Assessing the impacts of a peer-to-peer training programme for women in Peru

This article reports on research that aimed to assess the economic and social impacts of a peer-to-peer training programme targeted to women in Peru, looking at overall and differentiated impacts according to design features, on a sample of 300 women in participant and non-participant communities. The study found significant positive impacts on women’s time devoted to work outside the house and in their saving propensity, although no significant change on time allocated to domestic activities. It also detected some effects on an index of family cohesion and on home improvements. Finally, there was evidence that some design features influence the magnitude and significance of these impacts.     

The impact of foreign-owned enterprises in low-income economies

An economic impact snapshot of foreign and domestic enterprises from the functional economic areas of Guinea-Bissau showed that not all micro and small enterprises (MSEs) are local, and not all outside investment is large scale. We find that South–South entrepreneurship has prospects to improve livelihoods as drivers of economic growth and development in a low-income economy. While political instability and a lack of resources remain as barriers to solvency for both domestic and foreign investors in the global periphery, as opportunities and effective business strategies are fostered, improved socio-economic integration and development results.     

Fit for purpose? A review of guides for gender-equitable value chain development

This article presents a review of seven guides for gender-equitable value chain development (VCD). The guides advocate persuasively the integration of gender into VCD programming and raise important issues for designing more inclusive interventions. However, gaps persist in their coverage of gender-based constraints in collective enterprises, the influence of norms on gender relations, and processes to transform inequitable relations through VCD. Guidance for field implementation and links to complementary value chain tools are also limited. The article identifies opportunities for conceptual and methodological innovation to address the varying roles, needs, and aspirations of women and men in VCD.     

Public Opinion and the Depth of Labour's Crisis

Labour's current problems are the culmination of long‐term trends flowing from the rising cost of tax‐funded services and welfare and voters’ mounting resistance to higher taxes to pay for them. As a result of this, there is now a big gulf between the attitudes of Labour party members, and in particular the supporters of Jeremy Corbyn, and Labour voters—and an even wider gulf with the extra voters Labour needs to win a future election. This gulf is also wide in relation to a range of other issues, including immigration, education and economic ideology. For Labour to return to government, it needs not just to narrow the gulf in policy, but to persuade voters of its ‘valence’ virtues of trust and competence—qualities in relation to which Labour currently lags the Conservatives by large margins.     

English Radicalism and the Annihilation of the ‘Progressive Dilemma’

The rise of political nationalism in the early twenty‐first century threatens to subsume the ‘progressive dilemma’ as identified by David Marquand. The labourist tradition is collapsing culturally, the liberal tradition intellectually. In the face of a new politics of nativism across Europe and America, the labour movement needs to put the debate over the progressive dilemma behind it and find a new source of philosophical inspiration in the English radical tradition.

‘What is it about “fuck off” you don’t understand?’ The NILRC and politics of the Left in Northern Ireland

Abstract

At the 2016 Northern Ireland Assembly Election, a somewhat peculiar political ‘party’ hastily filled in nomination papers at the 11th hour. This last-minute concoction was elaborately named ‘The Northern Ireland Labour Representation Committee’. This article seeks to explore the circumstances around the creation of the NILRC, thereby developing a synthesis of the present-day situation of the Labour Party in Northern Ireland (LPNI), the local Constituency Labour Party (CLP) of the UK Labour Party. In a backdrop in which UK Labour does not stand for elections in Northern Ireland, this article engages with the LPNI’s rationale and raison d’être, followed by a discussion of the NILRC experiment of 2016. The LPNI–NILRC case carries resonances and insights of interest to political groups of the left operating in deeply divided societies.     

Article 23(4) Trade Union Rights and the United Nations policy of devolution on labour relations

ABSTRACT

Article 23(4) of the Universal Declaration of Human Rights states ‘Everyone has the right to form and to join trade unions for the protection of his interests.’ This article documents the global legislative history of Article 23(4) trade union rights from its original drafting to interpretation by international labour standards. The history includes debates on the fundamental principles of trade union rights, the decision by ECOSOC to ignore a call to establish a permanent UN Commission on Trade Union Rights, the devolution of authority from the United Nations to the International Labour Organization, how ILO international law experts framed trade union rights as a subset of the freedom of association, and the treatment of labour relations policy, including compulsory union membership, that resulted under international human rights norms. The history is discussed as one that confines standards of policy on labour rights in the global political economy and has particular implications for the discourse on labour rights as human rights.
