‘Results’, ‘value for money’, ‘effectiveness’ and similar buzzwords have become commonplace in development cooperation and peace building. The use of technical instruments such as project cycle management and evaluations is hardly questioned anymore: these are presented as a minor shift of focus to make current practice more effective. This paper argues that there is far more to this shift: a machinery of practices and institutions has been installed that removes political questions on development or peace from the political realm and places them under the rule of technical experts. Drawing on a Foucauldian understanding of discourse analysis, the paper analyses how this machinery prioritises gradual reform, subjugates other approaches to societal change and reproduces power/knowledge networks in both the global South and North. Based on ethnographic field research in Myanmar, it also explores discursive strategies of local actors and assesses how they are aiming to create spaces to challenge this machinery. 相似文献

There is such a rekindled interest in public diplomacy (PD) that elevates it to the status of a catchword among diplomacy practitioners. Yet mainstream literature in international relations has predominantly focused on PD in Western democracies, and to a lesser extent, in other emerging powers like China and India. To enrich the current scholarship on PD, this article analyzes the PD practice by Vietnam. This authoritarian state's distinctive political system has resulted in three defining characteristics of its rudimentary PD, namely, the domestication of PD, extensive interference of propaganda, and far‐reaching control of the state. Since PD is domesticated, it has been utilized as part of the package solution to strengthening the regime's legitimacy. Therefore, as underdeveloped as it is in its state of affairs, the practice is more relevant to Vietnam than ever, considering the regime is facing both external and domestic pressure that warrants better coping mechanism. 相似文献

Since the 2007 federal election, the Australian government has implemented a plethora of new programs, many with dual economic and social objectives. A significant number of these initiatives have not only proved unsuccessful, but have also been criticized for their implementation and subsequent administration. This paper examines the Building Education Revolution Program, which commenced in 2009 with the objective of stimulating employment growth and improving school infrastructure, through the analytical prism of the government failure paradigm as well as the literature on “hollowing out” and decentralization. Abstract The present study examined the behavioural differences in sexual assault offences in relation to the offender–victim relationship (stranger versus non-stranger). These differences were examined specifically in the context of four interpersonal themes of interaction: dominance, submission, hostility and cooperation. The details of 100 sexual offence cases (50 stranger and 50 non-stranger) were content-analysed, generating 58 dichotomous variables, covering offender and victim behaviour during the offence. χ2 tests comparing the two samples found that offenders who were strangers to their victims were more likely than non-stranger offenders to display behaviours that indicate a hostile, violent offence style. In contrast, those offenders who knew their victims were more likely than strangers to display a less violent and more personal, compliance-gaining offence style. These findings are discussed in terms of their implications for offender rehabilitation and victim support. 相似文献

Abstract This article examines the extent to which the development of multilateral institutions in the Asia‐Pacific region may be viewed as an exercise in identity‐building. It argues that institution‐building in this region is more of a ‘process‐orientated’ phenomenon, rather than simply being an outcome of structural changes in the international system (such as the decline of American hegemony). The process combines universal principles of multilateralism with some of the relatively distinct modes of socialization prevailing in the region. Crucial to the process have been the adaptation of four ideas: ‘cooperative security’, ‘open regionalism’, ‘soft regionalism’, and ‘flexible consensus’. The construction of a regional identity, which may be termed the ‘Asia‐Pacific Way’ has also been facilitated by the avoidance of institutional grand designs and the adoption of a consensual and cautious approach extrapolated from the ‘ASEAN Way’. The final section of the article examines the limitations and dangers of the Asia‐Pacific Way. It concludes with the assertion that while the Asia‐Pacific Way is an over‐generalised, instrumental, and pragmatic approach to regional cooperation, and there remain significant barriers to the development of a collective regional identity that is constitutive of the interests of the actors, it has helped introduce the concept and practice of multilateralism into a previously sceptical region and might have ‘bought’ enough time and space for regional actors to adapt to the demands of multilateralism. 相似文献

2012年3月14日修改的《刑事诉讼法》对人们关注的看守所问题予以回应,条文中十次出现"看守所"。从新《刑事诉讼法》规定来看,看守所应当视为刑事诉讼法律关系主体,依法享有独立的诉讼地位。其所展示的看守所的诉讼职能可以归结为两个方面,一是未决羁押的执行职能,二是部分刑罚的执行职能。现行看守所事实上隶属于同级公安机关,应当重置看守所管理体制,保证看守所中立。 相似文献
