This article examines cross-border integration at the sub-state level in the frame of a European Grouping of Territorial Cooperation (EGTC). The EGTC is a supranational and directly applicable EU legal instrument that regulates the creation of cross-border ‘associations' with legal personality between public authorities. Thus, it represents a policy tool that can have an effect on the institutional frame of cross-border cooperation and potentially enhance cross-border institutional integration at the sub-state level. The aim of this article is to examine the potential effect of this EU instrument on cross-border institutional integration by studying the institutional architecture of selected EGTCs. This is done on the basis of an analytical grid that defines elements of a possible integration process based on an institutional-oriented approach. This analytical grid is applied to four case studies: the Eurométropole Lille-Kortrijk-Tournai, the EGTC Ister-Granum, the Pyrenees-Mediterranean Euroregion and the European Region Tyrol-South Tyrol-Trentino. The empirical analysis shows that despite the considerable improvement of the legal basis for cooperation, the possible effect of the EGTC for further institutional cross-border integration is still rather limited due to a narrow design of institutions and a low level of actor involvement. 相似文献

ABSTRACTUsing an in-depth interview with an Ethiopian returnee who lived abroad for 17 years, this study examined both integration and reintegration experiences. For this returnee, the experience of migration was psychologically costly. Challenges in the host country included acquiring a resident permit, overcoming language barriers, and contending with oppression and marginalization. Being treated unequally was a major push factor for his return to Ethiopia. Despite his relief upon reentering his home country, he faced challenges which made reintegration difficult, including the inefficiency of government offices, lack of a work ethic, time mismanagement, and the unsystematic processes in a developing country. To facilitate integration and reintegration processes, more effective policy responses of both the host and home countries are needed. Developing countries should not miss the opportunity to capitalize on the potential contributions of returnees who are committed to bringing about positive change in their homeland. 相似文献

ABSTRACTGatti, Irazuzta and Martinez address the intercultural public policies implemented in the education system of the Autonomous Region of the Basque Country (Spain). Focusing on the education system allows them to reconstruct the historicity of identity-alterity production in a region in which language has been central for the establishment of ethnic frontiers. More specifically, they examine the implementation of these policies in three pre-school and primary educational institutions in a multicultural neighbourhood of the city of Bilbao. They look at Euskara—the Basque language—as a key element of the us-them distinction. The various education models regarding language and the teaching in/of Euskara or Spanish pave the way for the specialization and spatialization of the schools analysed. ‘Integration’ policies are implemented in ethnically marked schools only, based on a rhetoric of interculturality that assumes that any ‘racial or ethnic discrimination’ can be overcome through knowledge of the Other. Moreover, the assessment of public policies through ‘interculturality figures and best practice’ developed to address the so-called ‘immigration issue’ promotes a protectionist intervention on behalf of the assumed social vulnerabilities of immigrant schoolchildren and their families, which are read as ‘problematic characteristics’. The article argues that, as a result of the approach based on the social conditions of immigrant children and their families in the Basque Country, the race issue evaporates. 相似文献

It is claimed that traditional higher education has become obsolete. It was justified as long as knowledge was concentrated
in the hands of a few experts and in not-easily accessed libraries. However today, the three pillars of higher education -
the production of new knowledge, teaching, and the preservation of knowledge - can easily be and more efficiently replaced
by electronic means. One can learn whatever and wherever one wants. This can make the diffusion of knowledge far more affordable,
more democratic, and less elitist. However, there are a number of social, psychological and societal factors that need to
be taken into consideration, serving as counter-forces to the rush to provide electronic replacements to higher education.
These factors cast strong doubts on the true value and efficacy of virtual higher education. The solution may lie neither
in the wholesale abolishment of institutions of higher education nor in ignoring the opportunities afforded by novel information
technologies, but rather in pursuing differentiation between virtual universities and regular ones such that each will excel
in its own way. Similarly, we will have to think of differentiation within our institutions so that we come to harvest the
new technological opportunities to improve existing higher education.

What distinguishes this contract is the nature of the right delegated to the agent: The capacity to make law gives the opportunity to take advantage of the incompleteness of the constitutional contract. The agency relationship may be loosened or even reversed. 我国的预审制度起源于1931年12月中华苏维埃共和国临时中央政府颁布的训令,立法于1979年7月我国颁布的第一部《刑事诉讼法》中,它在公安机关办理刑事案件中发挥了重要作用。1997年6月公安部作出侦审合一的刑侦体制改革,但目前侦审合一呈现多元化的格局,它既有改革相配套的制度和措施跟不上的原因,又有侦查人员破案任务重和素质能力弱,无法适应改革要求的原因。未来的预审工作,除了允许侦审合一的多种形式存在外,应当继续推进侦审合一;提高现有侦查人员侦查、预审素质;实行受过专门训练的公安、政法院校侦查学专业或者相近专业毕业的学生准入侦查部门的制度。 相似文献
