Pakistan is the first post-war experiment in political Islam to establish a democratic state. While Pakistan's consistently poor democratic record has disadvantaged every citizen, its religious minorities are especially marginalized. This article argues that this marginalization is a consequence of institutionalized political inequality, which indeed may be the root cause of Pakistan's overall democratic weakness. Again, contrary to the popular perception, this article demonstrates that Pakistan's democratic leaderships are as—if not more—complicit in this marginalization as the Islamist dictator Zia-ul-Haq and others. First, the worldview of Pakistan's ostensibly liberal-democratic founder Mahomed Ali Jinnah and its impact on the constitutional framework of Pakistan is analysed. Second, the political culture spawned by another ostensibly democratic leader Zulfiqar Ali Bhutto in securing the mandate for the new post-1971 constitution is explicated. These two ‘democratic’ processes have profoundly influenced the marginalization of religious minorities in Pakistan. This has significant lessons for ‘democratic’ transition leaderships in the contemporaneously evolving cognate experiments in the Arab Spring regions and elsewhere where similarly small minorities exist. 相似文献

Irrespective of the systems of government, a major question is: what are the views and perceptions of the bureaucrats about politics–bureaucracy relations? Aiming to address this problem, in this article an attempt has been made to undertake an empirical study of bureaucracy in Bangladesh. The study reveals that as a post-colonial structure, government bureaucracy is an essential and integral part of the administration in Bangladesh but the bureaucracies are always in a dilemma regarding their relationship with the political leaderships. The relationship between politicians and bureaucrats is neither normatively dichotomous with political neutrality nor abundantly cohesive or responsive to the political leaderships according to the perceptions of bureaucracy. Moreover, bureaucracy in Bangladesh is suffering from a moral puzzle between political neutrality and political responsiveness even though the bureaucrats are still in a dominant position in some cases. 相似文献

How Citizens React to Political Scandals Surrounding Government Leaders: A Survey Study in Hong Kong

Public opinion research has suggested that the negative impact of scandals on public evaluation of the politicians involved is not always strong. Part of the reason is that people may hold varying perceptions regarding the nature, factuality, and importance of the scandals. According to the theory of motivated reasoning, people develop varying perceptions by processing information in ways that reconfirm their existing views. This study applies such insights to analyze how citizens react to political scandals surrounding government leaders in Hong Kong, where such scandals have arguably become increasingly prominent in recent years. This study constructs a theoretical model linking prior political attitudes, scandal-related perceptions, response evaluation, and evaluation of politicians. Analysis of survey data confirms most of the hypotheses in two cases. External efficacy and support for democracy substantially influence perceived factuality and acceptability of the scandals. Such perceptions shape people's evaluations of the responses by the government and the officials involved, which in turn affect evaluation of the officials. 相似文献

This paper develops the theme that the ongoing political polarization and political crisis in Bangladesh since its independence from Pakistan in 1971 reflect the fundamental weaknesses of the pillars of Bangladeshi society and national identity. The paper adopts an historical approach to explain why and how Muslim nationalism, which was the basis for the establishment of Pakistan, has re-emerged in contemporary Bangladeshi society and politics and is competing against Bengali ethnicity, language, culture and secularism (‘Bengali nationalism’) within an emerging ‘two-party’ political system. However, instead of establishing a stable political system following the Hotelling–Downs principle of democracy, the Bangladeshi society/polity has been polarized and divided almost vertically on the question of national identity and political philosophy and created sustained political instability and uncertainty. This has stifled the formation and consolidation of a national identity based on ethnicity/language/culture or religion/territory/political history or that have elements of both. Neither ethnicity/language/culture/secularism-based nationalism (Bengali nationalism) nor predominantly Muslim-territorial nationalism (‘Bangladeshi nationalism’) alone can dominate and flourish in Bangladeshi society and polity; instead, the objective conditions in the country dictate that a competitive democratic system of politics which accommodates aspects of secularism, language, Muslim identity and Islamic ethical–moral codes remains the feasible political discourse for forming and consolidating the country's multi-racial, multi-religious national identity over the long run and its survival as a sovereign state. 相似文献

