The political consequences of uninformed voters

Americans fail to meet the democratic ideal of an informed electorate, and the consequences of this political ignorance are a topic of significant scholarly debate. In two independent settings, we experimentally test the effect of political information on citizens' attitudes toward the major parties in the U.S. When uninformed citizens receive political information, they systematically shift their political preferences away from the Republican Party and toward the Democrats. A lack of knowledge on the policy positions of the parties significantly hinders the ability of low-socioeconomic-status citizens to translate their preferences into partisan opinions and vote choices. As a result, American public opinion—and potentially election results and public policy as a result—is significantly different from the counterfactual world in which all voters are informed.

网络技术发展赋予社会成员自建群体、共同行动的能力,其对政党政治的直接影响是与网络伴生的新型政党组织以诉求清晰、机制灵活等特点在各国选举中表现突出。与此同时,传统政党组织成员流失、诉求杂糅、机构僵化等问题日渐凸显。然而新型网络化政党与生俱来的泡沫化风险高、中心议题的反对性等特征对其在现有政治体制中发挥作用的持续性、深入性又有所制约。因此,在可预见的未来,传统政党与新型政党的组织建设势必将在竞争中取长补短,并呈现出明显的时代特征。     

The dark side of proportionality: Conditional effects of proportional features on turnout

Past research analysing the positive effects of proportional systems on electoral participation has focused on dimensions such as quality of representation, mobilisation, competitiveness, and efficacy. However, the potential consequences of higher complexity and difficulties for accountability on proportional systems are not well known. We show that proportional features capturing complexity and dispersion of power can increase the participatory gap between citizens with high and low education and interest in politics, usually by depressing turnout among the less educated and interested. The implications of adopting proportional rules that result in complex and divided forms of government in an era of increasingly disengaged citizens are discussed.     

Is There a Local Dimension to Modern Election Campaigns? Party Activists’ Perceptions of the Media and Electoral Coverage of Canadian Constituency Politics

Modern election campaign studies focus on national dimensions at the expense of attending to local campaigns in legislative elections. This is also true of analyses of media coverage and impact of election campaigns. This paper examines the local dimension of media and election campaigns across a wide range of diverse constituency contexts in Canada in order to identify the political, socioeconomic, and geographic determinants of constituency party associations ability to attract local media attention during an election campaign. We also examine the role of these features of the constituency settings and explain variations in satisfaction with the medias coverage of the local campaign.

协商民主是20世纪后期在西方兴起的一种民主理论,其核心概念是公共协商,强调对话、讨论、辩论、审议与共识。近年来已经超越了纯理论的探讨,进入政治实验阶段。在中国的政治实践中,最能够与协商民主联系在一起的就是政治协商制度。二者虽有一定的区别,但是基本精神和理念基本上是一致的。面对着转型社会带来的挑战,借鉴西方协商民主理论,寻求适合中国国情特色路径的协商民主,已成为发展和完善我国民主建设的重大议题。     

Setting the Public Sphere in Motion: The Rhetoric of Political Bumper Stickers in Israel

Most members of the public have little opportunity to express political opinions via a mass medium. Political automobile bumper stickers provide such a possibility and can constitute a revival of Habermas's notion of the public sphere. This article examines how such bumper stickers function in the case of Israel, where political bumper stickers have become a ubiquitous medium of communication, expressing complex national-ideological messages that reflect individual opinions on a mass scale. Four elements have combined to bring about the development of this openly accessible political medium for the expression of public opinion: Israel's volatile political situation, a cultural predisposition to verbal expression on political topics, dramatic changes in the communication climate, and the particular status of cars and attitudes toward driving in the country. This mobile rhetoric has been used to set the public sphere in motion, reflecting five factors that account for the dynamism of the medium: the physical circulation of the messages on cars; the dialogic interaction and renegotiation of previously established ideological premises; the reflection, introduction, and maintenance of topics on the public agenda; the taking of power by the people; and the performative act of public expression.
