浅议公安机关执法制度建设

加强公安执法制度建设,规范基层民警的执法行为,是提高公安机关执法效率,促进执法公正,提高执法公信力的必然要求和根本途径。开展执法制度建设,要以执法问题最突出,人民群众反映最强烈,基层执法民警日常运用最广、最急需的问题为切入点,以建立、完善执法规范体系为目标,以信息化为载体,有计划、按步骤逐步推进。开展执法制度建设,要坚持以人为本、执法为民的理念,要充分调研论证,力求可操作性,要及时评估清理,保持实效性。     

论城市居家养老服务多元合作体系的建设及发展——以上海市静安区为例

当前,人口老龄化问题现在已经成为一个全球性的问题,而中国的老龄化问题尤其严重,表现出绝对数量大,高龄化趋势显著,未富先老等特点,同时,养老服务市场供给缺口很大,给政府提出了一个很大的难题。本文首先分析了居家养老产生的背景,对居家养老、居家养老服务体系等概念进行了界定,总结了居家养老在发达国家和地区的运用。继而从理论上对于居家养老服务体系的建设进行了概括,并且以上海市静安区为例,对静安区居家养老服务体系的建设进行了详细的分析,最后提出了在居家养老网络体系的建设中遇到的问题,以及完善该网络体系的意见和建议。最后文章对于全文作出了总结。     

播州土司制度的形成和历史作用

土司制度是元明清封建王朝在西南少数民族地区实行的一种统治制度。播州土司制度开始于元代,完备于明初,终结于明末万历二十八年。阐明播州土司制度的历史轨迹及其历史作用,无疑有助于黔北历史文化的研究。

本文在综合国内外相关研究的基础上,系统梳理了和谐社会评价的现状,并对相关研究论点进行述评,最后从评价主体、评价对象、指标构建、研究方法、数据来源等方面进行多角度的分析,对进一步需要探讨的问题进行了梳理。     

More than a ‘war of words’: identity,politics and the struggle for dominance during the recent ‘political reform’ period in Hong Kong

Patten's arrival as Governor in 1992 Marked a new stage inthe Sino-British struggle over ‘decolonization’ in Hong Kong. This struggle ishighly rhetorical and the local mass media call it a ‘war of words’.However, by adopting a strategic-relational approach, this article reveals a dual struggle over the politics of identity and the social basis for a new economic and political regime in the approach to 1997. The key protagonists (Patten and Chinese officials) have deploye various discursive strategies as economic and political circumstances in Hong Knog have changed. Global, regional and local factors and forces are shaping the emergence of two new, but still unstable, power blocs with different social bases. Whether these actions have an effect upon transforming the structural forms depends on the balanceof forces which is increasingly mediated by changes in discourses and discursive practices over time.     

A Review of the Use of Social Support in Anti-Bullying Programs

Abstract

Bullying is a significant problem in schools across America. Educators are dealing with the problem of bullying through the implementation of various anti-bullying programs. Additionally, researchers are studying the problem and have begun to focus on the importance of contextual factors surrounding bullying such as social support (Beran & Tutty, 2002; Demaray & Malecki, 2003; Furlong, Chung, Bates, & Morrison, 1995; Malecki & Demaray, 2004a; Natvig, Albrektsen, & Qvarnstrom, 2001; Rigby, 2000; Rigby & Slee, 1999). Social support is an important contextual factor to consider in the bullying cycle. However, the use of social support in anti-bullying programs and interventions is often not explicit or is lacking. This paper provides an overview of the research on social support as a contextual variable in bullying behaviors and reviews six existing anti-bullying programs with a specific focus on how they incorporate social support elements into their interventions.

Polygamy In Family Court: A Resource For Judges Dealing With An Unfamiliar Family Structure

Cases concerning polygamous households can present difficult challenges for family courts. Though a growing number of Americans practice polygamy, the lifestyle still remains shrouded in mystery. Many polygamists are religious (and sometimes racial) minorities that have suffered from discrimination. The most influential judicial precedents concerning polygamy come from the nineteenth century and are tinged with religious and racial stereotypes, which can make judges uncomfortable with citing those decisions. There is a need for reliable, unprejudiced, and up‐to‐date information about polygamy that judges can cite while maintaining an image of objectivity and impartiality. This Article seeks to provide that resource. It provides information about the evolutionary influences that shape polygamy, how polygamy is practiced in the modern world, and common problems affecting polygamous households that judges should be aware of.
