黄遵宪警政改革思想的历史学分析

黄遵宪是中国近代著名的外交家、改革家、教育家，也是近代提出警政构想的著名人士。他立足晚清的治安现状，汲取早期改良派的警政思想，结合自己十多年海外生活的阅历，在认真研究、比较日本与西方警政制度的基础上，于维新运动期间比较系统地勾画出其警政建设的理论框架，并通过成立湖南保卫局来践行自己的警政构想，为清末民初警政制度的近代化起了推动性作用。     

Childhood poverty and evidence-based policy engagement in Ethiopia

This article explores efforts to bridge multi-disciplinary research and policy engagement to tackle child poverty in the contexts of developing countries, based on the experiences of Young Lives, an international longitudinal policy-research project. It focuses on a case study involving the application of research evidence on child poverty to shape policy debates concerning Ethiopia's second-generation Poverty Reduction Strategy Paper (2006–2010). The discussion is situated within theoretical literature on the interface between knowledge, policy, and practice, which supports the conceptualisation of policy making as a non-linear dynamic process. It pays particular attention to the importance of understanding the political and policy contexts of Southern countries, rather than assuming that they should simply import Northern-derived models of advocacy. It concludes by identifying general lessons for translating research into social-policy change.     

在世博安保工作中深化“问计于民、求策于民”将惠民思想贯穿于公安工作始终

在社会治安压力增大、社会矛盾凸显、社会维稳形势错综复杂、公安工作任务艰巨繁重的形势下,基层公安机关必须迅速转变工作理念和方法,学会"有困难找群众",学会"问计于民、求策于民"。面对当前存在的"群众难发动"、"时间难保证"、"合作难开展"的"三难"现象,要对"问计于民、求策于民"的渠道和方法加强调研,采取在宣传发动群众上走"专业化"之路、在落实具体工作上走"专项化"之路、在寻求社会合作上走"机制化"之路的警民合作方法,有力推动警民沟通,加强警社合作,大力夯实公安基层基础工作,促进公安工作的长远可持续发展。     

美国广播管制中的公共利益标准

在美国广播管制史上 ,公共利益标准是左右广播业准入管制和公共政策形成过程的核心概念。事实上 ,公共利益标准是实行管制的授权标准 ,蕴涵着对政策决定过程中相互竞争的诸价值和利益的衡量 ,有相当的弹性和延展性 ;在司法和管制实践中 ,则要结合具体情境 ,将形式上的公共利益标准转化为具有实质内容的方案 ,实现对裁量权的导控。在我国许可制度改革、放松管制以及公用事业民营化实践的背景下 ,如何发展出可操作的许可标准和精巧的利益衡量技术 ,保障“公共利益”不因民营化进程而侵蚀和消解 ,是需要认真对待的课题

The Constitutional State in the Political Philosophy of Johannes Althusius

The central questions of this article are: a) Based on what arguments defended Johannes Althusius the distinction between the private and public life sphere? b) What kind of relationships exist between the state on the one hand, and private and other public associations on the other hand? c) Based on what arguments may the government restrict actions of citizens and private associations? Answering these questions leads to the conclusion that Althusius should be mentioned as one of the founding fathers of the liberal constitutional state.

浅析铁路公安机关在新世纪云南禁毒斗争中的作用

铁路作为运输大动脉 ,在保障云南经济建设 ,促进云南经济发展与对外交流的同时 ,也被国际贩毒集团视为扩大活动区域的“黄金通道” ,因而千方百计利用铁路进行毒品贩运活动 ,尤其是在新世纪 ,随着南昆铁路和泛亚铁路云南段的建成 ,云南将成为第三座欧亚大陆桥中心区域的重要组成部分 ,铁路也必将因此而成为境外毒品 ,境内易制毒化学品非法贩运的主要通道之一 ,所以 ,铁路公安机关必须充分发挥在新世纪禁毒斗争中的重要作用     

政府应对公共危机的“危机”——以北京“病猪肉”谣言短信事件为例

谣言短信危机是信息社会中一种新型的公共危机。其显著特点是新传媒参与公共事件，这对于新时期政府能力和公信力提出了挑战。“病猪肉”谣言短信事件作为典型案例。暴露出政府危机管理中信息获取能力和危机公关意识薄弱、公共信息发布机制缺失以及政府公信力走低。因此，建立“公众本位”的信息收集发布机制、信息发布的法律规范体系和现代服务型政府的危机应对模式是政府应对此类危机的重要议题。
