phenomenon, while allowing appropriate consideration of the longitudinal character of time series. I use a Bayesian dynamic latent trait model of banking sector financial accounts measured at the country/quarter level to build an indicator of banking system robustness in Latin America. As a methodological innovation, I extend dynamic latent trait models to take into account country-specific effects of bank regulatory regimes through hierarchical modeling of factor loadings. I suggest how these models can be applied to other types of phenomena—for example to combine existing political regime indicators to build a more informative measure of democracy.  相似文献

In this article we present a unique study of how a nation, Bhutan, is using a specific change management approach—organisational development—as the lever for system‐level change in pursuit of a complex, multi‐level suite of goals to, ultimately, enhance Gross National Happiness (GNH). We argue that this represents one of the first attempts at using OD for wide‐scale change, something hinted at decades ago, and flagged by recent work coming out of the United Nations Development Program and civil society organisations (CSOs). Conceptually, we point to a high level of fit between the Bhutanese development philosophy and OD, and argue there is great potential for using OD in the context. However, we raise a series of issues around the practical feasibility of this approach highlighting important points of tension which pose major challenges for the Bhutanese experiment. Immigration is related to widening inequality and insecurity in the United States, but it is not the main cause of such changes and to focus on the host/immigrant conflict diverts attention from many different elite projects that have widened inequality. Moral arguments about immigration cannot just address outsiders who only want to get into nations, but must address the moral situation of people in the process of entry and especially of insider/outsiders, people already in. Over the long run, civic nationalism is a healthier model than exclusionary biological or cultural fundamentalist definitions of the national community.
