经济与安全“再平衡”下的美国对华政策调整

2008年金融危机加剧了美国自伊拉克和阿富汗战争以来所面临的内外挑战,重建美国力量和影响成为奥巴马政府的核心任务。为此,奥巴马政府提出进行经济"再平衡"和安全"再平衡"。他们认为,美国过去那种由消费信贷和赤字财政所刺激的繁荣是不可持续的,必须重新平衡储蓄、投资、借贷和出口的关系。在此,扩大对华出口与投资是其中一个重要手段。与此同时,美国一些高层人士认为,过去将反恐作为首要战略目标为中国在亚洲地区的扩张提供了机会。随着恐怖主义威胁的降低,美国必须重返亚洲,确保地区主导权。在中短期内,美国对华地缘政治"再平衡"必然会影响到其对华经济"再平衡"的方向;从长远来看,经济交往的深入发展将进一步缓解两国地缘政治关系的紧张。     

近期美国升高西太平洋紧张局势的战略意图及其影响

随着美国全球战略重心加速东移,特别是在近期美国从伊拉克撤军与从阿富汗准备抽身而退之时,美国在亚太地区频频举行军事演习,尤其是美借天安舰之机,趁势强化美韩与美日同盟,并高调介入南海争端,与东南亚伙伴强化军事互动,积极谋求南海争端的国际化。美国正沿太平洋,从东北亚至东南亚一线,事实上形成了针对中国的战略围堵。美国近期升高西太平洋紧张局势的一系列举动并不是偶然的,而是冷战后美国全球战略重心从大西洋向太平洋转移的重要组成部分。奥巴马加速重返亚太的战略调整将对中国实施远海战略与拓展战略纵深以及推行和谐周边的外交战略产生冲击。     

论全球金融危机下的中美经济关系失衡及其调整

20世纪90年代以来,中美经济关系日益紧密;但与此同时,两国贸易关系与投资关系失衡也不断加剧。全球金融危机的爆发对中美贸易关系失衡与投资关系失衡产生了不同的影响,并导致二者的调整路径明显分化。在后危机时代,美联储的宽松货币政策及退出时机、中美两国的经济结构调整、现行国际货币体系的改革以及人民币国际化进程的加速都将影响中美经济关系失衡的调整。从长期来看,中美投资关系失衡的调整将慢于贸易关系失衡的调整,但二者最终都将向均衡水平回归。     

战后日本对华“政经分离”原则形成述论

至中日邦交正常化之前,战后日本历届内阁对华一直遵从"政经分离"原则。"政经分离"原则虽然形成于吉田茂内阁时期,但这一原则并不是吉田或某一个政治家的主观设计,而是战后冷战体制,尤其是"日美台体"作用于日本对华关系的自然结果。把握"政经分离"原则的形成过程及其形成的根源,可以为正确理解战后中日关系或是改善或是恶化的历史表象提供一个可诠释的视角。     

猪血凝性脑脊髓炎病毒SYBR Green Ⅰ实时荧光定量PCR检测方法的建立

根据GenBank中的猪血凝性脑脊髓炎病毒(HEV)S蛋白基因的保守序列设计合成1对特异性引物,经PCR扩增S基因并构建含有该基因片段的重组质粒,将该重组质粒作为阳性标准品,建立了检测HEV的SYBR Green Ⅰ real-time PCR方法。结果显示,该方法线性关系良好,相关系数为0.994;敏感性高,检测下限为1.6×104 copies/μL;特异性强,与牛冠状病毒、伪狂犬病病毒和猪繁殖与呼吸综合征病毒不发生交叉反应;并且重复性好,组内、组间的变异系数均小于2%。应用该方法对采集的20份疑似HEV感染病料进行检测,其中16份为阳性,而用常规PCR检测同样的样品,仅8份为阳性。表明建立的SYBRGreen Ⅰ real-time PCR方法具有快速、特异、敏感、重复性好等优点,可用于临床上HEV的检测及定量分析。     

Identification of forensically important sarcophagid flies (Diptera: Sarcophagidae) in China, based on COI and 16S rDNA gene sequences

Insects attracted to cadavers may provide important indications of the postmortem interval (PMI). However, use of the flesh flies (Diptera: Sarcophagidae) for PMI estimation is limited as the species are often not morphologically distinct, especially as immatures. In this study, 23 forensically important flesh flies were collected from 13 locations in 10 Chinese provinces. Then, a 278-bp segment of the cytochrome oxidase subunits one (COI) gene and a 289-bp segment of the 16S rDNA gene of all specimens were successfully sequenced. Phylogenetic analysis of the sequenced segments showed that all sarcophagid specimens were properly assigned into four species (Boerttcherisca peregrina [Robineau-Desvoidy, 1830], Helicophagella melanura [Meigen, 1826], Parasarcophaga albiceps [Meigen, 1826], and Parasarcophaga dux [Thompson, 1869]) with relatively strong supporting values, thus indicating that the COI and 16S rDNA regions are suitable for identification of sarcophagid species. The difference between intraspecific threshold and interspecific divergence confirmed the potential of the two regions for sarcophagid species identification.     

Sickle cell trait-associated deaths: a case series with a review of the literature

This study presents a series of 16 carriers of hemoglobin S (HbS) who died during various circumstances. Many of the cases were associated with mild to moderate exertion. The onset and/or duration of symptoms varied from a few minutes to several hours with many displaying a prolonged lucid interval with stable vital signs. Despite seeking medical treatment, sickle cell trait-related micro-occlusive crisis was never considered in the differential diagnosis. Several cases were associated with sudden death. In those deaths which were delayed, high anion gap and uncompensated metabolic acidosis were typical and were not heat related. Also characteristic were large increases in creatine kinase, alanine aminotransferase, and aspartate aminotransferase along with myoglobinemia. Although the antemortem diagnosis of rhabdomyolysis was made, the underlying cause was never deduced by the clinicians. The sickling found at autopsy is not always a postmortem artifact, and in the right circumstances can be diagnostic.

The Future of Consumer Web Data: A European/US Perspective

The article considers the subject of clickstream data from aEuropean/US perspective, taking into account the Data ProtectionFramework (Data Protection Directive 95/46/EC; Directive onPrivacy and Electronic Communications 2002/58/EC) and the USlegal framework and in particular, the Wiretap Act U.S.C. SRC="http://ijlit.oxfordjournals.org/math/sect.gif" ALT="§" BORDER="0"> 2701(2004) and related statutes. It examines the extent to whichclickstream data is considered "personal data" within the DataProtection Directive and the implications to consumers and businesses.
