How does the structure of government‐funded service networks affect the process of service innovation? We have conducted a comparative analysis of the structure and processes of collaborative innovation of 2 government‐funded community‐based elderly service networks in Shanghai. We have found that in consistent with the literature, a network that has a network administrative organization structure is better able to manage the process of service innovation in a way that balances the need to achieve government policy goals on the one hand and the imperative to facilitate bottom‐up citizen participation on the other. Surprisingly, contrary to what prior studies have suggested, we have found that a network in which a lead organization plays a dominant role, despite its more centralized process of service innovation, is often able to deliver a variety of high‐quality and low‐cost services addressing citizens' needs. With the leadership provided by the network lead organization and its close affiliation with the street‐office government, the network has been able to solicit government support. Such a hierarchical yet responsive state‐society relation has emerged as a result of the coalescence of a corporatist state legacy and an increasing pressure for local governments to seek citizens' support in service delivery. 相似文献

What role have the processes and institutions of international development played in creating and propagating ideas around the world? This paper demonstrates that networks of development-focused civil society institutions can form global epistemic bridges even where communication technology, global markets, infrastructure, or state services do not reach. Given the penetration of these ‘civil society knowledge networks’ throughout the world, it is crucial to understand how these networks form, and how they create and spread ideas, mediating between global discourses and local needs. This paper builds on a multi-sited case study of one such civil society knowledge network, which includes an international foundation, its partner non-governmental organisations (NGOs) in Kenya, and one village where these NGOs run a forest conservation project. The case study provides a closely textured analysis of the mechanisms of knowledge production and consumption in the network, including personality politics, language, technology, political connections and the power dynamics of knowledge flows. It demonstrates the ways remoteness and disconnection are overcome through the epistemic reach of institutional networks involved in development interventions. 相似文献

Improvements in the welfare of farmed animals in the EU have been achieved by legislation, increased welfare capacity in the food chain, greater public awareness, welfare measurement tools and dissemination of best practice. However, pressure for improvement grows. The EC recognizes that delivering improved welfare would best be achieved by increasing welfare capacity, including establishing a Network of Welfare Reference Centres to provide support for welfare research, knowledge transfer and policy design. Designing a structure for this Network presents a challenge, as it would have multiple functions, interact with diverse stakeholders and operate in a complex environment. Here, we describe the use of a novel strategic planning approach to design an optimal structure for this Network. Our evaluation found that no existing structure was ideal, but that by taking functional units from several existing models, an optimal model could be identified. 相似文献

Fetal deaths are important cases for forensic medicine, as well as for criminal and civil law. From a legal perspective, the determination of whether a deceased infant was stillborn is a difficult process. Such a determination is generally made during autopsy; however, no standardized procedures for this determination exist. Therefore, new facilitative approaches are needed. In this study, three new support systems based on 10 autopsy parameters were tested for their ability to correctly determine whether deceased infants were alive or stillborn. Performances were analyzed and compared with one another. The artificial neural networks and radial basis function network models had 90% accuracy (the highest among the models tested), 100% sensitivity, and 83.3% specificity. Thus, the models presented here provide additional insights for future studies concerning infant autopsies. 相似文献

The announcement of 22 June 2014 from the World Heritage Committee that Pyu Ancient Cities had been added to the World Heritage List was significant for Myanmar, since it represented the country’s first World Heritage site. The World Heritage listing was the culmination of a process driven by a convergence of forces originating from within and outside of Myanmar. An interpretation of Pyu Ancient Cities as involving a transnational network of supporters echoes the work on transnational advocacy networks, which looks to phenomena involving transnational efforts to advance particular issues on behalf of activists against their government. This study examines Pyu Ancient Cities by producing a model that helps to illuminate the efficacy of its social network to engage in transnational advocacy. 相似文献
