Abstract

The move from territorial defence to ‘wars of choice’ has influenced the domestic politics of military interventions. This paper examines the extent to which both the substance and the procedure of military interventions are contested among political parties. Regarding the substance, our analysis of Chapel Hill Expert Survey data demonstrates that across European states political parties on the right are more supportive of military missions than those on the left. On the decision-making procedures, our case studies of Germany, France, Spain and the United Kingdom show that political parties on the left tend to favour strong parliamentary control whereas those on the right tend to prefer an unconstrained executive, although with differences across countries. These findings challenge the view that ‘politics stops at the water’s edge’ and contribute to a better understanding of how political parties and parliaments influence military interventions.  相似文献

This article analyses what makes political candidates run a party‐focused or personalised election campaign. Prior work shows that candidates face incentives from voters and the media to personalise their campaign rhetoric and promises at the expense of party policy. This has raised concerns about the capacity of parties to govern effectively and voters’ ability to hold individual politicians accountable. This article builds on the literature on party organisation and considers the possible constraints candidates face from their party in personalising their election campaigns. Specifically, it is argued that party control over the candidate nomination process and campaign financing constrains most political candidates in following electoral incentives for campaign personalisation. Using candidate survey data from the 2009 EP election campaign in 27 countries, the article shows how candidates from parties in which party officials exerted greater control over the nomination process and campaign finances were less likely to engage in personalised campaigning at the expense of the party programme. The findings imply that most parties, as central gatekeepers and resource suppliers, hold important control mechanisms for countering the electoral pressure for personalisation and advance our understanding of the incentives and constraints candidates face when communicating with voters. The article discusses how recent democratic reforms, paradoxically, might induce candidate personalisation with potential negative democratic consequences.  相似文献

ABSTRACT

Many governments have recognised the socio-economic importance of broadband. The market often provides a broadband connection but when this does not occur governments have stepped in. Through focusing on one government intervention, Broadband Delivery UK (BDUK) in the UK, this paper highlights the cost of providing broadband connections to areas unserved by the market. The difficulty of assessing demand in such areas is illustrated, as is how the lack of transparency complicates any assessment of the value for money.  相似文献

Studies using data from the British Election Study and the British Social Attitudes survey have concluded that the case for a significant rise in turnout amongst young people at the 2017 general election remains unproven. A limitation of these data sets for assessing the so-called Youthquake thesis is the small number of younger voters they contain. In this research note we use data from the UK Household Longitudinal Survey to produce more robust estimates of turnout amongst people aged under thirty between the 2010, 2015, and 2017 general elections. Our findings support the claim that turnout increased markedly among voters in this age group in 2017. They also demonstrate that the increase in youth turnout was not specific to 2017 but, rather, represented a continuation of a change between 2010 and 2015. Our analysis confirms the heightened importance of age as a predictor of vote choice in 2017, with younger voters significantly more likely to vote Labour compared to 2010 and 2015.  相似文献

Twelve years after coming to office, Labour has still not achieved the second stage of House of Lords reform that was promised in 1997. In July 2008 a White Paper—the government's fifth on the subject—was published, setting out plans for an 80 or 100 per cent elected upper house. This article reviews its prospects. It concludes that although the government is now apparently more in line with the views of its supporters, there are many other obstacles. Fundamental differences remain both within and between the political parties, and several key principles remain unresolved. Progress is therefore unlikely.  相似文献

This article discusses the origins of the Efficiency Unit's ‘Next Steps’ Report, published 20 years ago which recommended the executive agency as an organisation for much of the British government. Within five years more than half the civil service had been transferred to work in agencies but the other major recommendation of the report – improving the management skills of the senior civil service received far less enthusiastic attention. From the Fulton Report, the Next Steps report to the Capability Reviews of current Whitehall the same problem is highlighted: there is still too little management competence within the public service despite the endorsement of the need for improvement by successive governments.  相似文献

The value of environmental evidence for reconstructing journey histories has significant potential given the high transferability of sediments and the interaction of footwear with the ground. The importance of empirical evidence bases to underpin the collection, analysis, interpretation and presentation of forensic trace materials is increasingly acknowledged. This paper presents two experimental studies designed to address the transfer and persistence of sediments on the soles of footwear in forensically relevant scenarios, by means of quartz grain surface texture analysis, a technique which has been demonstrated to be able to distinguish between samples of mixed provenance.It was identified that there is a consistent trend of transfer and persistence of sediments from hypothetical pre-, syn- and post-crime event locations across the sole of the shoe, with sediments from ‘older’ locations likely to be retained in small proportions. Furthermore, the arch of the shoe (the area of lowest foot pressure distribution) typically (but not exclusively) retained the highest proportion of grain types from previous locations including the crime scene. A lack of chronological layering of the retained sediments was observed indicating that techniques that can identify the components of mixed provenance samples are important for analysing footwear sediment samples. It was also identified that the type of footwear appeared to have an influence on what particles were retained, with high relief soles that incorporate recessed areas being more likely to retain sediments transferred from ‘older’ locations from the journey history. In addition, the inners of footwear were found to retain sediments from multiple locations from the journey history that are less susceptible to differential loss in comparison to the outer sole. These findings provide important data that can form the basis for the effective collection, analysis and interpretation of sediments recovered from both the outer soles and inners of footwear, building on the findings of previously published studies. These data offer insights that enable inferences to be made about mixed source sediments that are identified on footwear in casework, and provide the beginnings of an empirical basis for assessing the significance of such sediment particles for a specific forensic reconstruction.  相似文献

This article argues that three types of factor – process, subject and political circumstance – are likely to affect the extent to which claims of evidence are made during legislative scrutiny. It draws upon case studies of the National Minimum Wage Act 1998, the Academies Act 2010 and the Welfare Reform and Work Act 2016, utilising interviews with those involved and information from Hansard. The article concludes that these cases highlight that while there might be potential benefits from a yet more robust legislative scrutiny process, including greater use of pre-legislative scrutiny and the ability of public bill committees to take evidence from a wider range of witnesses and on all bills, subject and political factors would be likely to mean that the use of claims of evidence would continue to vary widely.  相似文献

This article presents a Scottish case study of early modern ideas on parliamentary representation and popular political participation. By scrutinizing the context and content of a treatise published in 1669 by the lawyer James Stewart of Goodtrees, the article seeks to demonstrate that views had shifted on the nature of the Scottish Parliament. In addition, it is argued that the promulgation of Scotland's covenants – that is, the National Covenant (1638) and the Solemn League and Covenant (1643) – unwittingly created space for the development of popular political engagement. However, the implications of this were not fully realized until a group of middling and lower class men rose in arms to uphold the Covenants after their rescission in law by parliamentary statute in 1661.  相似文献

The United Kingdom faces twin constitutional crises. The existence of the Union itself is now under stronger challenge than ever before, and many of the conventions and understandings which have underpinned the constitutional stability of the United Kingdom and the relationships between executive, Parliament and judiciary have been eroded or overthrown. There is no single, easy way to put things right. What is needed are reforms to the working of Parliament, the Civil Service and devolution, to restore greater balance and stability to our constitution. These should include measures to strengthen the ability of Parliament to hold the executive to account and a new Civil Service Act to provide for the independence, governance and accountability of the Civil Service. To overcome the strains that now threaten the unity of the UK we need a cultural shift in UK politics in favour of partnership and mutual respect, underpinned by changes to the way we do business in both government and Parliament and by greater devolution of power within England.  相似文献
