The 2014 European Parliament election saw a relatively large increase in the size of radical-left parties (RLPs), particularly in Western Europe. This article aims to provide new ways of thinking about the dynamics of radical-left voting by analysing the changing role of attitudes towards the European Union in explaining support for RLPs at European Parliament elections during the Great Recession. It is argued that the Europeanisation of economic issues during the financial crisis, together with the particular kind of Euroscepticism advocated by these parties, have enabled them to successfully attract a heterogeneous pool of voters. Using the 2009 and 2014 European Election Studies, it is shown that the effect of negative opinions about the EU on support for RLPs increased significantly during the crisis. In addition, support for RLPs also increased among voters with positive views of the EU who were nevertheless highly dissatisfied with the economic situation.  相似文献

This article analyses the drivers of individual dissent in floor voting in parliamentary regimes. It focuses on the effect of ideological heterogeneity in legislative parties on individual MPs’ voting behaviour, as well as the different incentives caused by the differing consequences of defection and abstention. Combining individual-level survey and voting data from the Swedish Riksdag, neither of which is subject to selection bias, the study overcomes several limitations of previous research. It shows that MPs’ decisions to dissent are partly driven by ideological differences with their party, but also by the imperatives of maintaining a government majority in a parliamentary regime, along with the level of influence MPs exert on legislation. It also highlights the importance of distinguishing between abstaining from voting and defecting. Merely pooling the two oversimplifies the behaviour of MPs.  相似文献

Abstract

Voters typically observe macroeconomic outcomes in order to evaluate government performance. However, during crises, when the clarity of economic responsibility is poor and the economy is in recession, citizens need additional sources of information in order to form a reasoned opinion. Government policy response is one such source. This study shows on a sample of 24 European nations from 2004, 2009 and 2014 that in the post-crisis period, economic policies have emerged as one of the key predictors of vote choice, with government decisions to pursue fiscal austerity leading to significantly lower levels of incumbent support. Furthermore, the paper tests the possibility that the effect of austerity is conditioned by the clarity of responsibility. In multilevel systems, where policies are externally imposed, voters could be expected to hold incumbents less accountable for unpopular measures. The analysis, however, provides no evidence that policy effects depend on the extent to which national governments share policy responsibilities with supranational and intergovernmental institutions. Accountability for policy actions is primarily attributed at the domestic level as voters are able to identify the decisional role of national governments.  相似文献

Public opinion on immigration is increasingly relevant for political behaviour. However, little is known about the way in which citizens’ political allegiances in turn shape their attitudes to immigration. Abundant existing evidence suggests that voters often take cues from the parties they support. Using panel data from the Netherlands and Sweden, this article investigates the dynamic relation between attitudes to immigration and party preferences. The longitudinal nature of the data allows for making stronger claims about causal mechanisms than previous cross-sectional studies. The analysis shows that voters who change their preference to the Radical Right become stricter on immigration, whereas voters changing to the Greens become less strict on immigration over time. This confirms that citizens’ support for anti- and pro-immigration parties results in a ‘radicalisation’ of their views on immigration along party lines. A similar ‘spiral’ of radicalisation can be found around the issue of European integration.  相似文献

How does international migration impact the composition of the demos? Constitutional doctrines and democratic theories suggest contrasting responses: an insular one excludes both non‐citizen immigrants and citizen‐emigrants; a deterritorialised one includes all citizens wherever they reside; a postnational one includes all residents and only these. This article argues that none of these predicted responses represents the dominant pattern of democratic adaptation, which is instead a level‐specific expansion of the national franchise to include non‐resident citizens and of the local franchise to include non‐citizen residents. This is demonstrated by analysing an original dataset on voting rights in 31 European and 22 American countries, and outlining a level‐sensitive normative theory of citizenship that provides support for this pattern as well as a critical benchmark for current franchise policies. The findings can be summarised in two inductive generalisations: (1) Voting rights today no longer depend on residence at the national level and on citizenship of the respective state at the local level; (2) Voting rights do, however, generally depend on citizenship of the respective state at the national level and on residence at the local level. In the article, these are called the patterns of franchise ‘expansion’ and ‘containment’. The former supports the idea of widespread level‐specific expansion of the franchise and refutes the insular view of the demos. The latter signals corresponding level‐specific restrictions, which defeats over‐generalised versions of deterritorialised or postnational conceptions of the demos. In order to test how robust this finding is, cases are analysed where the dominant patterns of expansion have been resisted and where unexpected expansion has occurred. With regard to the former, the article identifies constitutional and political obstacles to voting rights expansion in particular countries. With regard to the latter, the article shows that even where national voting rights have been extended to non‐citizen residents, containment remains strong through indirect links to citizenship.  相似文献

Corruption cases have limited electoral consequences in many countries. Why do voters often fail to punish corrupt politicians at the polls? Previous research has focused on the role of lack of information, weak institutions and partisanship in explaining this phenomenon. In this paper, we propose three micro-mechanisms that can help understand why voters support corrupt mayors even in contexts with high information and strong institutions: implicit exchange (good performance can make up for corruption), credibility of information (accusations from opposition parties are not credible) and the lack of credible alternatives (the belief that all politicians are corrupt). We test these mechanisms using three survey experiments conducted in Catalonia. Our results suggest that implicit exchange and credibility of information help explain voters’ support for corrupt politicians.  相似文献

The May 2007 Scottish Parliament election used a different ballot format from the one used in the previous elections, one that combined the regional and constituency votes onto one ballot paper (two separate papers were used before). Because there were many more invalid votes in 2007, the problem was blamed on the two‐vote ballot paper, which was recommended by the Arbuthnott Commission to prevent misunderstandings about what the two votes were for. Other places that use the mixed‐member proportional (MMP) electoral system tend to use a two‐vote ballot paper, with Germany and New Zealand seeing low levels of invalid votes. While the decision to revert to two separate papers in future Scottish Parliament elections might reduce the number of invalid votes, the price could be more confusion about the proportional nature of the electoral system unless public education improves significantly.  相似文献

The boundaries of democracy are typically defined by the boundaries of formal status citizenship. Such state-centered theories of democracy leave many migrants without a voice in political decision-making in the areas where they live and work, giving rise to a problem of democratic legitimacy. Drawing on two democratic principles of inclusion, the all affected interests and coercion principles, this article elaborates this problem and examines two responses offered by scholars of citizenship for what receiving states might do. The first approach involves expanding the circle of citizenship to include resident noncitizens. A second approach involves disaggregating the rights conventionally associated with citizenship from the legal status of citizenship and extending some of those rights, including voting rights, to resident noncitizens. This article argues that both approaches fall short of satisfying the democratic principles of inclusion, which call for enfranchising individuals not only beyond the boundaries of citizenship but also beyond territorial boundaries.  相似文献

ABSTRACT

Weighted voting institutionalises inequality in international organisations. How is it possible that states accept rules that formally privilege some over others even though this contradicts the sovereign equality of states and norms of democratic decision-making? This contribution to a special issue about global stratification shows that arguments about equality can actually serve to justify inequality in international institutions. This can be seen in moves by the German government to justify its proposals for a reform of voting in the Council of the European Union (1995–2008). Successive German governments focused on arguments about democracy based on the equality of states and of citizens to justify their push for a more privileged position for Germany in the Council. Efficiency also figured as a justification but was clearly less prominent.  相似文献
