ABSTRACT

The need for new and stronger middle power diplomacy is growing as global challenges are increasingly governed by various horizontal inter- and trans-national networks. Climate change is one of the most complex and urgent global challenges that require collective action, and it is an issue for which more middle power leadership is greatly needed. The Republic of Korea (ROK) has been successful in becoming a primary actor in green growth governance, and its success has been attributed to its strategic middlepowermanship, integrating both material and ideational contents. Reducing emissions from deforestation and forest degradation (REDD+) in tropical developing countries has been lauded as an immediate and effective solution to mitigate climate change. ROK's unique history of forest transition before rapid economic growth highlights the fact that improving forest management is possible even with imperfect governance, rapid population growth, and low economic development. The lessons learned from ROK's forest transition can be developed as a distinct contribution to the international effort to address forest-related impacts on climate change, and offer an important opportunity for ROK to play a constructive role and achieve enhanced stature within the international community.  相似文献

In a quasi-experiment, we examine whether changing schools during the transition from 8th to 9th grade influences adolescent delinquency, using a sample of more than 14,000 students in 26 public school districts (PROSPER study). The dataset follows students for eight waves from 6th through 12th grade and facilitates a unique, direct comparison of students who change schools with those who remain in the same school during this period. Results show that students who transition between schools report significantly less delinquency after the shift than those who do not, and that this difference persists through 10th grade. This decline is most pronounced when adolescents from multiple middle schools move to a single high school (i.e., multifeeder transitions). Students who transition between schools have fewer delinquent friends and participate in less unstructured socializing following the change in school environment, which partially mediates their reduced delinquency. Results provide some support for theories of differential association and routine activities. Our findings highlight the role of a crucial, yet understudied, life transition in shaping adolescent delinquency. The results from this quasi-experiment underscore the potential of alterations in social context to significantly dampen juvenile delinquency throughout high school.  相似文献

Working long hours has become a routinised part of life in East Asia. The different patterns of overtime across this region are understudied, however. This study represents a first systematic attempt to analyse overtime and its determinants in Japan, South Korea, Taiwan and China by testing hypotheses that specify the distinctive influences of employment status and job contracts on work hours. Class exploitation, post-industrialism and flexibility theories are mobilised to identify distinctive but supplementary factors in long working hours. Using data from a recent four-country survey, a Tobit regression analysis of full-time workers’ hours reveals that employers and self-employed people work longer hours than hired workers across this region. Despite this convergence, there is a contrast across occupations. In Japan, overtime is positively associated with occupational prestige, while a reverse pattern operates in China, where low-skilled workers work more overtime. Contract workers in the private sector in South Korea and China also have longer overtime when compared to public sector employees. In sum, this study highlights more divergence than convergence of working conditions within East Asia.  相似文献

Focusing on radical labour historian Ian Turner’s The Australian Dream (1968), this article reflects on the evolution of Australia’s settler colonial imagination. During a few crucial decades in the nineteenth century, colonial traditions were overcome by settler colonial ones. The former espoused a system where British rulers would paternally manage a colonial environment and all its populations (pastoralists, free settlers, convicts, emancipated convicts, and Indigenous peoples); the latter advocated the establishment of self-reliant agricultural communities of free settlers. In Replenishing the Earth (2009), James Belich distinguished between settler “transition” and settler “revolution”, and emphasised the imaginative elements that underpin and precede the shift to settler self-government. As the global settler transition took hold, locales usually associated with the perception and expectation of degenerative processes were reconfigured as propitious sites for experimenting in sociopolitical regeneration. Following and expanding on Belich’s framework, this article links Australia’s settler transition with its historiography.  相似文献

In this paper, we examine marital fertility patterns during the demographic transition in Korea. The demographic transition was a fundamental transformation in human societies, and has been a key topic in demographic research. However, our understanding of the demographic transition in Korea is limited, largely due to a lack of adequate data. By using individual longitudinal data drawn from the population registers in a rural Korean village between 1920 and 1977, we attempt to contribute to this literature. We first discuss conceptual and data issues, and the historical context. We then test a key exposition of demographic transition theory: an improvement in child survival was a prerequisite for fertility decline. We find that: (1) an improvement in child survival was crucial for marital fertility changes across birth cohorts; (2) the relationship between child survival and marital fertility remained stable; (3) parity-specific fertility control emerged early and birth spacing became important later as ways of limiting marital fertility; and (4) the sex of the deceased offspring became important for marital fertility. The implications of these findings for the Korean demographic transition and future study topics are discussed.  相似文献

Poland's major post-Communist party, the SLD, was an electorally successful legacy party during the 1990's. An analysis of Polish National Election Studies data and data from a separate study of new firm creation in Poland indicates their success was built on two important and related factors. One is the growth of new firms, which stimulated the growth of a centrist constituency who voted for parties supporting economic reforms. Second, the SLD adapted to this constituency by themselves becoming more economically liberal, as documented by Grzyma?a-Busse (2002). A conditional logit model of voter choice in the 1997 and 2001 elections relates votes to the distance between voters' preferences on economic policies and the positions of the competing parties. From this analysis we estimate that if the SLD had remained an ideological non-reformist party as did the KS?M in the Czech Republic and the CPRF in Russia it would have been a far weaker party as measured by vote and seat shares. Without the new firm creation, an ideological SLD cum KS?M could have been electorally successful as was the CPRF. The paper concludes by contrasting the the Polish, Czech and Russian post-Communist parties and extending the implications of the results to other developing and industrial economies faced with the need for structural change.  相似文献

Global crises have heightened policy uncertainties and efforts to address global climate change. Limited evidence exists in the literature on geopolitical risk's direct and indirect roles in addressing global emissions. In this study, we examine whether geopolitical risk could impede or facilitate efforts to attain a net-zero emissions target through energy transition using panel data for 42 countries from 1990 to 2020. Various econometric techniques were applied in this study to present robust findings and reliable conclusions. Estimates from the Driscoll-Kraay, Lewbel two-stage least squares and method of moment regression techniques consistently showed that countries' geopolitical risk directly increases emissions (total greenhouse gas, carbon, methane, and nitrous oxide). At the same time, energy transition, measured with renewable energy consumption, mitigates these emissions. In addition, evidence from the partial linear functional-coefficient model technique indicates that renewable energy consumption consistently mitigates emissions when geopolitical is minimal (at a minimum and mean level). However, the role of renewable energy consumption in reducing emissions becomes weaker when geopolitical risk is heightened—thus, when geopolitical risk reaches its maximum level. We recommend that efforts to sustain renewable energy transition and maintain geopolitical stability are vital for achieving net-zero emissions and climate change mitigation.  相似文献

To participate in the global economy authoritarian states are pressed to offer international business a legal order that protects the interests of investors, customers, and sellers, but the creation of a modern legal order threatens to undermine the leaders’ control of public life. An increasingly common way to resolve this dilemma, I argue, is developing formal legal institutions that appear to meet world standards, while using informal practices to maintain control over the administration of justice when needed. In this paper I show how the governments of post-Soviet Russia (with its hybrid or competitive authoritarian regime) and the fully authoritarian People’s Republic of China as well, have used this approach in their relations with judges and defense lawyers in their respective countries. The analysis underscores the utility of investigating informal practices along with the reform of formal legal institutions, especially in the context of transition.  相似文献
