Youth organizations,citizenship, and guidelines for tourism in the wake of mass tourism in Finland

This paper will study tourism as a site of citizenship formation with a particular focus on the arrangements and lived practices of citizenship in the Finnish Youth Organization and in a sub-section of Northern Ostrobothnian Travel Club between 1965 and 1985. From the perspective of the model of citizenship in Finland, modern mass tourism was not unproblematic and it was uniquely incorporated in the program and activities of the Finnish Youth Organization, underlining the wider social and civic utility of tourism. In this paper, the examination of archive materials from this particular historical period will provide a nuanced understanding of the mutual formation of citizenship and tourism at multiple geographical scales and insight into how the model of citizenship has been of great importance for mobile people in many ways.     

‘The dead are coming’: acts of citizenship at Europe’s borders

This article combines the research agenda of the acts of citizenship literature with reflections on emancipatory theatre. I examine the Centre for Political Beauty’s activity-based artwork ‘The dead are coming’ which problematizes the cruelties of the European border regime in symbolically charged spaces in the German public. Focusing particularly on the roles available to ‘actors’ and ‘spectators’, and the directionality of the message conveyed through the artwork, I examine how the performance subverts the ‘sites’ and ‘scales’ of citizenship. My analysis indicates that the artwork’s subversive potential emerges not only from the political vision conveyed by the artist collective, but also from the way in which others become involved in the performance. Acts of political beauty thus most extensively challenge instituted citizenship’s orientalist anchoring, reverse status-based role allocations and subvert the structural violence of borders when the performance enables the enactment of novel forms of political agency and solidarity.     

Rhetorical citizenship: studying the discursive crafting and enactment of citizenship

This article argues for the relevance of a rhetorical approach to the study of citizenship, proposing the concept of rhetorical citizenship as a term for a fourth dimension of citizenship and as a scholarly approach to the topic in addition to the dimensions of status, rights, and identity commonly recognized in the literature. We show how this view aligns with current views of the multidi Citizenship Studies mensionality of citizenship, explain our use of the term rhetoric, and illustrate the usefulness of a rhetorical approach in two examples. In close textual readings both examples – one vernacular, one elite – are shown to discursively craft and enact different notions of citizenship vis-a-vis the European refugee crisis. We conclude that a rhetorical perspective on public civic discourse is useful in virtue of its close attention to discursive creativity as well as to textual properties that may significantly, but often implicitly, affect citizens’ understanding of their own role in the polity, and further because it recognizes deep differences as inevitable while valorizing discourse across them.     

On the political and democratic preconditions of equal recognition

Alan Patten’s Equal Recognition is a compelling justification of a liberal, procedural conception of recognition. This conception is built upon a convincing conception of moral equality, but it does not offer a full theoretical discussion of recognition. I argue that the liberal recognition provided by Patten is too formal and narrow to address all relevant issues regarding conflicts of recognition in democratic societies. In particular, it does not consider the political and democratic preconditions that should be granted to minority groups or immigrants in order to provide them fair opportunities to effectively (and not only formally) reach equal recognition.     

Organizational Citizenship Levels of Physicians in Public Hospitals

The aim of this study is to define organizational citizenship levels of physicians working in public hospitals. The population of the study consists of the physicians employed in the hospitals run by the Ministry of Health in Istanbul. The Organizational Citizenship Level Scale was used for the collection of data. It was found that the participants’ organizational citizenship levels were the highest in the “conscience” subsection and the lowest in the “praising the organization” subsection. Findings of this study provide clear information for the decision-makers and hospital managers in developing working conditions of physicians in public hospitals.     

