The structure of the New World Order and its corresponding functions are becoming apparent. First, there will be a deconstruction of the nation-state. It will be bisected as power shifts to higher “macro-regional” levels on the one hand and lower “micro-regional” levels on the other. Second, there will be a disaggregation of the mixed political economy. It will be bifurcated as socialism is used at upper levels of human aggregation to alleviate pollution and as capitalism is used at lower levels to alleviate poverty.  相似文献

As international trade is vital to Thailand’s economy, the implementation of trade policy has always been at the center of the country’s public administration. Apart from the analysis of the macro-determinants of trade policy formulation, the factors affecting trade policy at a micro level is also equally important. This paper looks at factors influencing individuals’ perception of international trade policy. It uses questionnaire data, collected from Bangkok residents in 2017. The binary, logit and probit, models with marginal effects are employed for the estimation. The results indicate the significance of variables representing individuals’ knowledge and understanding of international trade policy as well as variables relating to individuals’ exposure to the new environment. The government, therefore, should make sure that accurate information is widely disseminated and reaches all stakeholders. People’s better understanding of trade policy should allow policy administration to be more efficient, producing maximum benefits for the country and its people.  相似文献

Abstract

This article employs the concept of ‘regional governance’ to analyze both the processes and outcomes of the emerging regional institutional arrangements in East Asia. It argues that while ASEAN has played a significant role in creating and sustaining the ‘processes’ of wider East Asian regional governance efforts, the level of achievement in translating these processes into tangible ‘outcomes’ remains severely constrained by great power rivalry, especially between Japan and China. By focusing on the areas of trade and finance, this article argues that the varying levels of outcomes between these two issue areas can be explained primarily by the degree of convergence between Japanese and Chinese interests. In particular, while Japan and China have a shared interest in contributing to the promotion of regional financial stability, they strongly disagree over the appropriate form and contours of a trade governance system.  相似文献

The academic field of communications continues to face several challenges related to its disciplinary development. From an epistemological perspective, the definition of its object of study presents a still unfinished conceptual elaboration which would have made possible a more solid reflection vis-á-vis the new technologies that enable communicative acts in the framework of the media. This article seeks to provide elements that may strengthen this category in view of the Internet as an innovation that offers unprecedented possibilities for interactive communication not only due to the space-time compression it entails, but also to the rhizome structures through which information flows. It argues that the Internet is a communications media with unknown possibilities for expression and dissemination, based mainly on the social uses of hypertextual foundation which facilitates the operation of one of the most frequently used communication environments: the World Wide Web.  相似文献

The numberless unprecedented situations attached today to the concept of transnational diaspora arise the debate of whether or not this phenomenon signals a new era. Our own contention is that it does represent a factor of new kinds of heterogenization of both the societal reality and of the diasporas themselves, as worldwide entities. It is in this dialectic perspective that we describe transnational diasporas as causes of discontinuity in our world and point out to the qualitative change in the social fabrics that they represent. Among other aspects, dual or threefold homeness that is bound to the transnational condition signifies for diasporans a slipping away from the totalistic character of the commitment and view of the nation that the nation-state requires of its citizens. When viewed in its multiplicity, the cohabitation under the same societal roof of a priori alien socio-cultural entities yields a configuration that is not uniform in every setting, but which still responds in its essentials to the new reality experienced by many a contemporary society. To illustrate this approach, this paper compares four well-known contemporary transnational diasporas namely, the Muslim, African, Hispanic and Chinese.  相似文献

1883年仁川开埠通商以后,烟台与朝鲜间开通了海上定期航线。汽船的定期航运不仅促进了两国间人员的往来,贸易额也开始呈增长态势。本文依据《中国旧海关史料》分析了仁川开埠通商以后,烟台与朝鲜贸易的趋势及特点。烟台与朝鲜的贸易以1893年为限分为前后两个时期,1883~1893年贸易额呈缓慢增长态势,烟台肩负着对朝鲜土货出口和洋货转运出口的职能。1894年以后由于从朝鲜进口了大量的高丽参,烟台与朝鲜的贸易额出现激增。就大宗商品而言,不仅有传统时代的朝贡物品,也出现了大量的近代工业制成品。总体而言,烟台是近代中朝贸易的重要港口,而人参贸易在其中扮演了重要的角色。  相似文献

The unveiling of the new Southern African Customs Union (SACU) Agreement in 2002 inaugurated new democratic institutional structures for SACU. The revised SACU Agreement provides for accession by new members. Although not new, the idea of expanding SACU has gained currency in recent years. It has been suggested that enlarging SACU could overcome the ‘spaghetti bowl’ problem of overlapping regional membership of the Southern African Development Community (SADC) countries. In spite of its allure, however, enlarging SACU membership is likely to run into difficulties as negotiations about the common revenue pool and the common external tariff become bogged down by attempts to accommodate the needs and interests of countries at different levels of development. It would also spark debate about how the revenue-sharing formula should be restructured and extended to new members. Moreover, whether SACU can act as a driver of regional integration will depend on the extent to which South Africa, the regional power, can translate its hegemonic position into a leadership role.  相似文献

Abstract

Victims of rape are sometimes blamed for the assaults against them. Research has examined primarily female victims; much less is known about men as victims and whether victim age affects attributions of victim blame. Furthermore, the study investigated the effects of Belief in a Just World (BJW) on blame attributions. Employing a vignette-type experimental study with a 2 (gender of participant)×2 (victim's gender)×2 (victim's age)×2 (participant BJW score) between-subjects design and several measures of blame attributions towards victim and perpetrator as dependent variables, a community sample (n = 164) participated. The main results were as hypothesised, namely that young male victims were attributed more blame, particularly by participants scoring high on BJW. Overall, victim blame level was low and perpetrator blame was high, and BJW was a powerful predictor of blame attributions.  相似文献

Abstract

This article looks at the Chinese debate on economic security during the period between 1997 and 2004. The contemporary concept of economic security (jingji anquan, 经济安全) was first raised in the Chinese academic literature in 1997, partly as a reaction to the Asian financial crisis and partly due to the increasing role China began to play in globalization, the effects of which it increasingly felt as its economy became more integrated with that of the world. This article examines the emergence of the discourse on economic security within Chinese academic circles, and identifies the development of this concept in China between 1997 and 2004 prior to the ascendancy of the ‘fourth-generation’ leadership.  相似文献

Drawing on Sarangi and Slembrouck's work on the language of State-sanctioned bureaucracy, this paper will explore one of the ways in which this developed in Britain in the early twentieth century. Looking in particular at the war widows' pension scheme as implemented under the Royal Warrant of 1916, this paper will explore how the first (financially) non-contributory pension, and the first specifically directed towards women in Britain, developed a system of State-sanctioned surveillance and parsimony that continues to this day. The data used draw upon a number of individual case studies, showing how the State saw part of its role as the obligation to subject women to scrutiny and judgement, making infidelity and misbehaviour grounds for the denial of their widows' pension. As this article will explore, a wide variety of agents positioned themselves as, in some way, responsible for the moral surveillance of widows and even the most gossipy reports appear to have been treated with some degree of seriousness. This article will illustrate how a “new” type of bureaucratic relationship developed between State and citizens in the early twentieth century that remains in place a century later.  相似文献
