This article has two principal objectives: (1) to study the behavioral dimensions of Muslim prisoners which predict their Islamist radicalism and (2) to study whether the behavior manifested by them is higher in prisons with a greater concentration of Muslims and a higher presence of prisoners convicted for Islamist terrorism than in prisons with fewer Muslims and no convicted Islamist terrorists. We conclude that some Spanish prisons may provide favorable social environments for jihadist radicalism and that the questionnaire utilized is a useful diagnostic tool for evaluating the magnitude of this phenomenon. 相似文献

The term “national security” evolved from a nation possessing military might to predominantly having a secure national economy. Beteen those two aspects lie other factors that contribute to a nation's security. Minerals have been part of national se, curity strategy since the need for security was felt by nations. Especially military, economic, and environmental security has been factors that have driven mineral demand. On the other hand, mining and minerals have often been the cause of national security alerts. This paper would represent economic security as being reliant on minerals and will highlight economic security as the key driver that activates other security issues today. It will go on to discuss how minerals have also been affected by national security problems, such as the recent financial crisis. ABSTRACT After winning the 2006 Palestinian Legislative Council (PLC) elections and subsequently taking control of the Gaza Strip in the summer of 2007, the Palestinian Hamas – a hybrid political, social and military actor – undertook a complex process to ascertain authority and control over Gaza. The article focuses on understanding Hamas’s performance as a political party and a “rebel government” as well as the impact of this newly acquired role on the group’s strategy. Relying on primary sources, field-work and interviews with members of the Hamas government and its security sector, the study looks at Hamas’s role as a security provider and analyses the complex relationship between the institutionalized security sector and the group’s insurgent armed wing. Examining Hamas’s logic as a security provider and exploring the inherent tensions between political and insurgent logics allows for a better understanding of both the rebel group’s role as a political actor and the broader challenges behind the successful rebel-to-political transformations of non-state armed organizations. In doing so it contributes to the emerging literature on non-state actors’ shifts between ballots and bullets and on their potential role as alternative governance providers. 相似文献

Civil society is generally seen as an important actor in peace processes. But when it comes to reaching an agreement during peace negotiations, much of the current debate is centered on the question of including or excluding civil society. Although most researchers argue that civil society participation makes the process more sustainable and democratic, most practitioners emphasize that enhanced civil society participation makes it more difficult to reach a peace agreement. I argue that practitioners and theorists must both move beyond this dichotomy and, instead, focus on the variety of ways in which civil society actors can be included in a given negotiation process. To this end, I present in this article a comprehensive overview of nine models of inclusion, from most to least direct involvement of civil society, supported by illustrative case studies. Analysis of these models suggests that it will be possible to broaden the participation of civil society in peace negotiations without decreasing the negotiations' effectiveness. 相似文献

Spanish-translated Miranda warnings are administered annually to thousands of Hispanic custodial suspects. In examining 121
Spanish translations and their English counterparts from 33 states, the lengths of Miranda warnings were generally comparable
but marked differences were observed in the reading levels for individual Miranda components. The adequacy of Miranda translations
varies markedly from minor variations to substantive errors. The most serious problems involved the entire omission of Miranda
components; several omissions were observed in the Spanish translations for even the basic rights to silence and counsel.
More commonly, Miranda discrepancies involved dissimilar content with a substantial trend toward more information in English
than Spanish versions. Findings related to the Miranda translations, different word lengths, and varied reading levels are
discussed using the totality of circumstances as its framework.

在国际法上自卫权是国家的一项自然权利,是禁止使用武力和以武力相威胁基本原则规定下,一种使用武力的合法例外。《联合国宪章》第51条对自卫权予以规定,并提出行使的前提——"受到武力攻击",但是,《联合国宪章》并未就该行使前提进行进一步明确及解释。因此,有必要对武力攻击的对象、来源、时机、规模以及选择的必要性原则等进行阐述,并对规范应用自卫权提供一些建议。 相似文献
