Sudan and South Sudan: identity,citizenship, and democracy in plural societies

This article discusses the institutional legacy of colonialism and how that has affected citizenship in Sudan and South Sudan. It argues that the colonial project made a legal distinction, especially in how citizenship was defined. It outlines problems facing Sudan and South Sudan and the challenges in managing a diverse population. It argues that a failure to build a democratic polity by resorting to ethnic federalism will divide the country along ethnic lines and prevent the emergence of a truly inclusive nation. Finally, the article discusses an alternative solution to the political crisis facing both Sudan and South Sudan, namely citizenship and the establishment of an inclusive framework to manage diverse populations within a unified nation. The article concludes with a discussion of the New Sudan Framework by situating it within the larger debate on democratic nation-building while also discussing its alignment with regional and international law.     

平台用工劳动权益保护的立法进路

我国互联网平台工人数量多达数千万,且增长迅速。平台工人面临身份不明确、工作时间长、收入不稳定、职业伤害保障缺失、算法运行不合理等突出问题。由于平台用工的特殊性,现有劳动法及其司法实践难以为平台工人提供有效保护。近年来,越来越多的国家,包括美国、法国、意大利等对平台工人进行了专门立法。我国有必要出台平台工人权益保护专门立法。平台工人权益保护立法的基本思路是确保符合"劳动者"标准的工人得到劳动法保护,并为一般平台工人提供基本劳动权益保障。立法应通过劳动关系举证责任转移规则,使平台工人身份得到正确归类。平台工人的基本权益内容应根据所有工人应享有的基本权益、平台用工的灵活性以及平台主要依靠算法运行的特点而设计,应赋予平台工人平等就业、职业安全卫生、工资、工时、加入工会和集体协商等方面的权利,以及与算法相关的权利。

构建和谐警民关系是公安部党委提出的当前和今后一个时期着力抓好的＂三项建设＂之一,也是公安机关落实科学发展观的重大战略决策。新时期构建和谐警民关系,必须正确认识和谐警民关系的科学内涵,深刻领会其现实意义。然而,警民关系不和谐的掣肘因素依然存在,唯有从宏观上塑造和谐氛围、微观上强化实践锤炼,才能实现警爱民、民拥警、警民一家亲的理想境界。     

New town,new capital,new workplace? The employment relations of a Japnese inward investors in West Midlands new town

In this paper we examine the chracter of employment and industrial relatins withing new manufacturing industry in a new-town setting. We show how a combination ofnational and local state initiatives generated a new patterno of manuafacturin, dominated by foreign-owned companies. Drawing from extensive fieldwork in Japanese firms, we demonstrate,contra the ‘japanization’ thesis, that greenfield sites do not proved employers with unconstained opportunities to control labour. Rather, we highlight how capoital-labour relations development through interaction between large firms, state agencies and workers, producing an evoling and contested new employment settlement. Our analysis also undelines the limits confronting local state development strategies under a neo-liberal state regime.     

青少年走近传统文化的思考——“新京剧”的启示

近年来，“新京剧”在促进青少年走近传统文化方面做出了努力。这启示我们，要促进青少年走近传统文化，教育者和相关人员自身首先必须熟悉、了解乃至精通其精髓；需要人们具有强烈的责任感；需要人们在京剧传统规范与现代人的审美趣味之间寻找到最佳的结合点，推出体现“新”的美学特征的原创作品。     

公共管理学科体系设置模式与支撑机制研究：基于新公共管理视角

目前，公共行政学影响我国传统公共管理学科设置痕迹甚深，为了追求公共管理部门尤其是政府的效率与公平，新公共管理思想可资借鉴。受经济学、政治学、管理学和社会学影响形成了四种公共管理学科体系设置模式，现代公共管理学科则在四类学科共同作用下形成，并且学科间形成了能够融合与修正的支撑机制。     

Cassava value chain and its products in Morogoro rural district,Tanzania

This study was conducted to examine the cassava value chain and determine strategies for enhancing farmers' profitable participation in the chain, to reduce poverty in Tanzania. Data were collected from 98 farmers from three villages of Morogoro rural district. Profit and marketing margins along the cassava value chain were computed. A linear model was estimated whereby farm size, experience, total family labour, group participation, non-crop livelihood sources, and food insecurity were the main determinants of profitability. The emerging recommendation was for farmers' participation in profitable cassava value chain strands by strengthened coordination, improved cassava varieties, and enhanced agronomic practices and processing technologies.     

Participatory appraisal of competitive advantage (PACA) approach in local economic development

In South Africa, local economic development has become the focus to overcome obstacles such as low skills, low entrepreneurial culture, weak support mechanisms, and spatial marginalisation, which lead to high unemployment and poverty. With conventional approaches having little effect, local communities are looking for innovative approaches to their economic challenges. PACA methodology prepares an action-oriented diagnostic of the local economy to initiate economic development initiatives. It mobilises local stakeholders to take an active role through fast analysis and action learning. This article assesses how the PACA approach implemented by George Municipality was applied, and what advantages and limitations were experienced.     

The New York City Police Department,its Crime Control Strategies and Organizational Changes, 1970-2009

Over the last two decades, New York City has witnessed historic drops in crime. Numerous explanations for this crime decline have been discussed, and the New York City Police Department (NYPD) has been central to that debate, most notably because of the adoption of order maintenance policing and the implementation of Compstat. While those developments in the early 1990s are clearly important for understanding the potential role of the NYPD in the crime decline, those changes did not occur in a vacuum. This paper adopts an historical framework that places the role of the NYPD in the crime decline in the larger context of the department’s history, culture, and key events over a nearly 40-year span. This perspective suggests that many of the crime control strategies implemented by the NYPD over that time have been driven by internal and external crises, and that these strategies have also produced unintended consequences. With the historical analysis as a backdrop, the paper considers the ongoing debate over stop, question and frisk practices, and their disproportionate impact on minority residents, as the next potential crisis for the NYPD. The paper concludes with a discussion of the historical framework as a foundation for initiating a comparative dialog across law enforcement agencies regarding crime control strategies, their impact, and their consequences.
