Abstract: Immature blow flies (Calliphoridae) are typically the first colonizers of cadavers. Identification of the early instars using traditional, morphology‐based keys is difficult because of their small size, similarity, and simplicity in external morphology. Information derived from molecular genetic data would augment the accurate identification of immature flies. Nine species of blow flies commonly found in southeastern Nebraska were used to examine the utility of molecular‐based keys. Polymerase chain reaction–restriction fragment length polymorphisms (PCR–RFLP) were investigated with 10 common, inexpensive, restriction enzymes from an amplicon of approximately 1500 bp spanning the mitochondrial cytochrome oxidase I gene. A simple molecular taxonomic key, comprising RFLP from the restriction enzymes HinfI and DraI, enabled the differentiation of all species used. Further development of PCR–RFLP, including more extensive and intensive examination of blow flies, would benefit forensic laboratories in the accurate identification of evidence consisting of immature blow flies.  相似文献

There has been substantial reform of public bodies since the Coalition government was formed in 2010. But although numbers have been reduced, there has been no attempt to address the confused landscape—indeed, departments have interpreted criteria for what should be put at arm's length in different ways, introducing further complexity. A clearer link between function and form is needed. This would help address some of the blurred lines over accountability that we have seen in the recent rows over Ofsted and the Environment Agency.  相似文献

Researchers have increasingly paid attention to the impact that the administrative component of elections has on voter behavior. Existing research has focused almost exclusively on the effect that legal changes--such as voter identification laws--have on turnout. This paper extends our understanding of the electoral process by exploring how one aspect of the precinct experience--standing in line to vote--can shape the turnout behavior of voters in subsequent elections. I demonstrate that for every additional hour a voter waits in line to vote, their probability of voting in the subsequent election drops by 1 percentage point. To arrive at these estimates, I analyze vote history files using a combination of exact matching and placebo tests to test the identification assumptions. I then leverage an unusual institutional arrangement in the City of Boston and longitudinal data from Florida to show that the result also holds at the precinct level. The findings in this paper have important policy implications for administrative changes that may impact line length, such as voter identification requirements and precinct consolidation. They also suggest that racial asymmetries in precinct wait times contribute to the gap in turnout rates between white and non-white voters.  相似文献

Abstract: South East Asian countries are known for illegal poaching and trade of crocodiles clandestinely, to be used in skin, medicinal, and cosmetic industries. Besides crocodiles being listed in the Convention on International Trade in Endangered Species of Wild Fauna and Flora, India has its Wildlife Protection Act, 1972 for conservation of crocodile species. Hitherto, lack of any rapid and reliable technique for examinations of crocodile‐based crime exhibits such as skin, bones, etc. has been a major problem for an effective promulgation of law on illegal trade. DNA‐based identification of species using PCR‐RFLP technique for an apt identification of all the three Indian crocodile species namely, Crocodylus porosus, Crocodylus palustris and Gavialis gangeticus is presented here. A 628 bp segment of cytochrome b gene was amplified using novel primers followed by restriction digestion with three enzymes i.e., HaeIII, MboI, and MwoI, separately and in combination. The technique has produced a species‐specific pattern for identifying the three crocodile species individually, which fulfills the requirement for its forensic application. It is expected that the technique will prove handy in identification of all the three Indian crocodile species and strengthen conservation efforts.  相似文献

目前,我国驰名商标的认定实行行政认定与司法认定并行的双轨制。由于驰名商标司法认定制度才初步建立,在司法实践中存在不少问题。这些问题的存在导致很多企业对通过司法程序认定驰名商标趋之若鹜,并产生不良的社会效应。要解决这一问题,最主要的办法是完善驰名商标司法认定的主体资格。具体措施包括取消基层法院认定驰名商标的资格,实行驰名商标司法认定异地管辖制度,实行驰名商标司法认定“核准”制度。  相似文献

ABSTRACT

In this paper, we discuss the state of the art on the creation of arm’s length bodies (ALBs) by local governments. We make three main contributions. First, there are many different types of ALBs and each country has its own categories; an expert survey was held identifying three common types of body, to enable future comparative research. Second, we point out that the creation of ALBs has led to a number of new challenges for local governments, particularly regarding governing bodies at arm’s length to ensure ALBs’ good performance. A lack of capacity and information have to be countered, for example, by increased monitoring – also for democratic accountability purposes. Special attention is needed for the multiple principal problem that arises when local governments jointly create ALBs. Third, research into local ALBs is still in its early stages. We present a research agenda to develop knowledge on the topic.  相似文献

This essay argues for the centrality of the study of paradoxes of particularity and universality in the interface between law and politics in modernity. Particularly, in order to understand the process of constitution of a political collective and the role of supernumerary elements that re-enter a constituted legal-political system. After introducing the question of paradoxes or antinomies in the relation between law and politics in modernity, the essay engages with current understandings of exceptionalism and the possibility of a leftist or ‘real’ suspension of the law. In order to do so, this essay makes full use of certain theoretical tools developed in anthropological accounts of political and legal processes, and current French-oriented and Latin American political philosophy.  相似文献

This article argues that the empowerment of election officials and executives is usually overlooked, understated or simply ignored; yet elections cannot be conducted without plans in place to improve their efficiency and effectiveness; especially through training. As one of the foremost mechanisms for improving elections, training is crucial to organisational performance enhancement. However, training for election officials and executives is fairly new in many African countries. Generally incorporated in generic university or vocational institute courses globally, training is usually offered as a special tailor-made module for polling officials in western countries. Even then, it rarely covers the severe conditions election officials regularly face, especially in Africa. This article examines these issues based on a review of the extant literature, conceptual and theoretical reflection on election management, and practical interaction with some election authorities who participated as trainees in the Unisa Management of Democratic Elections in Africa (MDEA) course (2012–2014). The article concludes that the training of election officials and executives poses challenges for Africa; partly because some election management bodies (EMBs) prefer to “strain” rather than effectively train their members to ensure sustainable performance, and partly because others prefer short-term irrelevant training that undermines their organisational goals. These hurdles need to be overcome if Africa is to address its election-related challenges.  相似文献

An organization had approved the sample of writing paper, and accordingly the supplier had to execute the supply. The supply received was suspected to be of different quality from approved one. The organization sent the samples for comparison to the Forensic Science Laboratory. Both the approved and supplied samples were compared using Tensile Testing Method with the Material Testing Machine and Fluorescence and spectral analysis using the Video Spectral Comparator (VSC2000). The difference between the mean loads at peak before rupture in the tensile testing mode for the two samples was about 33%. The two samples differed significantly in terms of UV fluorescence, and there was about 5% average difference in the percentage of maximum reflected intensity in the wavelength region of 400-900 nm. It has been observed in this study that these two methods can adequately distinguish paper samples of different origin.  相似文献
