中央企业企业文化建设的现状及其发展思路

中央企业在企业文化建设的实践和探索中取得了可喜的成绩,但也存在着一些问题。今后要努力建立起适应改革开放和社会主义市场经济发展要求,符合企业发展战略,遵循文化发展规律,体现员工根本利益,具有中央企业特色的企业文化体系。     

中国地方政府创新的类型学:基于"控制-嵌入-规范"框架的分析

府际结构、政社关系与行政文化是理解地方政府创新的关键变量,并构成了地方政府创新的"控制-嵌入-规范"框架。基于此框架,区分了三种典型的地方政府创新模式:中央主导型创新、地方回应型创新和地方自发型创新,并对三种地方政府创新的特征、优势及局限等进行了对比。创新类型的差异实则是地方政府创新核心机制和关键变量的区别。分析表明,控制、嵌入和规范机制对地方政府创新的内在逻辑有较强的解释力。而该类型学划分在理论上部分回应了当前有关中国地方治理模式的讨论,在经验上为进一步通过地方政府创新推动地方治理现代化提供了参考。     

新时代我国基层政权建设的实践难题及路径选择

基层政权作为国家政权极为重要的组成部分,在整个国家政权体系中发挥着基础性作用,是党和政府联系群众的桥梁和纽带,是国家各项工作的重要落脚点。当前,我国基层政权建设存在的实践难题主要表现在四个层面:基层政权的财权与事权不对等、基层政权公共性与自利性的冲突、基层政权与群众自治组织关系有待理顺、基层政权与人民群众关系发生变化。而要科学解决基层政权建设中存在的这些问题,就需要在坚持党的领导下,理顺基层政权的财权与事权关系,重构基层政权的公共性,构建多元化的基层社会治理格局,构建新型和谐政民关系。     

Structuring dissident desire: representations of same-sex prison contact in contemporary South African culture

The figure of the prisoner, particularly as associated with the Numbers gangs in South African prison gangs, is both a hyper-masculine and (homo-)eroticized character. Prison allows for a state of being queer that, through its subject having already been criminalised, and escapes the stigma of feminization associated with it in the hierarchically gendered society outside of prison. Through the structure of the gang and in the confines of the prison, same-sex desire is at the centre of criminality and masculinity. At the same time, prison allows a space in which same-sex desire is countenanced; it thus becomes a literary setting fraught with same-sex eroticism. This essay considers the extent to which the masculinities of prison have become conflated with notions of an eroticized homosexual threat and the politics and fates of such threat inside and outside the jail walls. It reads a film (Proteus, 2003), non-fiction text (The Number, 2010, by Jonny Steinberg), short fiction (by Jan van Tonder), and play (Tertius Kapp’s Rooiland, 2013).     

Parliament,printed petitions and the political imaginary in seventeenth-century England

ABSTRACT

Building on recent scholarship relating to the emergence of printed petitions in Britain in the seventeenth century, this article concentrates on those printed petitions that were designed for more or less discreet or limited circulation in order to lobby parliament. It draws on two collections of such material gathered by the MPs Bulstrode Whitelocke (in the 1650s) and Sir Michael Wentworth (in the 1680s and 1690s). Because print facilitated novel ways of engaging with parliament – not least as problems went unresolved and cases dragged on – printed petitions provide a useful window into the aspirations and frustrations of supplicants, and indeed into their political thinking, however rudimentary this may have been. In tracing what might be called the ‘political imaginary’ of contemporary petitioners, this study recovers evidence of radicalization, but also suggests that the art of petitioning could involve the deliberate avoidance of ideological issues that nevertheless underpinned specific interventions.     

War of Race? War of Culture? War of Canon?——With Reference to the Debate Between Rita Dove and Helen Vendler

November 2011 witnessed the rise of an unprecedented debate at the American poetry forum. The parties involved are the U.S. former poet laureate, African American woman poet, Rita Dove, and the most distinguished contemporary American critic Helen Vendler. The cause of the debate is the publication of The Penguin Anthology of Twentieth-Century American Poetry edited by Rita Dove. For a while, newspapers, magazines and the internet have been heated by the fires between Dove and Vendler, as well as their followers. However, underlying this sound and fury, three frequently appeared key words remind us that this debate is a unique multi-dimensional American cultural war. It is the exteriorization of the interweaving and conflicting of racism, multiculturalism and cosmopolitanism which coexist in the deep vein of American social culture and ideology.     

近代中国的政治发展——以中央和地方关系的演变为维度

由外族入侵带来的民族压力促使近代中国开始了自救。在独立民族国家地位丧失的背景之下,近代中国政治发展艰难起步。为了谋求改变,政界和学界引入了大量迥异于传统中国的思想观念和制度模式。中央和地方关系的演变就是这一政治环境下的产物。通过中央和地方关系的演变历程,我们不难发现近代中国政治发展的基本特点：其开启来自外部挑战;其应对过程充满纠结;其发展主题随着社会环境的变化而变化;其总趋势是为了国家统一;其本身对政治现代化起到了推动作用。
