In democratic societies there is a tension between maximizing ballot access and minimizing voter fraud. Since the 2000 presidential election, this tension has been central to discussions about election reform at the national, state, and local level. We examine this tension by focusing on the implementation of voter identification laws in one state that has experienced significant issues in recent elections, and that is currently implementing election reform: New Mexico. We hypothesize that Hispanic voters are more likely to show some form of identification than other types of voters. Using a voter data set from New Mexico's First Congressional District in the 2006 election, we find that Hispanic, male and Election Day voters are more likely to show some form of identification than non-Hispanic, female and early voters. In addition, using an overlapping study of Bernalillo County 2006 poll workers, which almost entirely overlaps with the First Congressional District, we find no evidence that differences in poll worker partisanship or ethnicity produce differences in voter identification procedures. Our findings suggest that broad voter identification laws, which may be applied unequally, may be perceived as discriminatory.  相似文献

Well-educated citizens vote more frequently than the poorly educated in some countries, including the USA. However, in many countries, no such differences are observed. One classical explanation of the presence or absence of this inequality in voting is that the strength of left-wing forces sharpens or reduces it. An alternative explanation is that some institutional arrangements and contextual features disproportionately affect the voter participation of some individuals depending on their resources, thus shaping turnout inequality. These theories are tested using multilevel modeling with data from 28 advanced industrial democracies. Compulsory voting reduces inequalities because under this system quasi-universal turnout is achieved. In addition, the poorly educated vote more frequently when the voting procedure is easy and when there are few political parties, thus reducing turnout inequality. However, strong left-wing parties and trade unions are not associated with more equal turnout.  相似文献

Unequal turnout, namely that educated citizens are more likely to vote, has been a long-standing pre-occupation of scholars of political participation and has been shown to exist across established democracies in varying degrees. Using pooled cross-sectional individual level data covering the period from 1990 to 2007 across 12 post-communist new democracies, this paper examines the applicability of existing explanations for unequal turnout in the Eastern European context. The paper shows that while voting procedures explain some cross-national variation in unequal turnout, turnout inequality is likewise shaped over time by processes related to the transition from communism, primarily the fading of initial excitement with democratic elections. The mechanism of learning among mature voters rather than generational replacement dominates the latter process.  相似文献

Political choice is central to citizens’ participation in elections. Nonetheless, little is known about the individual-level mechanisms that link political choice and turnout. It is argued in this article that turnout decisions are shaped not only by the differences between the parties (party polarisation), but also by the closeness of parties to citizens’ own ideological position (congruence), and that congruence matters more in polarised systems where more is at stake. Analysing cross-national survey data from 80 elections, it is found that both polarisation and congruence have a mobilising effect, but that polarisation moderates the effect of congruence on turnout. To further explore the causal effect of political choice, the arrival of a new radical right-wing party in Germany, the Alternative for Germany (AfD), is leveraged and the findings show that the presence of the AfD had a mobilising effect, especially for citizens with congruent views.  相似文献

Research shows that legislators who dissent from the political line of their party are rewarded among constituents. This raises concerns about future party cohesiveness and, in turn, parties’ ability to govern and voters' ability to hold parties accountable. However, nearly all studies are conducted in single-member district systems, such as the United States and United Kingdom, which are generally considered most-likely settings for observing such effects. In this note, we conduct a country comparative study of voter reaction to legislator dissent across single-member and multi-member district systems (US, UK and Denmark). Building off existing theories, we argue that voters in multi-member districts also reward legislator dissent but that the reward is significantly weaker. We support this argument with observational and experimental data. Our results suggest that concerns regarding party governance and accountability associated with legislator party dissent extend to—but are less pertinent in—the more widespread multi-member district systems.  相似文献

Does highlighting socioeconomic policy considerations or mainstream parties’ government competence reduce support for populist radical right (PRR) parties? Such “defuse” messages may attract PRR voters without alienating mainstream parties’ core electorate and thus, have advantages over an accommodative strategy. This study tests four “defuse” messages in an original survey experiment on a sample of 1,786 likely PRR voters in the context of the 2017 German federal election. The findings show that potential PRR voters are hardly swayed by these messages. This result is in notable contrast to findings from prior experimental studies about the malleability of PRR support. Exploratory analyses suggest that some of these null findings may mask heterogeneities. Both respondents who were surveyed during the first days of fieldwork and those with less political knowledge responded to some treatments in the expected way. Overall, these findings point to a limited responsiveness of PRR voters to “defuse” messages.  相似文献

What explains widespread coethnic voting in the Middle East? The prevailing understanding revolves around clientelism: the view that MENA citizens support coethnic parties and candidates in order to most easily or effectively extract resources from the patrimonial state. Previous research has thus neglected non-economic explanations of ethnic-based preferences and outcomes in MENA elections, including social biases long identified in other settings. This study presents findings from a conjoint survey experiment in Qatar, where symbolic elections lack distributional implications. Consistent with expectations derived from social identity theory, results reveal strong favoritism of cosectarian candidates, whereas objective candidate qualifications do not affect voter preferences. Bias is especially strong in a policy domain – promoting religious values – that prompts respondents to consider the candidate’s ethnic identity. Findings offer clear evidence that ethnic-based voting in Qatar and likely elsewhere is not merely epiphenomenal but can reflect actual preferences for members of social in-groups.  相似文献

In the context of the COVID-19 pandemic, governments around the world have implemented exceptional measures aimed at restricting people's mobility or banning public spaces used, among other things, for protest, thus causing the expected regressive effects in the socioeconomic sphere. What happens with social protest when the public space is banned? Does it stop, is it displaced, does it occur in any other form? In this article we present a map of protest in Argentina since the beginning of the pandemic. We conclude that the levels of participation remain high and that, given the features of the protest itself, its claims may be channelled into the institutions.  相似文献

In recent electoral politics, one of the most striking internet-related developments is the increasingly widespread use of Voting Advice Applications (VAAs). In this introduction to the symposium devoted to analysing the design, purpose, and effects of voting advice applications, we briefly discuss the literature on these tools for voters, articulate the aims of the symposium, and summarise the six contributions. These papers represent the leading edge of an emerging subfield of electoral research, which has not only significant practical relevance but also research links with many other fields in political science.  相似文献
