前提目标途径——增进中日战略互信的若干思考

中日战略互信具有复杂、渐进和反复等特点,因此首先必须明确建立互信关系的前提,那就是在战略意图上要尊重现有国际体制,在战略能力上要不断强化合作,在战略途径上要共同倡导和平原则;其次是必须设定中日战略互信的合理目标,双方要把避免战争作为最基本目标,把建立低度信任作为现实目标,而把发展中度战略互信作为未来推动东亚一体化进程中的理想目标;最后是必须选择中日战略互信的有效途径,主要是在单边模式上注重强调自我约束,在双边模式上注重形成共同规范,在多边模式上注重推进机制建设,其中又要以多边模式作为当前战略互信建设的主渠道。     

论李明博政府的实用主义外交

李明博政府上台后推行实用主义外交政策,主要包括以服务于"先进化国家"为宗旨,强化韩美同盟关系、开启对日关系"新思维"、调整对朝政策、奉行有限度的"平衡"外交、积极开展对华经贸关系、对俄能源外交以及全球外交等.实用主义外交是基于国际和国内、历史与现实、社会与个人等多种因素考虑的结果.实用主义外交面临着美韩同盟利益与韩国民族利益的冲突、韩日之间的结构性矛盾、对朝政策的有效性以及李明博政绩认可度等挑战,其效果还有待于进一步观察.     

国有企业劳动关系转型的理论依据与模式选择

提出问题是解决问题的先导。国有企业劳动关系转型过程中问题的复杂性与系统性,要求研究者在其理论与实践两个层面清晰定义问题。为此,应该挖掘马克思主义劳资关系理论的当代意义,界定它在新形势下应用的前提,使得国有企业劳动关系研究体现敏锐的问题意识,突出深厚的历史感。如此,才能够真正把握西方劳动关系诸流派背后的社会文化因素,认识各种类型劳动关系实践的局限性与启发性所在,对当前国有企业劳动关系管理的模式选择问题有清醒的理解和正确的甄别。     

Inter-parliamentary relations in the United Kingdom: devolution’s undiscovered country?

Since 1997, the United Kingdom’s territorial constitution has undergone an immense process of change and has resulted in the establishment of separate legislatures and governments for the peoples of Scotland, Wales and, when Stormont is operational, Northern Ireland. These changes have spawned a whole series of relationships between the institutions of the devolved UK, at executive, legislature and civil service levels. However, while intergovernmental relations has been the subject of repeated debate, there has been little attempt to document and examine the way in which the UK’s four legislatures interact with one another, post-devolution. To the extent that these interactions, otherwise known as inter-parliamentary relations (IPR), have been the subject of scrutiny, it has been largely to bemoan their modest state and/or to suggest that stronger, albeit occasionally rather unelaborated, mechanisms be established. This article seeks to correct this deficit and provide a first step towards a clearer understanding of IPR in the UK, post-devolution. The article breaks the different levels of IPR down into three main strands: (1) parliament-parliament, (2) committee-committee and (3) official-official, and suggests that the main interactions that take place at each of these levels. Following this audit, the article concludes by highlighting the role that shared policy competence (a field that is set to grow with the UK’s withdrawal from the European Union) has played in driving IPR in the UK, post-devolution, and suggests some steps that may be taken to enhance IPR in the future.     

甲午战争对当代中日关系的影响——“甲午战争以来的中日关系”学术研讨会侧记

2014年8月在大连市召开了"甲午战争以来的中日关系"学术研讨会,来自全国各地的200余位专家、学者出席了会议。此次会议在"甲午战争对当代中日关系的影响"议题方面有一些新特点。一方面,研究的视角不断扩大,在以两国政治关系为切入点的研究基础上又增加了经济交往、思想文化、计量分析等新的视角,使甲午战争对当代中日关系影响的研究趋向多维化。另一方面,研究理论与方法亦呈现多样化,由于该议题涉及近代东北亚国家政治、经济、文化等诸多层面,因此围绕战争对当代中日关系影响的研究,除使用传统的实证史学、比较史学等方法外,还多运用现代化理论、国际关系学、地缘政治学等相关专业理论进行了交叉研究。此次会议展示了国内学界有关甲午战争研究的最新成果,对处理当代中日关系亦提供了有益的借鉴。     

Enjoy their symptom: of woman,men and other interesting figures in Greek literary texts

Voela and Tamboukou use Slavoj ?i?ek’s notion of the symptom as a lens through which to look at representations of female figures in Greek literary texts of the early twentieth century by Gregorios Xenopoulos. In mapping the construction of the figure of the modern woman in the matrix of discourses, fantasies and power relations of fin-de-siècle Greece, they draw on psychoanalytic insights, interrupted by Foucauldian interventions. Following Judith Butler’s move of making trouble they attempt to open up a dialogic space between psychoanalytic and Foucauldian approaches to the female subject, contextualized in a specific social, historical and cultural milieu. It is in this context that they discuss, first, how feminine and masculine subjectivities are represented in man’s speech; second, how unintended excesses and interruptions occur in the problematic representation of women; and, third, how madness and ultimately death come to play a significant role in the power relations between the sexes.     

Bolivia's soy complex: the development of ‘productive exclusion’

A significant transition is underway in Bolivia where both domestic and foreign capital are monopolizing commercial agriculture and leading a highly mechanized, capital-intensive production model which has considerably diminished the need for labour. This paper explores mechanisms and processes of ‘productive exclusion’ in the soy-producing zones of Santa Cruz in relation to the expansion, concentration and mechanization of the ‘soy complex’. We provide an analysis of how the agrarian structure has developed since soy was adopted – from ‘putting land into production’ to ‘expanding the agricultural frontier’ and ‘controlling the agro-industrial chain’. We explore how and the extent to which the penetration of new capital is leading to new processes of agrarian change which exclude the rural majority from accessing the means of production. While a process of ‘foreignization’ of land began to take shape in the early 1990s, new processes of capital accumulation are eroding the ability of small farmers to engage in productive activity, potentially leading to ‘surplus’ populations no longer needed for capital accumulation.     

积极构建和谐劳动关系 努力维护职工队伍稳定——访内蒙古自治区总工会副主席姜言文

萨特主体间性理论的美学出路

萨特在其<存在与虚无>中提出了主体间性理论,依此,人与人之间的原始冲突是不可克服的;但其美学论文则讨论了人类文学活动中作家-作品-读者三者之间关系,在文学活动中,这种特殊主体间性关系,作者和读者相互之间体现为超越性的关系,而不是对象化的原始冲突关系,文学阅读(审美)对于人与人共同生存就具有了超越性和现实性的意义.萨特的主体间性理论虽在哲学中陷入矛盾,但在美学中又可别开生面.

本文从族际互动、国家行为、利益变动,对外开放等几个方面论述了西部开发给民族关系带来的影响,提出在开发中要注意处理宣传导向、预警机制、民族政策、文化冲突等几个方面的问题。
