From Rhetoric to Blueprint: The Moran Review as a Concerted,Comprehensive and Emergent Strategy for Public Service Reform

On 3 September 2009, Prime Minister Rudd announced a six‐month Review of Australian Government Administration. He appointed an Advisory Group chaired by Terry Moran, Secretary of the Department of Prime Minister and Cabinet, to prepare a discussion paper, oversee a benchmarking study and consultations, and craft a blueprint to reform the Australian Public Service (APS) in order to deal with future governance challenges. The vision is to develop a forward‐looking, innovative, collaborative, citizen‐focused, agile, informed and highly‐skilled APS to advise and deliver policy and services for government. Ahead of the Game, a comprehensive Blueprint for action, was released on 29 March 2010. This article provides a high‐level review of motivations and process for the Moran Review, an overview of the Blueprint, an assessment of the strategy and process, and suggestions for moving forward on selected issues.

公共管理视角下的中国危机管理研究——现状、趋势和未来方向

中国近年来社会科学视角的危机管理研究已进入瓶颈期。本文旨在梳理这十年来公共管理视角下的危机管理相关研究,以期为危机管理研究进一步深入发展提供参考。评述文献主要来源于公共管理、政治学、管理学和综合社会科学领域的重要学术期刊以及依据专业知识所选取的近些年来具有代表性的研究专著和报告。在对文献进行分类、编码和统计分析之后,分析结果表明:危机事前分析的文章占据主导地位,而对危机应对过程和危机后分析相对不足;应然研究类文章占据很大比重,但对于危机理论的建构和实证检验的研究比较缺乏;对于危机的综合分析多于单灾种分析。近些年中,虽然上述研究方式依然居于主导地位,但是研究者开始关注危机后的分析,注意理论的建构和检验,特别值得注意的是对于社会安全事件的分析呈上升趋势。最后,本文结合危机管理研究的现状和趋势总结出未来值得研究的若干领域。     

The fascist who would be king: Count Geoffrey Potocki de Montalk

ABSTRACT

Macklin and Fowlie explore the political life of Count Potocki de Montalk, a poet, pagan and pretender to the Polish throne. Count Potocki is perhaps most famous as a minor cause célèbre among London’s literary intelligentsia after his imprisonment for obscene libel in 1932. Historians, when they consider him at all, often discount him, viewing him as little more than a colourful eccentric, a view reinforced by Stephanie de Montalk’s fascinating biography of the man, which appeared in 2001. Eccentric he most certainly was. However, as this article demonstrates, Potocki also played a key role as an enabler of fascist and extreme right-wing activism through the services he provided myriad groups as a printer of their literature, a career that spanned the interwar and post-war periods. The article examines how his preposterous pursuit of the Polish Crown, coupled with the innate elitism this engendered, led him to reject egalitarianism and democracy and embrace fascism. While the Spanish Civil War saw an outpouring of literature from his literary contemporaries in support of the Spanish Republic, Potocki responded by establishing The Right Review as a mouthpiece for his own personal mélange of monarchism and fascism. Utilizing newly released security service files combined with archival research in the newly deposited Searchlight archive at Northampton University, this article pays closer attention to the political side of Potocki’s activities than has hitherto been the case, particularly his wartime publishing activities. This includes his anti-Soviet pamphlet on the Katyn massacre, which caused great vexation in government circles for fear of the harm Potocki’s (correct) accusations might do to relations with Britain’s crucial wartime ally. The authors conclude with a detailed examination of the role Potocki played in post-war National Socialist networks, for both personal and political ends, not least of which was his continued efforts to further his claim to the Polish throne, which he never ceased to believe was his by divine right.

回顾我国青少年犯罪研究30年的历程可以发现,青少年犯罪研究不仅仅推动了青少年犯罪学与犯罪学的产生,还在推动国家和社会公众重视解决青少年犯罪问题、促成矫正主义青少年犯罪观的形成、促进青少年犯罪刑事政策的形成与完善,以及推动未成年人专门立法的诞生、少年司法制度的建立等方面均发挥了重要的作用.与此同时,30年来的青少年犯罪研究也存在着学科独立性的缺失、研究对象界定的悖论、实证研究方法的缺失、青少年犯罪研究专业槽的缺失、青少年犯罪研究各学科之间的隔阂与分裂等严重不足.     

The determination of cocaine in hair: a review

The explosion of literature related to the analysis of hair for cocaine and its products is reviewed. In the commonly accepted applications of hair testing for cocaine, those related to criminal or civil investigations and pharmacotoxicologic studies occupy most of the relevant published work. This review uses detailed, ‘binary’ (yes/no) tables to demonstrate trends in the literature, and allows researchers and caseworkers quick access to the literature most important for answering a variety of questions.

对行政诉讼撤诉申请予以司法审查是达致行政诉讼宗旨、塑造行政审判权威、保障诉讼程序公开公平、力避非正常撤诉现象的必然要求;一元化僵硬的撤诉申请审查规则,不具有司法实务可操作性,虚置了撤诉申请审查规则,代之以多元化灵活的审查规则是必要的;多元撤诉申请审查规则之建构应考量诸种因素,对实务中存在的种种申请撤诉情形认真分析、归纳总结,予以妥当设计。