Reworking the metabolic rift: La Vía Campesina,agrarian citizenship,and food sovereignty

Amidst increasing concerns about climate change, food shortages, and widespread environmental degradation, a demand is emerging for ways to resolve longstanding social and ecological contradictions present in contemporary capitalist models of production and social organisation. This paper first discusses how agriculture, as the most intensive historical nexus between society and nature, has played a pivotal role in social and ecological change. I explore how agriculture has been integrally associated with successive metabolic ruptures between society and nature, and then argue that these ruptures have not only led to widespread rural dislocation and environmental degradation, but have also disrupted the practice of agrarian citizenship through a series of interlinked and evolving philosophical, ideological, and material conditions. The first section of the paper thus examines the de-linking of agriculture, citizenship, and nature as a result of ongoing cycles of a metabolic rift, as a ‘crucial law of motion’ and central contradiction of changing socio-ecological relations in the countryside. I then argue that new forms of agrarian resistance, exemplified by the contemporary international peasant movement La Vía Campesina's call for food sovereignty, create a potential to reframe and reconstitute an agrarian citizenship that reworks the metabolic rift between society and nature. A food sovereignty model founded on practices of agrarian citizenship and ecologically sustainable local food production is then analysed for its potential to challenge the dominant model of large-scale, capitalist, and export-based agriculture.

中韩关系自建交以来飞速发展,其动力来源于双边层面上两国经贸与人文交流的迅猛发展、半岛层面上双方共识的不断扩大以及地区层面上基于东北亚局势变化两国政府的选择。习近平主席访韩为中韩关系发展提出了新的要求并提供了新的契机。未来中韩关系要想进一步保持发展势头,需要在双边层面上增强沟通与合作,半岛层面上扩大交流与共识以及地区层面共同为东北亚乃至整个亚洲提供有效的公共产品,从而开启中韩互利共赢的新时代。     

亚太新格局及其对两岸关系的影响之研究

自2010年以来,美国在亚太地区加紧展开各方面新的部署,美国的举措对该地区的政治、经济、军事等关系和地区格局影响重大。本文分析了美国推行“亚太再平衡”战略对亚太地区局势产生的影响,提出亚太地区正面临战争与和平、独赢与普赢、猜忌与互信的抉择。文章探讨了亚太新局对两岸关系的影响,认为两岸难以超然于亚太新格局,两岸政治、经济和军事等方面的关系更加复杂化,但在亚太地区新的矛盾冲突中,两岸可以从新的视角谋求共同出路。     

Why University Education Matters: Youth Work and the Australian Experience

In many countries youth work education in the university confronts a precarious future. Paradoxically, this takes place as the labor market is unable to meet demands for qualified practitioners. This article makes a case for further investment in university-based youth work education. While presenting labor demand and supply arguments, we also suggest that a good university education is important for producing graduates capable of becoming experts and good practitioners in the Aristotelian sense of the word. This entails the provision of learning opportunities to attain specialist knowledge, technical expertise and ethical capacities of the kind that distinguish youth work practice from other approaches to work with young people. Such an education also promotes the prospect that practitioners are able to develop a professional habitus that advances youth work as a discrete field of professional practice. While the material used in this article is Australian, we suggest there are sufficient commonalities between the Australian experience and many other countries for the arguments, findings and recommendations made here to have more general applicability.     

La sociedad civil de adentro hacia afuera Comunidad,organización y desafío de la influencia política

Having developed conceptually and analytically civil society as a sociological category (based on a conceptual reflection stemming from a theoretical-epistemological dialogue between the collectivist and liberal perspectives), this article accounts for the implications that allow us to understand the potential of civil society in contributing to democratization. Throughout this work the dynamics that characterize the ambiguous relationship between civil society and community –ambiguous in as much communities with exceptionally strong ties between its members can provide both elements for the strengthening of civil society as well as obstacles to its growth– are analyzed. It is argued that the role of communities in relation to civil society in the social construction and civil strengthening of citizenship will depend on several factors, particularly the mechanisms available to build consensus within the community. The threat stemming from neopluralism as a novel discourse of interest intermediation, both for the community and civil society, is explored. In the final section, the implications of this discourse for democracy are discussed.
