社会保障权的宪法思考

社会保障权是公民在年老、疾病或者丧失劳动能力的情况下,国家和社会给予物质帮助的权利.社会保障权既是社会权利、经济权利,更是宪法权利、基本权利.确立社会保障权的宪法地位对于发挥其保障作用尤为关键.     

Prison officers in Poland: A profession in historical perspective

This study concentrates on the changing nature of the prison officer profession in Poland as the country developed from a Stalinist satellite to a liberal democracy and member of the European Union. Drawing on a range of archival materials, the study also aims to demonstrate how a social institution is shaped by political forces. The analysis supports two theses. Firstly, because for two generations the prison system was deployed ‘against the people’, it is unsurprising that Polish citizens view prison officers in a negative light. Secondly, if prison staff wants to be recognised as professionals devoted to a decent and worthy task, they are likely need to deploy imaginative public relations.     

The promotion of peace education through guides in peace museums. A case study of the Kyoto Museum for World Peace,Ritsumeikan University

This paper focuses on how peace education at a peace museum is promoted by a volunteer guide service for visitors. Peace museums are places where many materials related to war and peace history are on display. To support the learning experience of museum visitors, many peace museums in Japan provide a volunteer guide service. The Kyoto Museum for World Peace, Ritsumeikan University, started such a service more than 20 years ago. A citizens’ group, called Friends for Peace, is in charge of the museum guide activities in cooperation with the museum. This article explains the purposes and nature of the service, and also reports on a survey of similar services offered by other peace museums in Japan.     

Effects on Knowledge of Nudging Citizens with Information

Nudging is a policy instrument that can affect citizen behavior, often by providing information. We argue that nudging can also affect citizens’ knowledge, which can become the basis for future choices. In this manner, providing information can make the nudging initiative stick. We test the effect of an information treatment on three types of knowledge in a field experiment. The treatment consists of information on reading strategies designed to nudge parents to read with their children, randomly assigned to 1438 families. We show how nudging by providing information does in fact increase parents’ knowledge, irrespective of socio-economic background.     

Public service ethics,values and spirituality in developing and transitional countries: Challenges and opportunities

Concerns over the unethical conduct of leaders and public officials have led to the renaissance of interest in public service ethics and values. Although national and organizational systems and structures have been instituted to either eradicate or ameliorate unethical behaviours in the public service of countries, the practice still persists with devastating consequences. As one way forward, spirituality has been touted as having the potential of stimulating the moral thoughts of individuals who are dealing with ethical issues, thereby reducing unethical behaviour and generating positive organizational behaviour. Drawing from the perspectives of developing and transitional countries, this special issue empirically examines the extent to which ethics, values and spirituality can reduce unethical behaviours.     

多元主体视角下社区居家养老服务路径探索

在中国深度老龄化社会加速到来之际,社区居家养老模式的作用日益凸显。文章依据多元福利主义关于多元主体功能分担的原理,分析了中国社区居家养老服务多元主体（政府-社会-市场-家庭）之间功能冲突的现状。基于此,从多元主体责任分担的视角构建了四主体相互依赖的发展路径：要求政府在养老服务市场的引导中做到放权不越位,充分发挥社会组织的专业特长,坚持市场在服务配置中的基础性作用,培育老年人及其家庭的主动消费意识。总之,四主体良性互动和分担的居家养老服务市场的培育有赖于服务需求分级分类管理和充分竞争的养老服务市场的培育。     

Public Service Motivation Scholarship in Africa: A Systematic Review and Research Agenda

Although several literature reviews have been published on public service motivation (PSM), none of them focused solely on Africa. Adopting a systematic review of the literature, we analyse articles on PSM scholarship in Africa published between 2005 and 2017. We found that authors in African PSM is consistently increasing with their research published in highly ranked peer-reviewed journals. The antecedents and consequences of African PSM are similar to those of Western countries. Finally, respondents of African PSM scholarship are skewed towards “managerist” and students’ perspective. We proposed agenda for African PSM research with four key interest areas.

科学的评价体系是数字档案馆档案信息服务质量评价顺利进行的前提。层次分析法为准确确定评价指标及权重提供了有效工具。文章运用层次分析法确定了数字档案馆档案信息服务质量的评价指标体系,为合理评价数字档案馆的档案信息服务质量奠定了基础。     

城市积水考问政府公共服务能力

城市积水处理是城市基础设施建设的一部分,也是政府公共服务的一部分,更是对政府提供公共服务的能力和水平的考问和检验,面对严竣的积水现状,我国政府唯有强化公共服务能力,完善公共服务体系,才是治理之道。
