Why do young Africans participate less in elections than their older counterparts? Given Africa's growing youth bulge, this constituency represents a numerically important voting bloc, and their lower participation in elections could undermine the legitimacy of the region's democratic trajectory. We address this question through a multi-level model that relies on individual-level data from the Afrobarometer surveys and country-level data for 19 of the region's more democratic countries. We classify Africa's youth as belonging to two categories, those aged 18–24 and those aged 25–35. We find that key determinants of the youth's voting behaviour include their access to political knowledge and information as well as their perceptions of the electoral context and party system. In the latter regard, the efficacy and fairness of elections and the degree of partisanship increase the youth's decision to vote, while the length of party incumbency is a deterrent to turnout. These findings hold important implications by highlighting that Africa's youth not only need to be exposed to greater fora for learning about the political process and party options but also that political parties in the region need to become more relevant to this constituency.  相似文献

The issue of political change in an authoritarian state takes different forms, and one central form that it assumes concerns the introduction of women's rights and female politics. In Morocco, one celebrated issue has been the introduction of a 10 per cent quota system in 2002 in the lower chamber, which saw for the first time a significant number of women in the hitherto male-dominated Moroccan parliament. This legal change gives rise to a number of hypotheses about the possibility of political change through increased formal participation by women in politics. This article gives a critical analysis of the way in which women seemed to have been ‘empowered’, by referring to recent legal changes as well as by presenting the results of a survey that the author conducted with women parliamentarians. Using as an example what is often considered a democratically more advanced Arab country, it thereby illustrates a common feature of pseudo-democratic regimes that incorporate apparently innovative political currents whilst relying on informal mechanisms to prevent real political innovation and associated contestation.  相似文献

Elections and election outcomes are widely used as a convenient short cut to measuring democracy. If this were correct, information on elections and election outcomes would be a time- and cost-saving means of identifying regime type. However, this article shows that the influential democracy measures of Beck et al., Ferree and Singh, Przeworski et al., and Vanhanen fail to adequately identify regime type when applied to ten countries in Southern Africa. For most countries, it is not possible to distinguish democracies from non-democracies on the basis of elections and election outcomes. Multi-party elections are not always free, fair, and democratic; dominant parties and dominant party systems are not necessarily undemocratic; large election victories are not by themselves proof of foul play; and not all authoritarian regimes maintain their rule through overwhelming parliamentary or electoral majorities.  相似文献

The unfettered expression of electoral choice is an important democratic right; however, in many contexts voters are pressured by others to cast their votes in certain ways. Electoral coercion is a topic that has received increased attention from researchers in recent years as part of the wave of research on electoral violence, yet there is little consensus in the literature as to who the targets of coercion are most likely to be. This article uses a list experiment embedded in a survey fielded following the Turkish general election of 2018 to identify the targets of coercive electoral practices within families and among close friends. The analysis reveals familial electoral coercion to be strongly conditioned by partisanship and disadvantaged demographic characteristics, but finds no evidence that women are more likely than men to be coerced.  相似文献

This study sheds light on the relationship between local and national elites during political transitions. Examining local councils in post-revolutionary Tunisia (2011–2013), it examines why and when the composition of councils changed in the absence of local elections. The study yields two important lessons. First, changes in councils resulted from a power struggle between national and local elites. Councils were more likely to remain in place when local parties and unions helped council members resist pressures from above. The interplay of local and national actors, and not the council’s competencies, explains when changes took place. Second, all councils became politicized in the process. Far from being caretaker councils impartially addressing local needs, the councils were institutions playing important roles in the struggles between local and national political elites. Councils were arenas in which political power, and notions of legitimate representation, were contested in the absence of elections. The argument is supported by quantitative analyses of original data and four comparative case studies based on qualitative fieldwork. The findings highlight the importance of local councils in transition processes and provide a basis for further work exploring local-national engagement in democratization.  相似文献

This essay examines the dynamics and outcomes of Indonesia's first-ever direct local executive elections in a case study of the gubernatorial election in the Riau Archipelago. Specifically, the essay examines the election process, identifies the major issues before, during and after the elections, and assesses voters' participation. The essay then examines the ways direct local executive elections have affected the dynamics of local politics in the country. Overall, this essay aims to further develop our understanding of political dynamics in the Riau Archipelago and grasp the practical significance of local political change in Indonesia more broadly.  相似文献

This paper assesses the performance of Mexican electoral authorities during the 2012 presidential campaigns concerning citizens’ right of information. By means of a theoretical review of the concepts of freedom of speech and right of information a case is made for the necessary complementarity and interdependence of both concepts. The paper explores the approach that electoral authorities adopted on three different spheres, namely, the “suggested guidelines” that were submitted to radio and television agencies for the coverage of electoral campaigns; the monitoring of campaigns coverage by radio and TV news broadcasts; and the organization and promotion of electoral debates among Mexico’s presidential candidates. This review reveals a considerable clash between theory and the ife’s and tepjf’s practices. The paper closes with some general remarks on freedom of speech and the role of electoral bodies in Mexican politics, as well as with a proposal of various reforms that could reinforce freedom of speech and the right of information in the coming electoral campaigns.  相似文献

This paper examines the emergence and development of the ruling New Patriotic Party (NPP) government in the context of a broader examination of the roles of political parties within the Ghanaian political landscape. After describing the political architecture as well as some significant constitutional issues of Ghana's democracy and the roles played by other societal stakeholders, the paper examines the rationale for the formation of the NPP, its manifesto, structure, constituency, power brokers. It then analyses various aspects of the implementation (or not) of the NPP's political and economic objectives since it came to power in 2000 with a message of ‘positive change’. The electoral politics of the campaigns against its major opposition, the National Democratic Congress (NDC), and issues of regionalism, ethnicity and other factors are considered in detail. The paper concludes with some lessons learned and generic recommendations for emerging African political parties in relatively young democracies.  相似文献

ABSTRACT

This article looks at the role of institutions and political parties as main agents of the democratisation process in the Sudan, following the signing the Comprehensive Peace Agreement (CPA). A review of the historic weaknesses of intermittent democratic rule in the Sudan, since its independence in 1956 and through to the signing of the CPA, is offered. Those elements of the CPA critical to institutional reform and democratisation are identified and their implementation assessed, including the results of the CPA-mandated elections held in April 2010. The four principal political parties and their capacities to contribute to democratic transformation are analysed.  相似文献

The argument that declining voter turnout harms social democratic parties has received little support in research on national elections, but partisan consequences of declining turnout in local elections has been less explored. Norwegian local elections – where both turnout and support for the Labour Party have declined since the early 1960s – are used as a test case. Analyses of aggregate data gave no systematic support for the hypothesis that Labour suffers from lower turnout. Declining turnout and declining Labour Party vote were not causally related, and the correlation between the two variables seemed to be the result of other long-term social changes. Analyses of survey data pointed to three flaws in the premises on which the hypothesis was based. First, the effect of declining turnout on the biased class composition of the abstainers was ambiguous. Second, the Norwegian Labour Party suffers less from differential turnout than before as a result of declining class voting. Third, the Labour Party may suffer from a demobilisation of the working class, but the party may also benefit from a demobilisation of the young.  相似文献
