做好服刑人员回归社会保护工作，是一项十分重要的基础性工作，是巩固改造成果、预防和减少重新犯罪、维护社会稳定的首要环节，同时也是社会治安综合治理的一项重要内容。但是．在深化企业改革、调整经济结构的过程中，服刑人员回归社会保护工作面临的社会经济环境、社会治安环境及安置帮教工作状况均发生了很大变化。研究和探讨新形势下服刑人员回归社会保护，对构建社会主义和谐社会有着深远的意义。

Challenging the Ongoing Injustice of Imprisonment for Public Protection: James,Wells and Lee v The United Kingdom

The Government has recently abolished Imprisonment for Public Protection, a highly controversial form of indeterminate sentence. Yet, at the time of writing, nearly 6,000 inmates are still serving such sentences, all of whom will have to convince a Parole Board that detention is no longer necessary for the protection of the public. This paper evaluates recent European Court of Human Rights jurisprudence which considered the legality of post‐tariff detention in the absence of suitable rehabilitative provision. The Court held that there would be a violation of Article 5(1) if prisoners were held without access to such provision. Consideration is given to the implications of this ruling for those serving such sentences and, more broadly, to the impact it may have on risk‐based sentencing policies.     

Overkill? An Examination of Comparatively Excessive Death Sentences in North Carolina, 1990–2010

This study examines death/life capital sentences in one southern state, North Carolina, during the period 1990 to 2010 to determine the extent to which they are comparatively excessive/lenient. The study employs data derived from a variety of official sources on the population of capital trials in the state during this timeframe and follows the analytic techniques developed by David Baldus and his colleagues and by Paternoster and Kazyaka in their studies of comparative excessiveness in capital sentencing in California, Georgia, and South Carolina, respectively. The results show a substantial number of death sentences that meet the standard for excessiveness, but the data also show a nearly equal number of life sentences that may be deemed too lenient. The implications of these findings are discussed.

词汇附带性习得(IVA)是近20年来出现在应用语言学研究领域的新名词,是指学习者在完成其他学习任务时同时出现的认知活动,在词汇学习过程中,学习者可以通过听、说、读、写等活动附带地习得了词汇.随着各种报刊和网络等学习资源的日益完善,学生接触英语的机会逐渐增多,教师如果了解IVA的原理,充分利用丰富的外语资源,同时又对IVA加以指导和干预,对英语词汇教学来说无疑是一个新的途径.
