重视信息化大力推进信息化与工业化融合

胡锦涛同志在党的十七大报告中指出：“要全面认识工业化、信息化、城镇化、市场化、国际化深入发展的新形势新任务”,“大力推进信息化与工业化融合”。这是中国实现又好又快发展的重大战略任务。这就要求我们在新时期新阶段,认真总结十六大以来“以信息化带动工业化,以工业化促进信息化”的成功经验,同时认真解决一些存在的问题,更加重视信息化,大力推进信息化与工业化融合,加快我国国民经济和社会信息化的发展。     

广西实施民族区域自治法的思考

新时期,广西实施《中华人民共和国民族区域自治法》必须突破传统的争取民族自治权、建立自治区经济体系的狭隘观念．转移到健康、有序、高效地实施北部湾经济区发展规划,努力建立健全旨在全面加快自治区城镇化、工业化、国际化、现代化发展的法律制度和管理机制的战略高度上来．使广西真正成为推动中国-东盟一体化发展的国际舞台。     

欧盟家庭友好政策的性别视角分析——以父母假指令为例

随着一体化从经济领域"外溢"到社会领域,为了实现"社会欧洲"的建设目标,欧盟在重重压力之下构建了家庭友好政策体系.其出发点是提供劳动力保护,帮助父母协调家庭与工作的矛盾.但是由于其潜在目标是促进劳动力市场的公平竞争而非实现性别平等,因此欧盟家庭友好政策仍然存在着种种缺陷.本文以父母假指令为例,从政策文本、实施水平、欧洲法院的判例三方面对欧盟家庭友好政策进行性别视角分析,认为以上三方面存在的不利因素不仅严重制约了父母假指令效力的发挥,而且还对欧洲社会一体化进程造成较大的负面影响.     

A research topic in education law and policy: The development of regionalism and federalism in Europe and their impact on educational policy and administration

There has been an “upgrading” of the regional level in the European policy process which also has implications for educational policy and administration. At the same time federalism has become a model not only for nation states but also for the construction of Europe. While regionalism and federalism has attracted more and more scholarly attention there has been a neglect of the implications for the educational field. The article starts by looking for models of regionalisation and federalisation as a legal and political technique of conciliating between the different levels in education. Displacing your Principal. Two Historical Case Studies of Some Interest for the Constitutional Future of Europe

The framework of public decisions, and particularly the provision of law, is seen here as an agency contract. What distinguishes this contract is the nature of the right delegated to the agent: The capacity to make law gives the opportunity to take advantage of the incompleteness of the constitutional contract. The agency relationship may be loosened or even reversed. This article tries to draw some lessons from the English and American history in that matter and applies them to the making of the future European State.

Economic globalization and voter turnout in established democracies

This paper asks whether international economic integration negatively affects electoral turnout. The theoretical model builds on the premise that economic integration constrains the ability of national governments to shape outcomes. Citizens are conscious of such constraints and take them into account when considering the costs and benefits of casting a vote in national elections. The result is a lower inclination to vote under conditions of high economic integration. Consequently, aggregate turnout is lower the more internationally integrated a national economy is. Analysis of aggregate data for parliamentary elections in 23 OECD democracies over the period 1965–2006 robustly supports this hypothesis. The empirical estimates suggest economic globalization as a central cause of the general decline in turnout within established democracies.     

从整合的角度看高校人事档案目标管理工作

自20世纪90年代档案部门将目标管理这一科学管理的方法引入了档案管理中,人事档案在管理中也纳入了目标管理的内容。人事档案工作引入目标管理的管理方法后,大大提高了其管理的效率和成果。本文主要分析了人事档案目标管理中存在的定位问题及动态调整问题;人力资源整合不足、凝聚力弱、激励作用不够等问题;协作沟通问题,提出从整合的角度来发挥人事档案目标管理的导向效应,把握目标管理的凝聚效应与注重目标管理的协作效应等方面来解决问题。     

Doing more among institutional boundaries: Platform-enabled government in China

The concept of Government as a Platform (GaaP) has recently encountered setbacks in practice worldwide. While existing literature on inter-governmental collaboration has emphasized organizational restructuring and data sharing, this study argues that a pragmatic way to improve administrative efficiency in the absence of formal institutional change is to adopt an alternative model to GaaP: platform-enabled government. Enabled by innovations of the middle-tier platform, this new model of platform governance integrates the functions of distributed systems of multiple departments into a sequential workflow without the requirement of institutional reform or sharing proprietary data. To demonstrate how this model facilitates information flow across institutional boundaries and improves collaborative governance, we analyze horizontal, vertical, and public-private collaboration using a diverse case study design. We examine administrative review, law enforcement, and contact tracing during the pandemic in the context of China. Our findings suggest accommodating institutional boundaries is a practical and effective approach to advance the digital government agenda in decentralized contexts.
