The 2007–2009 financial crisis has led to considerable debate about the role of financial industry actors in global regulatory processes. This article seeks to contribute to this debate by assessing when and why financial industry actors mobilise in order to influence securities markets regulations. Do these mobilisation patterns suggest undue influence by a small set of powerful industry actors, or do they reflect the engagement of a more diverse set of actors representing broader public interests? It is argued that variation in mobilisation patterns is a function of: (1) institutional opportunity (the openness and accessibility of regulatory politics); and (2) demonstration effects (how crises increase the salience of regulatory issues). Empirical analyses suggest that the financial crisis diminished the diversity of mobilising actors. This trend, however, is reversed when the news media disseminate information about the costs of weak financial regulation and thereby increase the salience of regulatory issues.  相似文献

This paper addresses the impact of the number and timing of panel waves in campaign panel surveys on findings concerning the prevalence of early, campaign, and late deciding as well as on the determinants of the time of voting decision. Using data from a seven-wave online campaign panel survey conducted during the 2009 German federal election, we demonstrate that the number and timing of panel waves affect results concerning the time of voting decision considerably. Whereas the number and timing of panel waves strongly affect the marginal distribution of decider types they do not impinge heavily upon the determinants of the time of voting decision.  相似文献

The “Issues and Leaders” model shows that aggregate votes for President in U.S. elections from 1972 to 2012 can be accurately predicted from people's perceptions of the candidates' issue handling competence and leadership qualities. For the past five elections, the model's ex ante forecasts, calculated three to two months prior to Election Day, were competitive with those from the best of eight established political economy models. Model accuracy substantially improved closer to Election Day. The Election Eve forecasts missed the actual vote shares by, on average, little more than one percentage point and thus reduced the error of the Gallup pre-election poll by 30%. The model demonstrates that the direct influence of party identification on vote choice decreases over the course of the campaign, whereas issues gain importance. The model has decision-making implications in that it advises candidates to engage in agenda setting and to increase their perceived issue-handling and leadership competence.  相似文献

Abstract

Utilizing a predictive model of voter behavior, this study identified the motivations behind a sample of voters who cast a ballot for George W. Bush and AI Gore in the 2000 presidential campaign. The motivations of the voters were differentiated on the basis of the “value” they sought in a president. In other words, just as companies in the “commercial marketplace” have to create value to attract customers, so does a candidate in the “political marketplace” who is seeking to carve out a niche for himself that separates him from his competition. Pairwise discriminant analysis is used to identify the motivations behind the choice behavior of voters at both the candidate and party level. The results reveal the complimentary roles that the political party and each candidate's campaign organization played in their respective marketing strategies.  相似文献

A great deal of research has suggested that scholarly and popular concerns about low levels of citizen political knowledge are exaggerated. One implication of that research is that political history would have unfolded just as it did even if electorates had been more politically informed. This paper presents evidence that counters these claims, showing an infusion of electorally relevant information in twenty-seven democracies would have likely led to a lot of vote “switching”, ultimately changing the composition of many governments. The paper also directly and systematically examines what we might call the “enlightened natural constituency” hypothesis, which expects lower-income citizens to vote disproportionately for left parties once armed with more political knowledge. While the basic argument about how political ignorance disproportionately affects the left’s natural constituency is not new, the hypothesis has thus far not been tested. The analysis provides provisional support for the hypothesis.  相似文献

Classic studies of protest politics have traditionally defended the dominant left-wing orientation of protesters. However, some recent research has highlighted the general spread of protest by the increasing participation of right-wing individuals. Has this process meant an ‘ideological normalisation’ of protesters? The present article tackles this question by examining competing hypotheses regarding the relationship between ideology and political protest. Through a hierarchical multilevel design, the article tests whether left-wing (or right-wing) supporters are more likely to stay at home when left-wing (right-wing) parties are in power and whether they intensify their protest activities when they are more distant from the government’s ideological position. The article shows that left-wing individuals protest more under right-wing governments than under left-wing governments and yet, they are the group which protest the most also under left-wing governments. Both party mobilisation and values appear to be behind these individuals' greater propensity to participate regardless of the governments' ideological orientation.  相似文献

Do voters correctly perceive left-right positions of political parties? This question received considerable attention in the literature in the past decades. Previous research has shown that most voters have somewhat ‘correct’ perceptions of where parties are located on a left-right dimension, but that both individual and party level factors influence how much those perceptions deviate from the real positions. This paper adds to this literature, relaxing the unitary actor assumption and introducing heterogeneity to the analysis. Using data from elite surveys to measure intraparty preference heterogeneity on two dimensions, I demonstrate that voters' misperceptions of party positions strongly increase the more heterogeneous the positions of party elites are on the economic dimension, but not on the sociocultural dimension, and that the effect size depends on how salient this dimension is for the party. The findings have implications for future research on mass-elite linkages, representation, as well as voting behavior.  相似文献

Rhetoric about “rigged” elections has raised concerns about the solidity of public trust in the integrity of the voting system. Mitigating these concerns, research by Sinclair et al. (2019) on the 2016 U.S. presidential campaign documents a robust “winner's effect” on voter confidence despite intense partisan messaging aimed at influencing citizens' acceptance of the legitimacy of the election. This suggests that regularly fluctuating electoral outcomes in competitive democracies limit the impact of elite messages on trust in electoral institutions. A critical question is whether similar dynamics apply to dimensions of electoral trust that are more clearly partisan-branded and targeted, such as beliefs about the prevalence of illicit voting. This paper uses a panel study with waves conducted before and after Election Day 2016 to compare the effect of election on beliefs about the extent of illicit voting and voter confidence. Underlining both the promise and limitations of democratic competition as a counterweight to elite efforts to sow electoral distrust, there are significant “winner's effects” on both but substantially smaller impact on beliefs about illicit voting, a difference that is especially large among strong Republican partisans.  相似文献

Elections to regional assemblies have become increasingly important as the power and responsibilities of regional governments have increased. Yet, few studies have attempted to explain the considerable variation in turnout in regional elections from one region to another. This article conducts a cross-sectional examination of voter participation in regional elections across nine multi-level OECD states between 2003 and 2006. It contends that standard models of voter turnout in national elections are insufficient to explain variation in turnout in regional elections and argues for the use of independent variables tailored to capture variation across regional communities and regional political institutions. Our findings suggest that variations in the strength of political autonomy and the strength of attachment to the region among the electorate have a strong and positive impact on the level of turnout in regional elections.  相似文献

Research and conventional wisdom suggest that undecided voters are especially prone to campaign persuasion. Little has been done, however, in the way of uncovering the decision pathways followed by these voters. In this paper we seek to assess the undecided voters’ alleged campaign susceptibility and, most importantly, to explore which campaign considerations inform their final voting decisions. Our central finding is that their behaviour is driven to a larger extent by economic performance and less by leadership or other valence evaluations. This finding has important implications for parties’ campaign strategies in an era where the ranks of undecided voters are steadily expanding from one election to the other.  相似文献
