A Tokyo-based economist and a noted western economic geographer, both specializing in the hydrocarbon resources of Russia, apply the framework of governance studies in an effort to gain a deeper understanding of the recent changes in the country's energy policy-making. The authors argue that, unlike the international relations paradigm prevailing in studies of Russia's energy policy, the country's multiple roles in the international energy arena (as producer, consumer, exporter, importer, and transit state) warrant a more nuanced approach, reflecting Russian energy policy's flexibility over time and diversity across space. This paper endeavors, therefore, to apply a political economy and governance perspective to an understanding of the significant changes in Russia's energy policy-making regarding its dynamic energy relations with the Northeast Asia (NEA; China, Japan, and South Korea). In exploring the complex interactions between Russia's internal energy policy-making and its emerging energy relations in NEA, the authors addresses three key questions, namely: (1) how Russia's Asian energy policy corresponds to its domestic needs, (2) how much coherence in energy governance and cooperation exists between Russia and the Northeast Asian states at the institutional and organizational levels, and (3) the extent to which Russia's expectations for increased energy cooperation with the Northeast Asian states are likely to materialize.  相似文献

A reduction in real wages arising from price liberalisation has been a standard feature of economies undergoing industrial restructuring. In this article, the impact of real wages on industrial performance is examined using a panel dataset of Romanian industries from 1990-96. Using both static and dynamic panel estimation, real wages are found not to be negatively associated with either output or employment. These results are consistent with a view that an institutionalist approach, aimed at improving productivity, may be more likely to achieve the long-term objective of successful industrial restructuring than standard adjustment programmes based on neo-classical theory.  相似文献

Brazil is considered one of the more successful examples of democratic transition and consolidation in the developing world; and one of the fastest developing and emerging countries. This article contends that Brazil is not yet a fully established democracy, because it lacks the proper civilian checks and balances ensuring full authority over the armed forces, police and secret services. There are five main reasons for this: first, the Constitution does not provide a generalised guide for the institution of civilian oversight. Second, a change of cultural perceptions vis-à-vis the security sector entities is needed. Third, piecemeal rather than holistic or comprehensive legal and institutional transformation has occurred, with little civilian oversight of the armed forces. Fourth, the large structures still held by each of the armed forces require re-articulation and fundamental transformation. Finally, there is no fully fledged civil society participation in security sector life through the media and academia. These problems weaken democracy in Brazil. The course of democratisation in Brazil and the role the security sector played in the transition are examined before discussion of some of the more recent legal and political developments in the security sector, as part of the democratic consolidation. The conclusion presents insights from Brazil’s experience and lessons for states facing similar transition challenges.  相似文献

The 14th Malaysian General Elections (Pilihanraya Umum, 14, PRU 14) in 2018 proved to be a watershed election as Barisan Nasional (National Front, BN) lost power for the first time in history. Pakatan Harapan (Alliance of Hope, PH), led by former BN leader and Prime Minister Mahathir Mohamad, captured the majority of parliamentary seats. This article analyses the impact of Mahathir specifically, and credible personalities in general, in unseating dominant one-party regimes. I argue that credible personalities are vital in causing transitions in dominant one-party systems. Explanations on transitions from authoritarian regimes in the literature have typically revolved around incumbent weakness and opposition strength. While dissatisfaction toward the regime is a necessary condition for transition, it is not sufficient. Personalities which can adequately appeal to the masses are important to bridge the credibility gap which the opposition may otherwise have to grapple with. Mahathir’s presence in the opposition was crucial to PH’s victory, as he provided the credibility boost which the opposition needed. This was particularly important for Malay voters. This study is situated within the literature on parties, elections and democratization.  相似文献

This article borrows from the literature on transitional democracies to examine levels of support for democracy and non-democratic alternatives among immigrants travelling from partly and non-democratic countries to Canada. It evaluates how immigrants who grew up under authoritarian rule come to adapt to democracy. The findings indicate that immigrants from partly and non-democratic countries experience tensions in their adaptation to democracy, expressing strong democratic desires but also manifesting what could be interpreted as lasting imprints of their socialization under authoritarian rule. Immigrants from partly and non-democratic countries exhibit strong support for democracy (they almost all believe it is a good form of government, the best one, and understand democracy in broadly similar terms as the rest of the population). Yet, if democracy is the main game in town for the immigrants, it is not the only one; immigrants from partly and non-democratic countries are significantly more likely than people socialized in a democratic political system to support other forms of governments that are non-democratic. The article thus argues for the lasting impact of authoritarianism on people's democratic outlooks despite the presence of strong democratic desires.  相似文献

In the literature on the turn to the left in the wider Latin American region, Central America has generally been neglected. The aim of this article is to seek to fill that gap, while specifically assessing the left turn's impact on prospects for democratization in the sub-region. Using three case studies – El Salvador, Honduras and Nicaragua – the article questions the usefulness of transition theory for analysis and instead offers a framework based on state/civil society interaction within the context of globalization. Four key conclusions are made: First, democratization is not a linear process, but can be subject to simultaneous processes of democratization and de-democratization. Second, continued deep structural inequalities remain central to the region's politics but these often provoke unproductive personalistic and partisan politics which can inhibit or curtail democratization. Third, interference from local and/or international economic actors can curtail or reverse democratization measures, underlining the influence of globalization. Fourth, Central America is particularly revelatory of these tendencies due to its acute exposure to extreme oligarchic power and outside influence. It hence can help shed light on wider questions on the blurring of boundaries between state, civil society and market and its impact on democratization, especially within the context of globalization. In this way the article contributes to the analysis of Central America in the current context of the ‘pink tide’, underlines the importance of continued analysis of Central America for democratization studies, and brings new insight to debates on transition theory.  相似文献

庙会文化是一种复合形态的文化,常常是民间艺术精粹与封建迷信糟粕交织在一起,整体性地影响着广大人民群众。以文化经贸为主题的庙会活动是一种文化交流和商业活动,对促进民族文化与地区经济繁荣是有益的。而以迷信为主题的庙会活动却会对我们事业的发展产生很大危害。现实中的庙会形式及其内容并非完全适应改革开放和现代化建设的需要。既要保留传统庙会的精华并注入新的有益成分,又要去除夹杂在其中的迷信内容,使庙会发展与社会主义现代化建设相协调,就需要我们实现庙会从实然状态到应然状态的转变,实现传统庙会的现代转型。  相似文献

Every year close to 25,000 youth age out of our foster care system; without the anchor of a family, former foster youth disproportionately join the ranks of the homeless, incarcerated, and unemployed. While the average age of financial independence in America is twenty‐six years of age, we presume that foster youth can somehow attain financial and emotional independence by age eighteen. Instead, these adolescents are woefully unprepared for independent adult life, and when they falter, too often no one is there to provide support or guidance. As a result, former foster youth are ten times more likely to be arrested than youth of the same age, race, and sex and one in four youth who age out of foster care will end up in jail within the first two years after leaving care. This article will discuss strategies for changing these disheartening outcomes for transitioning foster youth, including breaking down our silos and collectively taking charge of the lives of children in our care; keeping a watchful eye on data and outcomes and using that information to guide our actions; ensuring that the voices of youth are an ever‐present part of decisions and processes that will chart their future; and educating ourselves about best practices and new approaches. This article also discusses new opportunities that now exist to support foster youth as they move into adulthood, including new federal legislation that—for the first time—will allow states to support foster youth beyond age eighteen. Finally, this article provides a backdrop for this Special Issue and summarizes the insightful articles and innovative thinking contained herein.  相似文献
