Forensic science in South Africa: Status of the profession

The forensic science profession in South Africa is currently unregulated. There is also no national body that allows for the continued development or professional interaction of forensic scientists. The above has brought about a dire need to regulate the profession, in order to achieve the specific goals listed. To attain these objectives it is envisaged that the founding of a Forensic Science Academy in South Africa is of critical importance. The creation of a Forensic Science Academy was explored as the authors believe that such an Academy will provide structure to the profession of forensic science in South Africa – as well as paving the way towards regulation of the profession.

(Mis)Understanding the Impact of Online Fraud: Implications for Victim Assistance Schemes

Australia provides victims of violent crime access to financial support to assist with recovery, excluding victims of nonviolent offences. The author examines the experiences of online fraud victims, and details how the impacts experienced extend beyond financial losses, to include deterioration in health and well-being, relationship breakdown, homelessness, and unemployment, and in the worst cases, suicidal ideation. Using online fraud as a case study, the author argues eligibility to access victim assistance schemes should consider harms suffered rather than the offence experienced. Consequently, the author advocates a shift in eligibility criteria of victim assistance schemes to facilitate much-needed support to online fraud victims.     

A Defense of Professionalism: A Response to Fusco and Baizerman

Fusco and Baizerman (2013) criticized professionalization efforts for assumptions about improved outcomes, “reducing” youth work to skills, “controlling behavior,” bureaucratization, depersonalized services, a neoliberal focus, removing practice wisdom, and a “telos of …scientifically based youth work” (p. 189). They do not provide evidence or arguments for these claims. Academics benefit from professionalization, and it is curious to oppose efforts to provide those benefits to others. We believe that they and their colleagues, in the same issue, have misread other authors on key ideas and present an incomplete and rather one-sided representation. They conflate professionalization and professionalism. They conflate the industrial aspects of professionalization with the ethical aspects. They have overestimated the potential harm of professionalization and underestimated the harm being done by uninformed youth work practices. They misinterpreted social history—and Aristotle. They have incompletely cited other writers about professionalization. Professionalization and professionalism are not guarantees of anything, but our critique of them needs to be coherent, consistent, and based on arguments and evidence.     

论我国刑事鉴定项目CNAS认可的证据法定位

我国刑事鉴定项目CNAS认可是一新生事物,它的主要认可依据是司法鉴定机构参加的能力验证,这需要相应的能力验证实施方案和结果处理手段作为保障。现阶段我国能力验证活动存在验证项目代表性、经验型鉴定验证可行性、能力验证技术方法统一性三大问题,在证据法上不宜将CNAS认可作为刑事鉴定结论的可信性要件来看待,而应将其定位在证据能力层面。刑事鉴定项目CNAS认可的证据法意义是,刑事鉴定结论的出具人(包括鉴定机构和鉴定人)对于此结论所在的检测项目具有基本的技术检测能力。CNAS认可的刑事鉴定结论,并不当然的具备充分解释案件专业问题的法律效力。     

完善统一司法鉴定管理体制的两个维度

现阶段完善统一管理体制过程中有两个主要问题需要解决,一是管理机构的统一,建立统一的登记名册制度;二是建立以认证认可为核心的质量管理体系,二者的有机结合是完善统一司法鉴定管理体制的关键。     

Internationalization and quality assurance: Towards worldwide accreditation?

This paper addresses two very closely related issues, namely the integration of the quality dimension in internationalization policies in higher education and the adaptation of quality assurance policies and practices to an increasingly international environment. Through an analysis of some issues and challenges in internationalization on the one hand and an overview of recent developments in quality assurance on the other, our objective is to question how internationalization and quality assurance can be integrated. Internationalization policies and practices are lacking a quality assurance dimension and quality assurance approaches are too much confined to national contexts. Can quality assurance give answers to the challenges facing internationalization and can the introduction of an international dimension give a solution to issues in the field of quality assurance. This paper then focuses on the concept of multiple accreditation and the development of worldwide mutual accreditation networks among institutions as a possible avenue for future progress. What does Brexit Mean for the UK's Climate Change Act?

This article examines the potential implications of the United Kingdom's exit from the European Union (so‐called ‘Brexit’) for the success and survival of the country's flagship climate policy, the Climate Change Act 2008. The impact of a ‘soft’ and a ‘hard’ Brexit for the main features of the Climate Change Act are assessed, building on documentary evidence and elite interviews with key policy‐makers and policy‐shapers. The article argues that the long‐term viability of the Climate Change Act was being threatened even before the EU referendum, and that Brexit will do little to improve this situation. Even though the existence of the Climate Change Act is not under immediate threat, a range of issues presented by Brexit risk undermining its successful implementation.
