我国区域产业转移的模式比较与战略选择

区域产业转移作为国际产业转移在一国国内的延伸,已经成为区域经济活动中的一种常态现象。我国在长期的区域产业转移实践中,形成了多种区域产业转移模式,通过对这些模式的共同点和不同点的比较,立足促进我国区域经济协调发展的进程,区域产业转移模式设计必须适应"区域地位平等、产业要素互补、政府市场分工明确、产业园区健全、产业发展可持续"的理念原则,同时要选择实施创新、后发优势、选优、结构优化、共赢等战略,充分发挥区域产业转移在推动我国区域经济协调发展中的积极效应。     

从国家治理的角度看我国民族关系走向

民族关系走向是影响国家现代化进程的重要因素之一,在全球化加速、市场经济成为人们共识的社会转型时期更是如此。为确保社会平稳转型和国家长治久安,必须按照党的十八届三中全会提出的完善国家治理体系、提高治理能力的要求,与时俱进地调整好转型时期的民族关系;通过制度创新和治理能力的提高逐步推进我国民族关系的交往交流交融,在逐步淡化公民族群意识的基础上形成国族意识,不断推进中华民族一体化。     

中国共产党推进中华民族凝聚力发展的构想与实践——以早期民族政策与民族法制建设为中心

中国共产党从成立之日起,就高度重视中华民族凝聚力问题,并把推进中华民族凝聚力的发展,提高到中国革命能否取得胜利的战略高度来加以认识。在新民主主义革命时期,中国共产党对解决中国民族问题的政治形式一直进行着与时俱进的变革,通过实行少数民族区域自治实现了中国境内各民族联合起来,并最终以少数民族区域自治作为解决中国民族问题的根本政策、国家制度和政治形式。     

Religiosity,Integration and Sport: Muslim Women Playing Australian Rules Football

ABSTRACT

This article explores the phenomenon of practising Muslim women playing Australian Rules football (Aussie Rules). While Western liberal-democratic governments have considered Islamic religiosity to be contrary to Western liberal-democratic values and therefore detrimental to integration, scholars and governments alike have regarded sport as a major tool for enhancing social cohesion and increasing social capital for ethnic minorities and marginalised groups. In-depth interviews with thirteen members of the Auburn Giants women’s football team demonstrate the limits of conceptualising sport participation in binarised terms of “integration” or “exclusion”, with findings providing nuanced insights into how Muslim women perceive the relationship between religion and playing competitive sport. The women interviewed saw no compromise between their religious adherence and their sporting commitments and ambitions to play competitive Aussie Rules. While religion was found to guide participants’ morals and behaviour, it did not feature as a significant factor in their decision-making to play Aussie Rules. Through discussions about playing the game, sports uniforms and family perceptions, participant responses show that Islamic religiosity comes in different shapes and forms. This research advances the interdisciplinary study of sport, religion and culture by deepening understandings of the relationship between gender, Islamic religiosity and sport participation.     

European Regional Policy and Backward Regions: Implications Towards EU Enlargement

In this paper we show that the success of the EU Regional Policy, in terms of boosting growth in objective 1 regions, will mean a big opportunity for Central and Eastern European Countries (CEECs) and hence the increases in competition arising from an enlarged European market combined with a suitable regional development policy should in the future boost the growth of those countries. In the last part of the paper we made a simulation for the funding envelope from 2007, based on the 2000–2006 budget. We show that the figures of the Agenda 2000 provide enough financial support for 90% of the total CEEC population and for 75% of current objective 1 population.

大脑两半球之间的信息整合机制是当前认知神经科学研究的重要课题之一.过去10多年来,采用认知行为实验技术对此进行的大量研究发现:两半球之间交换信息时的表征有其独特方式;两半球间的相互作用会调节脑的加工能力.大脑两半球之间的信息整合加工既具有明显的"生态适应性",又能根据低能耗高产出的经济性原则进行自动调节.

Protracted Refugee Situations: Parallel Health Systems and Planning for the Integration of Services

The international community typically responds to refugee situationsby establishing ‘care and maintenance’ programmesspecifically for refugees. Limited resources may also be directedto hosting communities, but donors often channel the bulk offunding through UNHCR and its implementing partner NGOs, whoin turn create service delivery structures that are operatedin parallel to local structures. Although there may be causefor this approach in a short-term emergency phase, particularlyif the host country systems are very weak, this eventually becomesfinancially problematic if refugees continue to live in exilefor years at a time. In the short term, it can also engenderan inequitable and inefficient use of scarce resources. Thispaper traces the evolution and impact of implementing refugeehealth services in parallel to local systems using observationsfrom Uganda, and offers Quality Design as a model for planningthe local integration of services.     

An Ethics-based Climate Agreement for the South Pacific Region

The aim of this article is to describe a comprehensive regional climate agreement for the South Pacific region. This agreement would integrate the usual view of climate negotiations among the developed countries as the sharing of mitigation costs, with that of the Pacific Islands, which focuses on the disproportion between responsibility for, and the efforts of, adaptation to burdens imposed by climate impacts. The agreement, moreover, is grounded on sound principles of justice and criteria of equity which give greater legitimacy to it and can persuade parties with conflicting interests to cooperate more closely on collective actions. On the mitigation side, discussion of the initial allocation of endowments focuses on the criterion of differentiated equality, taking account of undeserved inequalities as suggested by Rawls’ theory of justice as fairness. Endowments are initially distributed according to a formula whose reference is equal per capita distribution corrected for the most striking unjustifiable inequalities. Possibly a sound benchmark for the just financing of adaptation activities is the criterion of differentiated historical responsibility, again backed by Rawls’s theory, while the allocation of adaptation resources can be based on the criterion of lack of functionings, as substantiated in Sen’s capability approach. In practical terms, it is possible to envision the creation of an adaptation fund where each single contribution is proportional to cumulative emissions net of undeserved inequalities, and which allows participation by poorer vulnerable countries proportionally to their levels of human development.
