宪政在政治文明中的地位和作用

政治文明以民主政治制度为核心 ,以实施宪法、实行法治、制约权力为保障。宪政是以民主政治和法治为基础 ,是宪法规范及其实施并对具体的政治和社会生活产生现实影响的产物 ,是现代政治文明进步的结果和标志。宪政对政治文明具有保障民主政治的运行、建立和维护社会正常的政治秩序、制约政府权力、保护公民权利等方面的作用。树立宪政意识、实行法治和党的依法执政等是政治文明建设中急需完善的主要问题。     

进步还是倒退?——政治发展视野下的缅甸2010年选举

从政治发展角度讲,缅甸2010的选举更多地意味着一种倒退。该选举赋予了军人集团的政治垄断以正当性。这样的结果之所以会出现,全国民主联盟的错误选择是其中一个重要的原因。选举后的缅甸新政权,虽然依然会面临来自西方国家的强大压力,但来自亚洲一些国家的支持,则会给缅甸的新政权提供有力的支撑。展望未来,缅甸的政治发展之路将十分艰难。     

The price of personalizing politics: Political distrust and economic performance in Latin America, 1996–2006

While research has provided evidence that culture and institutional performance shape individual level trust in political institutions, scholars have neglected to adequately estimate the effect of political institutions and macroeconomic conditions on trust. Using data from the World Value Surveys for eleven Latin American cases, we test if countries with “partyizing” electoral systems - those with rules that encourage voters to hold the party, not individuals, accountable for government performance - experience lower levels of distrust in political parties and the legislature in times of poor economic conditions than those countries with “personalizing” electoral rules. Our analysis shows that the macro political and economic context largely conditions the impact of culture and institutional performance on political trust.     

Individual and contextual variation in EU issue voting: The role of political information

Increasing politicization in EU member states about European issues can be expected to strengthen the impact of attitudes towards Europe on vote choice in European Parliament (EP) elections. At the same time this impact is likely to vary between voters and contexts as a function of political information. This study explores the role of political information in explaining individual and contextual heterogeneity in the degree of EU issue voting. Using a two-step hierarchical estimation procedure to explore both individual and contextual variation, we show that while EU issue voting in the 2009 EP elections is only slightly more pronounced among the politically sophisticated, it is clearly more extensive in contexts that provide higher levels of political information on European matters.     

Public opinion, party messages, and responsibility for the financial crisis in Britain

The political consequences of the crisis in world financial markets are only beginning to be understood. In this article, we take up one of these many repercussions by examining public beliefs of who’s to blame for a complex and unparalleled set of events. Analyses of survey data from Britain find that while most assign responsibility for the crisis to market actors, the likelihood of blaming governments, as opposed to blaming banks and investors, is greater among low sophisticates and Conservative Party identifiers. We further show how elite messages from competing political elites evolved over-time and were reflected in mass beliefs about the crisis. Results highlight the centrality of partisan cues and, in particular, of political sophistication in understanding the dynamics of responsibility attributions. Lastly, we estimate the consequences of blaming the government for the crisis for voter choice.

行政相对人的概念已逐步被人们所接受,对其进行更深入的研究是行政法学进一步发展的需要。现代社会对人权的普遍重视反映到行政法中就要求我们尊重和保护行政相对人权利。而现在对行政相对人权利的研究大多是在立法领域与司法领域中,时行政过程中相对人权利的研究却不多,因此,有必要对行政过程进行界定,在此基础上,对行政相对人程序性权利的价值进行分析,目的在于明确其在行政法学理论与实践中不可缺少的地位。程序性权利作为一项没有引起人们足够关注的权利,必将随着人权观念和公民权利观念的发展而日益深入人心。     

和谐社会视域下的农村政治文化建设

农村政治文化建设是新农村建设的内在要求。当前,宗族观念盛行、民主法制观念淡薄、政治参与意识淡薄等因素制约着农村政治文化的发展。发展农村政治文化,应进在促进农村经济发展的基础上,加强相应制度建设,加强对农民的政治教育,并拓展农民政治参与的渠道,引导其积极参与民主政治的实践。
