Much research has been done to study how competitive elections affect autocracies and their opposition. Electoral institutions, however, may have different social and political effects. In this paper, I examine the effect of an understudied electoral institution: lower-level elections. I argue that elections at grassroots levels tend to favor the ruling party by allowing it to more fully utilize its resource advantage to buy political support, which would in turn undermine the opposition's ability to develop a local support network that is important to its struggle for democratization as well as for elected offices. Evaluating the effect of lower-level elections is empirically challenging because the effect is likely to be confounded with voter preference. I tackle this identification problem by taking advantage of a quasi-experiment afforded by the electoral formula of Hong Kong, which allows me to use a regression discontinuity design to test my causal argument. I find strong statistical evidence supporting my argument; the ruling elite's aggressive expansion in the District Councils, the lowest elected tier, aims to drive out the opposition elites, who, by occupying a District Council seat, are able to increase their vote share of that constituency by 4–5 percentage points in a subsequent legislative election.  相似文献

Why do most winning candidates adhere to partisan orthodox positions? While some prior work has examined how issue positions signal candidate ideology, this paper instead focuses on how candidate issue positions affect evaluations of valence. In light of important inferential limitations in using the correlation between observed candidate positions and electoral performance to assess voter responses, we present a large-scale candidate vignette experiment that reveals issue positions affect perceptions of non-ideological characteristics. Candidates with only one of three positions that stray from the “typical” position for their party – being too extreme, bipartisan, or ideologically unusual – are perceived as less effective legislators. This suggests party-consistency may be reinforced by the electorate through changes in perceived valence, and that the observed correlation between candidate performance and issue positions might arise for reasons apart from ideology.  相似文献

Low turnout and potential differences in party preferences between voters and non-voters may affect party vote shares at European Parliament (EP) elections. Of particular concern is the rise of Eurosceptic and populist parties, but scholars do not know whether these would benefit from increased voter mobilization. To address this gap, we simulate the party choices of non-voters at the 2009 and 2014 EP elections. Contrary to analyses of turnout effects at general elections in multiparty systems, our simulations suggest that left-leaning and ideologically moderate parties would gain if turnout went up to levels observed at first-order national elections. And while there is some evidence that populist parties might have benefitted from higher turnout at the 2014 elections (but not in 2009), our findings do not support expectations that either Eurosceptic or Europhile parties’ vote share would be affected by higher turnout.  相似文献

Traditionally, scholars have assumed that multiple office-holding (i.e. the combination of a local and national directly elected political mandate) leads to an enhanced electoral performance. Although the prospect of electoral benefits for such a mandate combination seems plausible, it remains unclear whether accumulating a national and local mandate does indeed provide an additional boost compared to holding either one prior to the election. Previous studies have only offered limited support for this assumption. For instance, they have focused exclusively on French national elections. This article, however, scrutinises whether dual mandate-holding pays off individually, for the candidate, as well as collectively, for the list as a whole in both Belgian national and local elections. The results here strongly suggest that cumul des mandats does not yield an additional electoral reward compared to single office-holders, contradicting both theoretical presumptions and normative beliefs.  相似文献

The relationship between political parties and voters is usually analysed in a national framework. However, the majority of states worldwide allow their emigrant citizens to have an absentee vote. This article analyses how parties confront the challenge of mobilising voters across borders. It presents an analytical framework for comparing the scope of party transnational mobilisation strategies across different electoral systems. Drawing on a contextualised qualitative analysis, the article analyses transnational electoral mobilisation of the emigrant vote in recent elections in Spain, France, Italy and Romania. The analysis shows that a cost–benefit analysis of electoral incentives explains the scope of transnational campaign efforts of many of the political parties. Yet the article also suggests locating the analysis of party strategies in the particular context of the transnational electoral field, including the high dispersion, uncertainty and volatility of the emigrant vote and the overlap between the electoral arenas among emigrants and at home.  相似文献

This article examines the strategic behaviour of the Scottish National Party (SNP) in regional elections from 1999 to 2016. It builds on recent work that has theorized the kind of strategic tools regionalist parties have at their disposal in electoral competition, and the factors expected to determine the strategic choices these parties make. An in-depth case study of the SNP describes when and explores why the party makes strategic choices in an effort to bolster its electoral support in post-devolution Scotland. The analysis finds (i) that the SNP has consistently sought to ‘frame’ the issue of independence in economic terms, by advancing an economic case for separating Scotland from the UK and (ii) that this strategic approach is the result of competing constraints internal and external to the party. These findings suggest that the strategic behaviour of regionalist parties in electoral competition is more sophisticated than expected by extant theoretical accounts.  相似文献

In this article, I focus on Chapters 4 and 5 of On the People’s Terms, chapters that deal with democratic influence and control. I take an applied political science approach to how Pettit’s republic might be practically achieved by exploring the under-appreciated capacity of elections to mobilise the resistance-prone, contestatory public upon which his republicanism depends. Whereas Pettit tends to focus on public contestation between elections and only demands that the public has the opportunity to vote when elections are held, I argue that they should be given a more prominent role within his republic and further, that access to voting is not enough: rather, citizens should actually vote. In order to ensure that participation is socially inclusive and that the public’s attempts at influence are ‘individualised’, ‘unconditioned’ and ‘efficacious’ in the manner Pettit desires, I suggest that compulsory voting should be a major pillar of his republicanism.  相似文献

In May 2014, and for the second time in her political history, regional, federal and European elections were organized simultaneously in Belgium. In the direct follow-up of the sixth state reform, which increased the powers and autonomy of the Belgian Regions and Communities, these elections were crucial for the future of the country and for the multi-level coalition formation at the regional and federal levels. The political campaign was dominated by socioeconomic issues and demands for further autonomy, particularly in the Flemish region. Regional electoral results confirmed the success of the regionalist parties in Flanders, but also in Brussels and in the German-speaking Community. These successes allowed regionalist parties to enter all regional and federal governments—often as the dominant party—with the exception of the Walloon and the French-speaking Community cabinets.  相似文献

The argument of this lecture speaks directly to the history of The Political Quarterly and the London School of Economics. It is that the European left is losing elections on an unprecedented scale because it has lost control of the political agenda to a newly flexible right; but it is also losing key arguments about how to nurture human values in today's connected and competitive global village because it has not responded to changes in economy and society; and that to turn things round it needs to address both its deficit in ideas and organisation.  相似文献

This paper examines the voting motivations of Labour parliamentarians in the final parliamentary ballot of the Labour party leadership election of 1980. By constructing a data set of the voting behaviour of Labour parliamentarians and by determining the ideological disposition of the 1980 parliamentary Labour party (PLP) this paper examines the ideological disposition of the candidates' vis‐à‐vis their electorate, and offers a challenge to traditional interpretations of how and why Foot was elected. The traditional interpretation has sought for explanations as to how a right‐wing dominated PLP elected a left‐wing candidate. Whilst citing the traditional interpretations of the impact of the impending Electoral College, mandatory reselection and the assumed weaknesses of the Healey campaign, this paper argues that there was considerably more left‐wing sentiment within the 1980 PLP in terms of economic management, defence and the Common Market, than previously considered. As such this paper suggests that, taken with the impact of the other factors, the victory of Foot should not be seen as that surprising.  相似文献
