村委会选举中的富人贿选现象分析

富人贿选是我国村民自治实践中不可回避的客观现实。富人贿选具有严重的社会危害性,其消极影响主要表现为：压制了农村的民主萌芽,损害了党和政府的形象,加剧了农村社会矛盾,造成了村民“政治冷漠”。结合我国村民自治的发展实践,要想使富人贿选现象得到有效的抑制,一要进一步加强村务公开和民主管理工作,二要不断完善相关法律制度,三要规范村委会成员候选人资格条件,四要加强对选举的指导和监督。

中国新闻出版业向东盟"走出去"极具重要性,但当前存在受文化差异影响较大、出版单位文化创新能力较差、人才缺乏和认识上的不足等方面的问题。在政策支持进一步加强、中国—东盟自由贸易区建成等有利条件下,应充分响应国家相关政策,增强向东盟"走出去"的主动性;发挥广西的平台作用,增强新闻出版整体实力;增强新闻出版业"走出去"的能力;加强新闻出版人才培养;为新闻出版业"走出去"提供法律和机制保障。     

The İsmailağa community and its relationship with the AK party

This article aims to demonstrate the importance of the relationship between the Naqshbandi Ismaila?a community and the AK Party (Adalet ve Kalk?nma Partisi, “Justice and Development Party”) government. As one of the most widespread Sufi brotherhoods in the world, the strength of the Naqshbandiyya lies in its characteristic combination of strict adherence to religious law and active involvement in social and political affairs. The ?smaila?a community, one of five main Naqshbandi communities in Turkey, is highly conservative and traditional, historically dominated by elders who have remained aloof from any power struggles within the Turkish government. While the AK Party has developed ties with religious orders in recent years, including the Ismaila?a, some voices within the Ismaila?a community have become critical of this relationship, leading to a rift within the community. In addition, since 2013, and especially after the attempted coup of July 2016, the AK Party has lost the support of its old ally, the Fethullah Gülen movement. This article examines the relationship between the AK Party and religious movements in Turkey as reflected via its relationship with Ismaila?a, and assesses whether the Fethullah Gülen movement can be replaced as a party ally by the Ismaila?a community.

中韩关系自建交以来飞速发展,其动力来源于双边层面上两国经贸与人文交流的迅猛发展、半岛层面上双方共识的不断扩大以及地区层面上基于东北亚局势变化两国政府的选择。习近平主席访韩为中韩关系发展提出了新的要求并提供了新的契机。未来中韩关系要想进一步保持发展势头,需要在双边层面上增强沟通与合作,半岛层面上扩大交流与共识以及地区层面共同为东北亚乃至整个亚洲提供有效的公共产品,从而开启中韩互利共赢的新时代。     

British Communists and the 1932 turn to the trade unions

Abstract

The Comintern’s Third Period, 1928–1934, based on Stalin’s ‘second revolution’ in Russia, capitalist crisis and the claim that social democracy and fascism were twins, generated sectarian, ultra-left politics which proved inimical to Communist activity in trade unions. This article sheds new light on that issue by exploring three connected episodes: the British party’s (CPGB) renewed turn to the unions, heralded in the January resolution of 1932; the roles the Comintern and CPGB leader Harry Pollitt played in this initiative; and the subsequent attempt by Pollitt to revise the politics of union work. This triptych reviews both primary sources and recent historiography. It argues that some accounts have overestimated the novelty of the January resolution, blurred its meaning and exaggerated Pollitt’s part in it. The resolution did not attempt to change the line but its application. Its impact was limited. Bids to go beyond it were muddled and unsuccessful. The 1933 move towards the united front, and subsequently the popular front, was of greater significance in creating an effective Communist presence in trade unions than the events of 1931–1932.     

从“救济”到“治理手段”？——当前农村低保政策的实践分析：以河南F县C镇为例

作为国家推行的一项福利政策,农村低保要实现对农村贫困人群的救助。然而,在现实中,低保政策经历了从“绝对贫困”到“相对贫困”、从以户为单位到以人为单位的扭曲和变通,以至低保政策在某种程度上成为了基层政权的一种治理手段,从而背离了政策的本意。事实上,低保政策执行中出现的种种问题既是监管力度不够及制度建设不到位所导致,更与税费改革后乡村组织的治理困境密切关联。在这个意义上,基层政权的治理状况既是保障低保政策能否顺畅执行的根本,也是一个现代国家基本治理能力强弱的重要体现。

人的本性给予人权,并在一定的历史条件下居于一定的经济结构和文化发展中。为了自身的自由生存、自由生活、自由发展以能够真正掌握自己的命运,必须具有人权。警务活动的主客体作为世界的主体,都具有人的一般本质属性。警务活动保障人权必须把警务活动的对象当做自然存在物、社会存在物、意识存在物、主体存在物来把握。     

电子商务法中删除权的法经济学分析

大数据时代的到来使得企业、团体、个人都可能获取他人信息,而当代互联网的特性——海量的数据信息、快捷的计算速度以及巨大的储存空间使大数据时代的个人信息保护问题尤为重要。国内外关于删除权的相关法律文本和司法实践已经有较多讨论展开,而从大国博弈、消费者选择和厂商行为三个视角对2019年电子商务法中有关删除权的合理性和前沿性做进一步探讨后,可开启另一认知路径。以法经济学理论和经济学原理进行论证分析后发现,我国需要专门的“个人信息保护法”以确立删除权,而鉴于立法成本和紧迫性,可暂通过完善司法的方式,实现保护公民个人信息的目的。
