The history of the European states in the nineteenth century relates to how processes of ‘parliamentarization’ took place that were not always accompanied by processes of ‘democratization’. This leads us to the following question: Was democracy their goal? A good example can be found in the political development of Spain from the 1868 revolution to 1874, a period that has been called the ‘Democratic Sexennium’. This revolution led Spain into a process that involved an attempt at democratization which culminated in the proclamation of the First Republic. The First Spanish Republic was based on a democratic parliament and constitution. In this article a prosopographic study is conducted of a specific group of parliamentarians – those from the Basque Country – who took part in the debates during the First Republic. The results of this study serve as a typical example of the participation of parliamentarians in democratization processes in the nineteenth century and they show the relationship between discourse and parliamentary practice in that period. Prosopographic analysis and the use of thematic prosopography enable us to ascertain the profile of those democratically elected parliamentarians and the issues that most concerned them. Additionally, the debate that emerged on the limits of democracy in wartime is highlighted, owing to the fact that Spain was immersed in a civil war during this period and the Spanish Parliament had to take decisions and act in adverse circumstances.  相似文献

This paper explores the effectiveness of European Parliament candidates' campaigns. We analyze the relationship between candidates' spending and their likelihood of success, controlling for a range of relevant co-varying factors. We then investigate whether the effects of electoral spending are conditioned by two variables: ballot design and incumbency. We find that, ceteris paribus, spending was positively related to a candidate's likelihood of electoral success in the 2009 campaign, though this effect is small in scale. We also reveal that the electorally positive effects of spending are observable across both 'party-centered' and ‘candidate-centered’ ballot structures, and that there is some evidence that incumbent spending is less effective than challenger spending.  相似文献

This article takes the naturalisation process as a vantage point to consider how citizenship constitutes a site of emotional investment not only on the part of applicants and ‘new’ citizens but also on the part of the state. The premise of this article is that naturalisation is more than solely the admission of foreigners to the position and rights of citizenship, and it approaches naturalisation as a state practice that needs to be understood within a politics of desire. The article asks three questions: what makes naturalisation a thinkable and desirable means of acquiring citizenship? Second, what do practices of naturalisation tell us about ‘the state's attachment to particular embodiments of desirable citizens’ (S. Somerville, 2005 Somerville, S., 2005. Using policy documents and auto-ethnographic material, the article examines practices through which the state selects its own objects of desire and produces them as citizens, while it also produces itself as desirable. The article concludes that naturalisation distinguishes desirable from less desirable citizens through fantasies of English proficiency and birthright citizenship. In addition, the staged performance of the citizenship ceremony assures the state of its desirability by subsuming ‘as if’ enactments of citizenship.  相似文献

Abstract

Although the UK has no indigenous peoples as understood by the UN, its earlier colonial policies in Africa, the Americas, Asia and the Caribbean have had consequences for today’s first peoples Colonial policies that deprived the native populations of their lands, resources and self-determination were generally pursued by the independent states that came in their wake. Today the world’s indigenous peoples are looking to bring to an end their colonial-type situations and re-establish control over their lands and futures. After more than 20 years, the United Nations adopted a Declaration setting out the rights of indigenous peoples, but several Commonwealth countries were unrelenting opponents. This article looks at the colonial heritage as it affects indigenous peoples in the Commonwealth countries, some of the contemporary struggles and situations that have marked the last years, and tries to understand why countries such as Australia, Canada and New Zealand were the last to accept that indigenous peoples had a right to self-determination.  相似文献

The Labour government's counter-terrorism advice sought to distance ‘terrorism’ from Islam, but in doing so actually created an imagined relationship that potentially alienates those who follow the Islamic faith. This study works within the framework of labelling theory to demonstrate that the state's counter-terrorism advice was detrimental to its own goals. The study identifies labels within counter-terrorism discourse and argues that these create ‘the Islamic community’ using shared labels found in Islamist discourse and places the ‘threat’ within this imagined community. Identifying with a singular ‘other’ denies participation in multiple groups, creating an insular imagined society that constructs barriers and encourages persecution. Placing the ‘terrorist’ within this larger isolated community increases the possibility that the badge of honour found within its own group is seen as a status symbol to be mirrored within the wider community. Removing labels and empowering the individual, rather than creating artificial collectives, could provide a means of addressing the problem.  相似文献

