In this paper, we focus on a policy trial that was undertaken in a complex and controversial policy field (Indigenous community development), with the avowed objective of learning from experience in the field . We observe that despite significant implementation effort and quality evaluation, little systematic policy learning occurred. Four impediments are identified: (i) the policy environment was highly politicized and contested, (ii) the results challenged accepted ways of working, (iii) there were no systematic processes for policy learning to occur, and (iv) the learnings were distorted by inter‐agency competition and associated ‘labelling’. We suggest that, in controversial policy fields, the most useful first step in enhancing evaluation‐use is for bureaucracies to institute systematic processes for evaluation findings to be considered, with the aim of elaborating ‘what works’ into a consensual approach to change. Without change of this kind, evaluation‐use will remain a failed area of policy.  相似文献

This article analyzes whether participation in civil society organizations (CSOs) in Turkey enables the learning of active citizenship. I conceptualize active citizenship along two axes. The first axis includes its defining dimensions (civic action, cohesion, self-actualization) while the second axis includes the types of learning (cognitive, pragmatic, affective) active citizenship requires. The study presents in-depth analysis of participant experiences in four CSOs in Turkey. Data are derived from semi-structured interviews with CSO members and volunteers. Findings reveal the mechanisms that link changes which occur to CSO participants to the various dimensions of active citizenship. The analysis points toward the potential for change in how citizenship is both learned and practiced in Turkey.  相似文献

The advancements in Image editing techniques produce realistic-looking artificial images with ease. These images can easily circumvent the forensic systems making the authentication process more tedious and difficult. To overcome this problem, we introduce a modern convolutional neural network (CNN) named ForensicNet, inspired by the recent developments in computer vision. The three major contributions of our CNNs are inverted bottleneck, separate downsampling layers, and using depth-wise convolutions for mixing information in the spatial dimension. The inverted bottlenecks help improve accuracy and reduce network parameters/FLOPs. The separate downsampling layers help converge the network. The normalization layers also help stabilize training whenever the spatial resolution is changed. The depth-wise convolution is a grouped convolution where the number of groups and channels are the same. The experiments show that ForensicNet outperforms the state-of-the-art methods by a large margin.  相似文献

Election campaigns are expected to inform voters about parties’ issue positions, thereby increasing voters’ ability to influence future policy and thus enhancing the practice of democratic government. We argue that campaign learning is not only contingent on voters’ characteristics and different sources of information, but also on how parties communicate their issue positions in election debates. We combine a two-wave panel survey with content analysis data of three televised election debates. In cross-classified multilevel auto-regression models we examine the influence of these debates in the 2010 Dutch parliamentary election campaign on voters’ knowledge of the positions of eight parties on three issues. The Dutch multiparty system allows us to separate voters’ ability to position parties from their accuracy in ordering these parties. We reach three main conclusions. First, this study shows that voters become more able and accurate during the campaign. However, these campaign learning effects erode after the elections. Second, whereas voters’ attention to campaigns consistently contributes to their ability to position parties, its effect on accuracy is somewhat less consistent. Third, televised election debates contribute to what voters learn. Parties that advocate their issue positions in the debates stimulate debate viewers’ ability to position these parties on these issues. In the face of the complexity of campaigns and debates in multiparty systems, campaigns are more likely to boost voters’ subjective ability to position parties than their accuracy.  相似文献

Dependent minor parents placed in foster care with their children often face significant hurdles. These parents are responsible to make caregiving decisions for their children, while they themselves fall under the caregiving responsibility of the state child welfare system. As such, dependent minor parents live in a “twilight zone” – they hold full parental rights, but limited rights as teenagers. For a number of reasons, the children of minor parents in foster care often come into state custody. When two generations are in foster care at the same time, states must balance the safety and best interests of the children with the rights of minor parents to care for their own children. Currently, the state child welfare system is only required to provide “reasonable efforts” to reunify parents with children when they have been removed from their care for abuse, neglect, or dependency. However, dependent minor parents in state custody often require more supportive services in order to successfully reunify with their children than in a typical child welfare case. This article places the circumstance just described in the context of dependent minor parents’ constitutionally protected rights, and advocates for a higher standard which would require states to provide “active efforts” to protect and preserve these young families.  相似文献

Establishing a model of public administration distinct from those of Western countries has been a long standing hope of the Chinese Communist Party (CCP) and Chinese government. Using the Creating a National Healthy City (CNHC) campaign as a case study, this article demonstrates evidence for an emerging authoritarian integrative governance model (AIGM) in China. Given their limited and scattered resources in terms of both bureaucratic structure and geography, local government officials cannot effectively complete the numerous tasks transferred to them from higher‐level government offices. Therefore, relying on an authoritative system to integrate dispersed resources has become a rational solution. The emergence of AIGM is more contingent upon the weighing the political risks that originate from competition between different political ideologies, environmental feedback on the failure or success of solutions to bureaucratic problems are considered less significant, which furthers allow the emergence of AIGM to be an inevitable consequence. The UN Mediation Support Unit (MSU) was created to support peace processes and enable organizational learning. This article analyses the unit through a sociological lens with the aim to understand its present configuration, and what this reveals about the production of knowledge about mediation at the UN. It argues that, because of the constraints imposed by intrastate wars and the existing institutional setting within the Secretariat, the MSU emphasizes generic and depoliticized expertise, by contrast with mediation's traditional reliance on non-transferable skills. This approach, in spite of its pitfalls, enables the unit to justify its own existence and to claim a position of authority within the organization and beyond.  相似文献

The interaction between organizational superiors and their subordinates has a practical implication on the entire organizational life cycle in terms of ethical conduct. This study explores how ethics among public leadership could trickle down on the conduct of public employees by using two empirical cases from developing African countries context. Using the attraction–selection–attrition and social learning models, the study assesses how superiors influence street level bureaucrats' interaction with clients or customers. Drawing from existing cases and other secondary data, we propose a leadership‐ethical diffusion model that argues that subordinates' perception and experience of superiors' behavior tend to create a kind of organizational ‘ethical groupthink’, which spans the rank and file of the organization.
