Abstract While the clash between whaling and anti‐whaling interests in international fora, especially the International Whaling Commission (IWC), has escalated over the last two decades, very little attention, if any, has been paid to the active participation of developing country representatives and agencies (both governmental and non‐governmental) in the issues surrounding whale conservation, research and sustainable use. The failure to recognize the interests of developing nations in non‐lethal use of whales, as well as their marginalization in the IWC decision‐making process, has contravened their sovereign rights and thwarted efforts to develop a solid consensus on many critical issues. 相似文献

This study uses journey-to-work data from urban census tracts across the United States to investigate whether people living and working in the same area is related to job–worker balance or to the income from jobs. Abstract In 2001 the South African rand depreciated suddenly and steeply against the dollar and euro. This triggered inflation as the prices of imported products gapped upward. To offset the imminent inflationary effects and attract foreign exchange, the Reserve Bank raised interest rates, resulting in slower domestic growth. The critical question was the cause of the currency depreciation. We argue here that the rand's decline was the result of a concatenation of internal and external factors, specifically the way the operations of the global financial markets magnified and exacerbated the effects of internal financial policy decisions. The article illustrates the heightening connectivity between domestic policy decisions aimed at regulating the national economy and the globalizing financial markets that operate on an altogether different logic. The Reserve Bank's attempt to regulate the local foreign exchange regime in concert with the corporate use of financial instruments to circumvent these exchange controls led to a relatively illiquid currency market that was easily susceptible to attack by speculative capital. The end result was a crippling devaluation that especially hurt the impoverished black South African majority in the process of getting on its feet economically, thereby adding a further constraint on the consolidation of post-apartheid democracy. 相似文献

New Urbanists have been rebuilding distressed neighborhoods for years, and New Urbanism's mix of architecture, planning, and public policy offers inner‐city neighborhoods the best set of tools available to improve the quality of life for their residents. For well over a decade, the European Union (EU) has proclaimed its leadership role in global environmental governance (GEG).
In this article, we examine both the nature of its leadership and the underlying conditions for ‘actorness’ upon which leadership
must depend. The EU’s record in the global conferences as well as its influence on the reform of the Commission on Sustainable
Development (CSD) and the United Nations Environment Programme (UNEP) are also investigated. We argue that the EU has frequently
sought to shape international environmental negotiations and promote sustainable development as an organising principle of
global governance. Despite its inadequate status at the UN and internal problems, it has had a significant effect on the global
agenda. However, due to persistent diplomatic opposition from other coalitions, its real, directly visible influence has been
more modest. For genuine directional leadership, which goes beyond the defence of self-interest, the Union will have to make
internal policy coherence a greater priority. Moreover, apart from relying solely on its weighty presence in the international
system or its potential capabilities, the EU needs to achieve a high level of credibility in order to enhance its powers of
persuasion.

Auf der Grundlage des akteurzentrierten Institutionalismus präsentiert der vorliegende Beitrag eine theoriegeleitete und empirisch angereicherte Analyse von Verhandlungsergebnissen in der EU am Beispiel der Gemeinsamen Fischereipolitik. Dabei fasst das zugrunde liegende Untersuchungsdesign die Verhandlungsergebnisse als die abhängige, die Präferenzen der Mitgliedstaaten, die Präferenzen der Kommission sowie den institutionellen Rahmen als die unabhängigen Variablen auf. Dieses Untersuchungsdesign wird dann empirisch an zwei wichtigen Verhandlungssituationen überprüft, die gleichzeitig mit der Kompetenzübertragung der Fischereipolitik auf die europäische Ebene einhergehen. In der ersten Verhandlungssituation geht es um die Einführung der Strukturpolitik und der Gemeinsamen Marktorganisation für den Fischereisektor im Jahr 1970. Bei der zweiten Verhandlungssituation steht die Einführung der Bestanderhaltungspolitik für die Fischbestände im Jahr 1983 im Mittelpunkt. Zusätzlich zu den Verhandlungspositionen der Regierungen der Mitgliedstaaten wird in diesem Beitrag anhand der Rolle der Kommission und der formellen (Einstimmigkeitsprinzip) und informellen Regeln (Schatten der Zukunft) gezeigt, wie sich diese Variablen auf die Politikergebnisse auswirken. 相似文献
