Alignment Cooperation and Regional Security Architecture in the Indo-Pacific

ABSTRACT

Although the US-led system of formal alliances remains the main pillar of the regional security architecture in Asia, alignment cooperation – centred on the Indo-Pacific maritime conceptualisation of the region – has been on the rise. This includes informal bilateral and minilateral agreements for security collaboration between regional and extra-regional US treaty allies or close security partners, notably Japan, Australia, India, the United Kingdom and France. While the various alignments complement and address the deficiencies of the formal US-led alliances, the functional and informal characteristics of alignments allow countries to pursue security cooperation both in conjunction with the United States and independently of it. This leads to a more fluid security architecture that increasingly reflects the diversity of emerging regional ‘architects’, among which Japan is assuming a leading role, as much as the region’s array of new security challenges.

Heritage,semiotics and innovations: architectural space,object-designs,meanings and implications in sustainable development

When matters of sustainable development and innovation are on the table for discussion in Africa, culture is often sidelined. Designs, shapes and sizes of new technological innovations need to integrate African aesthetes as a way to uphold the culture of people represented who often utilize or benefit from the inventions or constructions. Artefactual materials or objects (such as buildings) should appeal to the people of Africa and solve their daily challenges. Using semiotics, this paper cautions innovators, planners, thinkers and producers of “modern” residential homes; that these, as material objects, have other roles they play. Dwellings assume the heritage of a people far removed from the traditionally thought spaces and objects such as drums, museums, songs, literary texts, pieces of cloth and so on. As such, planners have a mandate to deliberately uphold their people’s cultural sensitivity if sustainable development is to mean in Zimbabwe and Africa in general.     

‘Not Welcome at the Holiday Inn’: How a Sarajevan Hotel Influenced Geo-politics

ABSTRACT

During the reporting of the 1992–95 Bosnian War, the bright yellow Holiday Inn played host to many of the most renowned characters involved in documenting, resolving and perpetuating the conflict. It provided the visual background for numerous television broadcasts, provided the infrastructure to send the reports around the world via satellite and created the environment to negotiate agreements and hold conferences and briefings. But the building has never been regarded as anything more than a neutral or slightly bizarre backdrop to the events that took place there before, during and after the conflict. Closer examination reveals three ways in which the hotel needs to be considered as co-constitutive of the conflict: (1) in the conflict geography and conflict epistemology; (2) in the forging of a common international subjectivity; and (3) as a material, symbolic and informational resource. Taken together, this also contributes to considerations of how the built environment is an integral part of understandings of contemporary conflict.     

亚太地区安全架构:目标、条件与构想

中国领导人指出,"亚太地区经济合作架构众多,建立一个符合地区实际、满足各方需要的区域安全架构势在必行。"中国应当抓住目前的战略机遇,本着"主动谋划、积极进取"的精神,在亚太地区安全问题上扮演"概念设置国""议程设置国"的角色,在适当时机提出建立亚太区域安全架构的倡议。中国倡导并参与亚太安全架构的建设,有助于达到以下目标:整合并超越现有的地区安全机制;进一步发挥中国在整个亚太地区事务中的引领作用,同时推进"打造周边命运共同体"和"构建中关新型大国关系"两大目标;缓解中国在本地区的安全压力,冲淡美国的亚太安全同盟体系并最终使其转型;保障和促进"一带一路"建设;加强中国在亚太安全事务中的规则制订权;引导国内外舆论和公众正确理解新时期的国家安全观和国际合作观。中国以外的任何一个国家在近期内都不大可能主动提出关于亚太安全架构的倡议,而中国正式提出这一倡议的时机亦不成熟,拟首先明确自己的战略目标,厘清战略思路。
