This paper looks at the ways in which culturalist discourses have influenced our understanding and representation of the rise of the so-called Islamic State. It argues that, in keeping with older narratives on the motives of ‘bad’ Muslims, its political and economic objectives have been overlooked and/or downplayed. Instead, I propose, there has been a strategically efficacious focus on its appeal to Islam, on its sectarian rhetoric and on its use of violence. By continuing to emphasise the ethical over the political in these ways, the culturalism that underpins the dominant representation of the Islamic State’s emergence has, I conclude, served three key purposes – the mobilisation of the ‘good’ Muslim, the exculpation of Western foreign policy and the legitimisation of force.  相似文献

North Korea's engagement in the Middle East is a six-decade long narrative. Neither the DPRK nor its Middle Eastern partners have remained still over this time; each region has undergone significant changes. In particular, the leadership of the North Korea is now in the hands of the third generation. No matter how stagnant and monolithic the country may seem at first sight, each generation has had to deal with differing commitments and adapt to changing realities. As such, each generational change of leadership in Pyongyang has arguably had repercussions on the DPRK's relationship Middle Eastern partners, which may at times have been misattributed to a fundamental change of approach. This study attempts, therefore, to probe the twists and turns in the DPRK's interactions with the Middle East since the death of Kim Il-sung, beginning with an appraisal of each leaderships’ priorities in North Korea, and how they could potentially influence Pyongyang's overall orientation toward its different partners in the region.  相似文献

This article contributes to debates that aim to go beyond the “democratization” and “post-democratization” paradigms to understand change and continuity in Arab politics. In tune with calls to focus on the actualities of political dynamics, the article shows that the literatures on State Formation and Contentious Politics provide useful theoretical tools to understand change/continuity in Arab politics. It does so by examining the impact of the latest Arab uprisings on state formation trajectories in Iraq and Syria. The uprisings have aggravated a process of regime erosion – which originated in post-colonial state-building attempts – by mobilizing sectarian and ethnic identities and exposing the counties to geo-political rivalries and intervention, giving rise to trans-border movements, such as ISIS. The resulting state fragmentation has obstructed democratic transition in Syria and constrained its consolidation in Iraq.  相似文献

This article examines the evidence for a putative Obama Doctrine. Its main finding is that a Doctrine is identifiable and is characterised by a modus operandi deriving its strength not from what it threatens to do but from what it offers: a calibrated, multilateral response to egregious humanitarian crises. This nascent Doctrine is identifiable in three main ways: first, it is an attempt to clarify and institutionalise a response to the massive human rights violations that have typically engendered little or no action on the part of the USA. Second, it seeks to recast a series of false choices which have historically compelled an uncomfortable commitment to stability rather than the pursuit of reform. A third defining element concerns the practical application or operationalisation of this philosophy. While adding clarity – specifically in terms of identifying how and when to act – the Obama Doctrine is very broad indeed, raising concerns about both content and articulation.  相似文献

The severe and fast-evolving Ukraine crisis has required a great concentration of Russia’s political efforts and is having a massive impact on Russian policymaking, including in the Middle East. This region provides the best opportunity for Moscow to reassert its status as a key player in the global arena, and the deep fall of oil prices makes Russia particularly attentive to regional conflict developments. One of the main motivations for Russia is the pronounced desire to demonstrate its capacity to thwart US policy, but another is to prove its value to China as a strategic partner. Russia’s reach remains limited but it will continue to look for opportunities to make a difference.  相似文献

The Lisbon Treaty sets ambitious goals for the Union in the field of external relations, but makes limited changes in the pursuit of these goals. The role of the High Representative is reinforced and an External Action Service will be set up, but decisions on the common foreign and security policy are still to be taken by consensus. The Representative and the Service will seek to facilitate the emergence of such consensus and to increase the effectiveness of its external implementation. But this can only be a gradual process, the success of which will depend largely upon the continuing political will of the member states.  相似文献

Reporting from a nondemocratic land presents unique problems for journalists and researchers. This is particularly true of a traditional monarchy, such as Jordan, where all important decisions are ultimately the prerogative of the monarch. Journalists must be careful to stay within certain bounds. If they ask the wrong question they are liable to find themselves on the next flight back to their home country. Questions concerning the legitimacy of the monarchy or the competence of the ruling monarch are considered out of bounds. One must try to discern the underlying political reality without straying into forbidden zones. As with Parts 1 and 2, this study continues to provide a view into the complex fabric of Jordanian political reality through interviews with government officials, prominent private citizens with high‐level connections, and former opposition figures. The interviews focus on crucial areas of foreign and domestic policy.  相似文献

Based on qualitative fieldwork in the Sunni village of Bebnine, located between Tripoli and the northern Syrian border, this paper explores how displaced Syrians adjust to life in Lebanon under the threat and actuality of violence. The marginalised refugees do not only appear as passive victims of crisis but draw on a diverse repertoire of coping strategies to deal with displacement and dispossession. Self-settled Syrians have exploited social networks, savings, aid, education and work opportunities to create a new livelihood system for themselves. Nevertheless, everyday life in Lebanon is not conceptualised as a safe zone. Syrian refugees are increasingly being used as scapegoats for the poor economy and political challenges in the country. While practices of hospitality towards the Syrian refugees were widespread, ambivalent feelings and prejudice frequently surfaced. Refugees expressed concern that the Syrian civil war would escalate into further sectarian violence in Lebanon, pushing the country closer to war.  相似文献

This paper provides a case study regarding an innovative model of grass-roots democracy, called democratic confederalism, which is currently being implemented in Northern Syria. The difference between democratic confederalism and previous experiments with grass-roots democracy is that its evolutionary pattern aims to include heterogeneous local communities living in the same territories, with the objective of becoming an administrative model for the whole Syrian country, without shattering its national constitution. In fact, the evolution of the political and administrative system and the introduction of the Democratic Federation of Northern Syria were specifically aimed at including all ethnicities and not focusing on the Kurdish population only. Following a literature review aimed at defining the theoretical background of democratic confederalism, the case study is presented. Data collection occurred through semi-structured interviews and informal talks with key stakeholders in the Kurdish movement; the findings and main implications of the model are described and analysed.  相似文献

The Russian government sincerely believes that Assad’s removal from power would trigger the expansion of jihadism and instability in the Caucasus and southern Russia. Moscow is deeply concerned about the rise of Islamists in the Middle East, including Qatar and Saudi Arabia's efforts to support the most radical factions in Syria. At the same time, the obvious absence of the ideological background behind current Russian-Syrian relations makes them a trade item. Thus, official guarantees that the jihadists will not export their revolution elsewhere accompanied by promises to preserve some Russian economic positions in post-Assad Syria will probably create the necessary ground for the emergence of a compromise stance on Syria (including the issue of foreign intervention).  相似文献
