城市住宅的区位因素使得对于不同地点的住宅需求不能完全相互替代,这造成了房地产开发上的两难悖论:单个房地产商独自开发的地块过大,会使开发商对住宅购买者具有垄断地位,促使住宅售价过高;地块过小则有碍住宅建筑的统一规划,不利于提供适宜居住的住宅.解决这一两难悖论的出路在于强化政府机构对房地产开发的管制,而这种管制必须以尽可能增大居民福利为目标,以科学的规划为基础.  相似文献

This note examines two cases in which English and Scottish courts have insisted that the English and Scottish Criminal Cases Review Commissions adopt the same definition and approach as them to alleged ‘miscarriages of justice’ in order to reduce the number of potential referrals and increase finality, and to reduce the challenge posed by these Commissions to the courts' authority in the legal sphere. The European Union (EU) has become increasingly visible and contested over the past decades. Several studies have shown that domestic pressure has made the EU's ‘electorally connected’ institutions more responsive. Yet, we still know little about how politicisation has affected the Union's non-majoritarian institutions. We address this question by focusing on agenda-setting and ask whether and how domestic politics influences the prioritisation of legislative proposals by the European Commission. We argue that the Commission, as both a policy-seeker and a survival-driven bureaucracy, will respond to domestic issue salience and Euroscepticism, at party, mass and electoral level, through targeted performance and through aggregate restraint. Building on new data on the prioritisation of legislative proposals under the ordinary legislative procedure (1999–2019), our analysis shows that the Commission's choice to prioritise is responsive to the salience of policy issues for Europe's citizens. By contrast, our evidence suggests that governing parties’ issue salience does not drive, and Euroscepticism does not constrain, the Commission's priority-setting. Our findings contribute to the literature on multilevel politics, shedding new light on the strategic responses of non-majoritarian institutions to the domestic politicisation of ‘Europe’.  相似文献

The paper highlights the complex relationship between development and language and argues that poverty as a condition of underdevelopment is materialized in representation. Instead of limiting the scope of the topic to the rhetorical aspects of development thought, it is proposed that development language produces a specific reality of poverty while writing about it. Using a post-structuralist framework and drawing from various Planning Commission reports on poverty lines, the paper goes on to implicate these reports in the production of authoritative knowledge and the elision of the poor. Through the identification of the cut-off line, which distinguishes the poor from the non-poor, these reports control our ways of knowing and suspend our ability to imagine poverty in any non-institutional manner. Such representation not only omits poor’s everyday experience and converts poverty as experience to poverty as knowledge, but also predicates its objectivity on such elision. The paper also highlights the slippages and contradictions in these reports, and shows how in the seeming inevitability of poverty knowledge, people find innovative ways to appropriate and disrupt it.  相似文献

National officials working in international bureaucracies regularly invoke the fear that member states strategically use such officials for influencing decision making and agenda‐setting to their advantage. This article theoretically analyses conditions under which the autonomy of national civil servants in international bureaucracies might become compromised. The ensuing predictions are then tested using a unique survey among seconded national experts (SNEs) in the European Commission (N ≈ 400). Finally, evaluating the characteristics linked to reduced autonomy among SNEs in the Commission, the article illustrates that these officials are, in practice, likely to be relatively independent from member state influence.  相似文献

The purported capacity of the digital age to solve the problem of market failure in the broadcasting sector was widely expected to further compromise the already fragile status of public service broadcasting in advanced democracies. The proliferation of niche media content made possible by convergence led to speculation that publicly funded broadcasters would be rendered redundant. However while public service broadcasting in Australia and in comparable states remains under financial pressure, many signs point to a renewed government commitment to the sector. Using the Australian Broadcasting Corporation as our case study we argue that the digital era has contributed to the renaissance of the sector in unexpected ways.  相似文献
