利率市场化及中小银行的对策研究

利率市场化是我国金融改革的重要目标之一 ,势在必行。我国的利率市场化改革必须选择渐进式的改革路径。“入世”将加快这一改革进程。在 WTO过渡期内 ,我国将实行管理浮动利率制。对中小银行而言 ,这既是挑战 ,也是机遇。中小银行的对策包括苦练内功 ,加强合作以及争取相应的政策支持。     

转型时期中国共产党利益整合的价值选择

利益整合是执政党的一项重要功能。转型时期,中国社会的利益结构、价值观念、生活方式等日趋分化,利益矛盾凸显,党的执政基础也开始面临前所未有的深刻变化,这些都对执政的中国共产党提出了严峻挑战,因而迫切要求其提高利益整合能力。     

现代化背景下女性犯罪问题及其应难——女性犯罪与女性社会角色转变

现代化进程产生的一个后果之一是女性犯罪逐渐增多。最近30余年来，随着我国现代化进程的启动和逐渐推进，社会结构明显转型，价值观念明显变化，我国女性犯罪率也逐渐上升，女性犯罪问题显露并引起了社会的关注。传统犯罪学向来是以成年男性犯罪为基本标本的，对女性犯罪关注较少，因此，女性犯罪问题及其解决还有待于进一步的研究。当今我国女性犯罪问题的研究有多维角度，社会角色及其转变即是其中一种。     

社会转型期涉黑犯罪分析

社会转型时期 ,涉黑犯罪的形成原因是多方面的 ,包括道德的沦丧、闲散人员的增加、人员的高频流动、社区的弱化、官员腐败等等。鉴于此 ,对其遏制对策也是多层次的。宏观上 ,要加速经济发展 ,加强精神文明建设 ,强化社会控制措施 ;具体来讲应加强社区控制 ,缓减人员流动 ,惩治腐败 ,建立专门反黑机构 ,完善立法 ,加强国内外合作。     

四维环境视角下新加坡中央公积金制度之变迁及其启示研究

理论界尚乏从制度环境与制度变迁的关系角度对新加坡中央公积金制度（CPF）的研究。本文在剖析CPF变迁的四维环境即人口、政治、社会和经济环境的基础上，以制度供款率、参保者状况、最低储蓄补充计划等制度变量或要素为切入口，分析了CPF的变迁及其特点，并探讨了上述研究对我国社会保障制度可持续发展的启示。研究表明，四维环境与CPF的变迁呈互动态势，前者对后者施加了影响，而后者对前者具有稳定作用。中国社会保障制度的可持续发展需充分重视并协调社会保障制度与其所处环境的互动关系。     

Long Term Influences of Age–Education Transition on the Brazilian Labour Market

The objective of this study is to estimate the long term mean earnings of the male Brazilian population, taking into account the ageing process of the population and the increase in educational attainment. Using census data, household sample surveys, as well as population and education projections, estimates indicate that an ageing population and an increase in education will have a 2 percent impact on the annual growth of an average income in Brazil by 2050. The challenge for the future is to improve the proportion of the Brazilian population with completed college degrees.     

俄罗斯气候政策转型的驱动因素及国际影响分析

作为世界第三大温室气体排放国和世界最大能源出口国,俄罗斯在国际气候协议谈判中的地位极其重要。自从梅德韦杰夫总统上任以来,俄罗斯政府一改过去的冷漠态度,在国内和国际两个层面采取了一系列行动,在应对气候变化问题上表现出积极的政治姿态,被国际社会解读为俄罗斯的气候政策出现了惊人的转型。分析俄罗斯气候政策转型的各种驱动因素以及由此带来的国际影响,对研究未来国际气候体制的发展趋势具有重要意义。     

Getting Caught and Getting Hitched: An Assessment of the Relationship Between Police Intervention,Life Chances,and Romantic Unions

Little research has assessed the link between formal police intervention, financial hardship, and the formation and quality of romantic relationships. Using data from the Rochester Youth Development Study, we contribute to this literature by examining effects of police intervention at two time points on marriage stability and romantic relationship quality. We find that police intervention during adolescence is associated with increases in financial hardship during young adulthood, which, in turn, decreases the odds of entering into a stable marriage by age 31 and the extent to which those who have a romantic relationship feel their partner is supportive. Early police intervention also is indirectly associated with a reduction in partner satisfaction and an increase in partner violence via young adult arrest. We conclude that even minimally invasive contact with the criminal justice system during adolescence has long-lasting collateral consequences in the family arena.     

论宽严相济刑事政策几个问题

面对社会转型的现实,我们应该以刑事立法理念和刑事司法理念的调整和重构为出发点,重新审视刑事政策。刑事政策是一个历史的范畴、动态的过程,它以社会总体态势为依托,以社会犯罪态势为晴雨表、风向标。应通过前瞻与检讨,从事理、情理、法理角度论证宽严相济刑事政策是合理地组织对犯罪反应机制的应然选择。