In 2008 Bhutan inaugurated a written constitution thereby instituting the state as a constitutional monarchy. The constitution is almost unanimously described as democratic by international media and academics. The ease with which this apparent consensus on its democratic character has been achieved, however, raises the important question of how best to approach the theory of constitutional democratization. In approaching the issue of democratization as a move towards popular control, this article discusses the ambivalence of the Bhutanese constitution towards this principle in a cultural context where social order is seen as constituted within the unity of king, country, and people. Curiously, this language is not as unique to Bhutan as one might expect, but influenced by the Westminster legacy in its emphasis on the principle of “Crown in Parliament”, its ritualization, and ideas of political inequality. It raises the question whether this model is suitable as a blueprint model for countries with different historic and cultural trajectories from the European ones? The article advocates a novel approach to the analysis of constitutional transition that transgresses the dichotomy between an institutional and linguistic approach, thus opening up interesting new insights on the waxing and waning of processes of expanding popular control.  相似文献

The academic world has shown increasing interest in the European Parliament (EP), but still more has to be done to open the ‘black box’ of its micro-management. This study is an attempt to show that puzzles in the internal workings of the EP are far from being solved or understood. Its purpose is three-pronged: First, it illustrates that the world of committee reports is characterised by disproportionality which contradicts the overall principle laid down in the standing rules of the EP. Second, the study attempts to explain and understand rapporteurship allocation. Focusing on the consumer and environment committee in the fourth term of the EP, the results indicate that the group of rapporteurs consists of members with high demands for the policy in their jurisdiction. Its preferences systematically differ from those of the legislature as a whole. Third, this article discusses four aspects that deserve further elaboration in future studies on the EP's internal organisation.  相似文献

In conjunction with the gradual empowerment of the European Parliament, interest in its internal politics and in particular its committee system has increased considerably. While much has been learned about the influence of parliamentarians, little is known of the role of their unelected supporters. Although the literature indicates that officials are involved in the policy process, it remains open to question whether their work is fundamentally technical or of relevance to public policy. In a first step towards closing this gap in the literature, this paper explores the role of officials working in the secretariats of European Parliament committees. Although officials are involved in both secretarial and political work, their role is constrained by their position in the parliamentary hierarchy. This supports a cautious understanding of the autonomy and influence of bureaucracy in the Parliament and in the European Union's main institutions.  相似文献

Previous research has identified several structural and situational factors that affect party cohesion in parliamentary voting behaviour. The potential role of leadership has been neglected so far. The authors apply a latent variable approach to model leadership effects in roll call votes from the European Parliament (EP), 1979–2001. Other things being equal, their findings suggest that a small but significant 7 per cent share of the total variance in party group cohesion is due to the party group leaders. About 40 per cent of this leader component can be accounted for by their experience inside the European institutions, their career prospects, and their ideological positions.  相似文献

Abstract

This paper explores the diasporic ‘politics of home’ of Congolese migrants in Europe, in particular in the UK, and to a lesser extent in Belgium. We focus on the fragmentation and heterogeneity of the diasporic political sphere by examining the role of first generation activists, religious groups, as well as youth and women's organisations. Within the transnational political field, first generation leaders are in a dominant position and the involvement of other groups, such as women and young people is marginalised by their control of the diasporic ‘rules of the game’ in the Bourdieusan sense. However, the increasing involvement of Congolese women in the field of women's rights advocacy has opened up new paths of political action which can, in certain occasions, lead to transnational forms of engagement. Similarly, second generation Congolese activists are constructing a space of autonomous engagement, relying heavily on the Internet and especially on social media, some attempting to link up with wider social movements. The paper provides an understanding of the social and political construction of these different fields of diasporic engagement as well as their intersectional and dialogical relations.  相似文献
