Voting Advice Applications and the Estimation of Party Positions – A Reliable Tool?

Data contained in Voting Advice Applications (VAA s) is not only a prerequisite for the vote recommendations they provide but can also be used for estimating party positions in low‐dimensional spaces. Given that VAA s can be designed differently in terms of their number of items and their measurement level, how much can one trust the party positions obtained from this source? We tackle this question by exploiting relevant variation in a real‐world setting: three VAA s offered at the 2017 Lower Saxony election. Despite substantial design differences, the policy spaces extracted through an inductive scaling approach are highly convergent. Simulated random item removal from the pooled dataset of all three VAA s furthermore suggests that about 40 items yield satisfactory reliability of the party positions. Finally, we find that a priori assigning VAA ‐items to ideological dimensions is potentially problematic as the interpretation of resulting party spaces may differ from the ones derived inductively.

本文通过问卷调查的方式分析研究东南亚华人青年对民族关系的看法和态度。结果表明,大多数华人青年认为,他们在政治上认同居住国,但在文化和民族认同方面则仍然保留华人特色     

Issue ownership attack: how a political party can counteract a rival’s issue ownership

Abstract

A central part of representative democracy is that voters evaluate political parties based on how competently they handle issues, so-called ‘issue ownership’. Since issue ownership is a central ingredient in the vote choice, rival parties often try to influence how voters evaluate a competing party. This is an issue ownership attack. However, despite intense scholarly interest in issue ownership, the understanding of how parties shape issue ownership is very limited. Therefore a new theoretical model is tested here to understand issue ownership attack. Using several survey experiments, the analysis shows that a mainstream party can counteract another mainstream party’s issue ownership by reframing the issue and by blaming the party for its performance, but not by changing its own position on the issue. Hence, the study not only advances the understanding of issue ownership stability and change but also brings important insights on how parties influence voters.

国家政治制度成熟定型必须具备系统完备、相对稳定、科学有效和广泛认同四个基本要件,人民政协制度更加成熟定型既要遵从上述要件,又要考虑政协性质特点,做到理论和政治上成熟,有鲜明的政治定性;职责和功能上成熟,有稳定的职能定位;制度机制成熟,有完备的工作定规。70年来人民政协制度化建设稳步推进,各项制度体系正在加速形成,新时代人民政协要更好地发挥在国家治理中专门协商机构作用,必须加快协商制度创新和完善,在新的历史起点上推动人民政协制度更加成熟定型。     

China’s Structural Power and the Fate of the BCIM Economic Corridor

ABSTRACT

In 2013, China and India officially established an economic corridor (the Bangladesh–China–India–Myanmar Economic Corridor, BCIM-EC) that would cut across Myanmar and Bangladesh. But while the formal process of cooperation among the four countries is in place, many obstacles to its implementation remain at the international, national and local levels. Is meaningful collaboration possible within the BCIM-EC framework? In terms of two dimensions of structural power as conceptualised by Susan Strange, security and trade, China’s structural power in Myanmar is much stronger than India’s. It is therefore likely that this imbalance will prevent the BCIM-EC project, which currently appears to be overshadowed by China’s Belt and Road Initiative, from having a fruitful outcome.
