近年来,新加坡在中国的直接投资迅速发展.目前,新加坡已成为中国吸引外资的第六大来源地.随着中国区域经济的发展,新加坡企业积极调整投资与经营战略,新加坡对华投资呈现出新的格局.     

区域合作、利益协调与机制设计——基于泛珠三角与东盟跨边界次区域经济合作的研究

在区域经济利益协调机制的建设进程中,政府是推动区域合作的组织机制,具有内生动力功能的是市场机制.在泛珠三角和东盟区域经济合作处于初始阶段的约束条件下,评价和激励机制对象应该主要针对区域合作中的地方政府,如果缺乏政府间的协调机制,市场经济的利益最大化和资源配置规律决定双方区域经济合作的发展结局可能是差异性发展和掠夺性竞争.促进泛珠三角与东盟的区域经济合作,必须注意避免无序竞争,扩大区域市场范围,确立利益协调机制与政府规制的边界,从而降低区域交易成本.与此同时,尤其需要制定与实施带有路径依赖性质的制度安排:规则约束机制、信息合作机制、绩效激励机制、利益补偿机制.     

Economic effects estimation for the Eurasian Economic Union: Application of regional linear regression

This paper aims to provide a coherent analysis of the economic impact accession to the Eurasian Economic Union has had on the economies of current member states and what affect membership would have on the economy of Azerbaijan. By applying a Linear Regression Model we find that membership to this regional bloc has yielded minimal financial benefits for the existing members. However, for most states, accession has increased the trade deficit with Russia and that a membership would likely produce a similar negative outcome for Azerbaijan in addition to undermining national economic and energy policy making.     

Integration or Black Power?

Integration politics experienced a postcolonial crisis in the late 1960s. This was a crisis driven by the simultaneous and inter‐related eruption of Powellism and Black Power. This article uses the crisis of integration politics to show the Powellite conjuncture from its other side, as it played out in the reconstitution of black British politics. It shows how black activists responded to the rise of Powellism by demanding that the politics of integration be either abandoned or reframed, to more fully shake out the colonial inheritances that lurked within it. The integration proposed by the postwar project of race relations was problematic from its inception; Black Power used Powell's intervention to expose these problems and demand change.     

Positions and saliency of immigration in party manifestos: A novel dataset using crowd coding

Immigration is one of the most widely debated issues today. It has, therefore, also become an important issue in party competition, and radical right parties are trying to exploit the issue. This opens up many pressing questions for researchers. To answer these questions, data on the self‐ascribed and unified party positions on immigration and immigrant integration issues is needed. So far, researchers have relied on expert survey data, media analysis data and ‘proxy’ categories from the Manifesto Project Dataset. However, the former two only give the mediated party position, and the latter relies on proxies that do not specifically measure immigration. The new dataset presented in this article provides researchers with party positions and saliency estimates on two issue dimensions – immigration and immigrant integration – in 14 countries and 43 elections. Deriving the data from manifestos enables the provision of parties’ unified and unfiltered immigration positions for countries and time points not covered in expert surveys and media studies, making it possible to link immigration and immigrant integration positions and saliency scores to other issue areas covered in the Manifesto Project Dataset. Well‐established criteria are used to distinguish between statements on (1) immigration control and (2) immigrant integration. This allows for a more fine‐grained analysis along these two dimensions. Furthermore, the dataset has been generated using the new method of crowd coding, which allows a relatively fast manual coding of political texts. Some of the advantages of crowd coding are that it is easily replicated and expanded, and, as such, presents the research community with the opportunity to amend and expand upon this coding scheme.     

Regional lobbying and Structural funds: Do regional representation offices in Brussels deliver?

In recent years regional representation offices have proliferated in Brussels. Among the many aims of these offices are influencing the allocation and securing the transfer of European Structural and Cohesion funds. However, our knowledge about whether they have succeeded in this goal is limited. In this paper, we assess whether regional offices in Brussels have managed to affect the commitment and payment of Structural and Cohesion funds beyond the officially stated economic criteria of eligibility. The paper uses a custom-made survey of Brussels offices, complemented by economic, institutional, and political data. The results of the analyses for 123 regions over the period 2009–13 highlight that the capacity – proxied by the budget and staff of the office – of the regional offices to influence the commitment and payment of Structural and Cohesion funds has been negligible, when not outright negative. Regional lobbying in Brussels does not lead to more funds or to an easier disbursement of regional development funds.     

Bureaucratic Authority and Mimesis: The Eurasian Economic Union’s Multiple Integration Logics

Regional economic integration in the post-Soviet space stands in a complex relation with the European Union’s integration process. Multiple competing internal logics of integration, as well as the EU model are drivers of Eurasian regionalism. The Eurasian Economic Union illustrates how bureaucracies mobilise their technocratic authority in a process of mimesis that reconciles multiple internal and external integration logics: selective learning from the EU and successful incorporation of internal integration logics produce an organisational design and output that member states support to varying extents.     

Normative and Civilisational Regionalisms: The EU,Russia and their Common Neighbourhoods

The contours of regionalism in a wider Europe are shaped by two dominant actors, the European Union (EU) and Russia, which often have divergent visions of the regional landscapes in a vast area constituting their common neighbourhood. The EU can be characterised as the promoter of normative regionalism, while Russia generates different forms of civilisational regionalism. Russia’s emphasis on the civilisational underpinnings of its regional integration model paves the way for two different strategies: one based on liberal imitation and replication of EU experiences in order to strengthen Russia’s position in the global neoliberal economy, and another grounded in illiberal contestation of the normative premises of the EU with the purpose of devising an ideologised alternative to the liberal West.     

When school meets the Other: intercultural policies in the Basque inclusive school

ABSTRACT

Gatti, Irazuzta and Martinez address the intercultural public policies implemented in the education system of the Autonomous Region of the Basque Country (Spain). Focusing on the education system allows them to reconstruct the historicity of identity-alterity production in a region in which language has been central for the establishment of ethnic frontiers. More specifically, they examine the implementation of these policies in three pre-school and primary educational institutions in a multicultural neighbourhood of the city of Bilbao. They look at Euskara—the Basque language—as a key element of the us-them distinction. The various education models regarding language and the teaching in/of Euskara or Spanish pave the way for the specialization and spatialization of the schools analysed. ‘Integration’ policies are implemented in ethnically marked schools only, based on a rhetoric of interculturality that assumes that any ‘racial or ethnic discrimination’ can be overcome through knowledge of the Other. Moreover, the assessment of public policies through ‘interculturality figures and best practice’ developed to address the so-called ‘immigration issue’ promotes a protectionist intervention on behalf of the assumed social vulnerabilities of immigrant schoolchildren and their families, which are read as ‘problematic characteristics’. The article argues that, as a result of the approach based on the social conditions of immigrant children and their families in the Basque Country, the race issue evaporates.