The period across parliamentary elections in Thailand, 2001–2005, constitutes the longest continuous government under a democratic constitution in Thai history. This article explores the consolidation of democracy in the Thai population during this period through national probability samples of Thai public opinion. The results indicate movement in the direction of greater support for democracy, but also revealing significant cleavages corresponding to the ‘two democracies’ thesis that proved to be the basis for bringing this era of democracy to an end. 相似文献

Clientele networks are differently structured across nations, depending on the political institutional setup and the configuration of political and social forces. The political institutional setup, which is cross-nationally different, determines where clientele networks are formed, how extensive they are and how long they can persist. The configuration of political and social forces, which varies over time, defines who takes the lead in clientele networks and how effective they are for producing policy effects. A comparison of Korean and Japanese clientelism suggests that the Korean case represents a form of national-level, defensive, non-cumulative and high political-risk clientelism, while the Japanese case illustrates a form of local-level, cumulative and low political-risk clientelism. Korean clientelism is not a copy of the Japanese variant. Based on this analysis, the author suggests that not every social organisation is functional for democratic governance. He also points out that the gradual process of disintegrating clientele networks is on the move. 相似文献

On becoming prime minister in 2006, Abe Shinzō was feted as the ‘prince’ of Japanese politics. A year later, Abe's Liberal Democratic Party had suffered a major electoral defeat and Abe's time as his country's leader was over. As a study of political leadership, this article seeks to explain the leadership outcomes of Abe's brief prime ministership, in particular the dramatic fall in public support Abe suffered during his tenure. It is argued that, despite the difficult circumstances Abe faced, the nature of his political demise cannot be fully accounted for by structural factors alone. It is also necessary to understand the role played by Abe himself and, in particular, his flawed leadership strategy. In the end, Abe's political demise followed a basic logic: high expectations followed by disillusionment characterised by sudden plunges in approval—a tragedy of hubris leading to nemesis. 相似文献

AbstractThis article analyses the link between fiscal balance and political fragmentation. While a large body of literature states that political fragmentation leads to fiscal deficits, others suggest that political fragmentation is associated with political competition, which tends to improve fiscal balance. These hypotheses are tested using budgetary and political data of municipalities in Israel for the years 1998–2006. The results suggest that both hypotheses may be correct, depending on voting behaviour. In Arab municipalities, where residents vote according to clan affiliation, low levels of political fragmentation are associated with large debts. On the contrary, in Jewish municipalities, low levels of political fragmentation are associated with small debts, since in these cases, coalition formation requires less spending and is easier to sustain. 相似文献

AbstractWei Baqun, leader of the influential Donglan Peasant Movement in southern China in the 1920s and 1930s, was attacked by his Nationalist enemies as a real and dangerous Communist long before he joined the Chinese Communist Party. Meanwhile, some of his Communist comrades were reluctant to admit him into the Party or to recognize him as a genuine Communist even after he joined the Communist Party. But after his death, they all began to promote him as a perfect Communist. Through an analysis of Wei Baqun’s life and revolution, this article shows how controversial and conflicting perceptions of the political identity of a political leader could exert strong influence on the political career of the leader and on local and national politics in revolutionary China. The article also attempts to explain why the confusion and controversy over Wei Baqun’s identity dissipated after his death. 相似文献

Europe as terminus of Black dispersal holds much significance for the study of Black identity in the Diaspora due to its role in colonizing the African continent. More specifically, England was a major contender in the race to take control of human and natural resources in Africa and the Caribbean prior to and after the European slave trade. During the first 50 years of the twentieth century, Great Britain successfully lured Black West Indians to its shore with hopes of social, cultural, and economic freedom denied them in their homelands. This article explores the dilemma of Blackness and formation of African Diasporan identities in London during the twentieth century. It also examines the complexities of transnationalism and the impact of cultural memory and globalization on identity formation in Beryl Gilroy's novel Boy Sandwich (1989) through the experiences of Tyrone Grainger. 相似文献
