Kenya’s state discourse on terrorism and counterterrorism securitises Somali refugees and refugee camps. Using the securitisation theory, a perspective of social constructivism as a theoretical framework, the article attempts to establish the relationship between the securitisation of Somali refugees and refugee camps and refoulement as a measure to counter the securitisation. The arguments raised are the speech acts of Kenya’s securitising actors expressed in the terrorism discourse present Somali refugees and refugee camps as existential threats to peace and security in the country. Consequently, their speech acts expressed in the counterterrorism discourse present non-refoulement of the refugees as an existential threat to national security so as to justify, to the targeted audience, the adoption of refoulement, a norm-violating measure, to counter the fear of the threat of terrorism from Somali refugees and refugee camps. Terrorism and counterterrorism in Kenya have, therefore, been “Somalinised”. The conclusion offers ways of preventing the “Somalinisation” of terrorism and counterterrorism in Kenya. 相似文献

This article discusses The Language of the Listening Body, a collaborative creative project between choreographer Hope Mohr and composer Michelle Nagai exploring an active listening and moving practice in the urban environment of New York City. Mohr discusses listening and moving practices in the studio and in ‘soundwalks’—walking meditations where participants are encouraged to maintain a high level of sonic awareness. The article discusses discoveries and questions that arose during a creative process with a focus on: (1) the relationship between listening-based movement research and public soundwalks, and (2) the unique issues involved in environmentally based creative process and performance. 相似文献

Since the closure of the Red Cross refugee reception centre in Sangatte, undocumented migrants in Calais hoping to cross the border to Britain have been forced to take refuge in a number of squatted migrant camps, locally known by all as ‘the jungles.’ Unauthorised shanty-like residences built by the migrants themselves, living conditions in the camps are very poor. In June 2009, European ‘noborder’ activists set up a week-long protest camp in the area with the intention of confronting the authorities over their treatment of undocumented migrants. In this article, we analyse the June 2009 noborder camp as an instance of ‘immigrant protest.’ Drawing on ethnographic materials and Jacques Rancière's work on politics and aesthetics, we construct a typology of forms of border control through which to analyse the different ways in which the politics of the noborder camp were staged, performed and policed. Developing a critique of policing practices which threatened to make immigrant protest ‘impossible’, we highlight moments of protest which, through the affirmation of an ‘axiomatic’ equality, disrupted and disarticulated the borders between citizens and non-citizens, the political and non-political. 相似文献

Buufis amongst Somalis in Dadaab: the Transnational and Historical Logics behind Resettlement Dreams
The Somali word buufis is commonly used in the Kenyan refugeecamps of Dadaab, referring to a person's dream of resettlement.It is an ambiguous phenomenon, bringing hope and remittancesinto the camps but also removing investments from the regionand, when the dream cannot be reached, sometimes having adversepsychological effects. Buufis is triggered by the fact that,due to transnational flows of remittances and information, refugeesin remote camps like Dadaab can compare their lives in the campsto those of others elsewhere. This illustrates how the opportunities,constraints, hopes and dreams that refugees experience locallyare often determined by transnational factors. Whereas the resettlementdreams analysed in this article are thus likely to occur inother contexts as well, it is argued that they are more intenseand elaborate amongst refugee communities with a strong cultureof migration, like the Somalis. 相似文献

Refugee camps are frequently perceived as spaces of emergency and exception. However, they are also spaces where millions of people live their everyday lives, sometimes for extended periods of time. As such, refugee camps are political spaces where struggles over the right to influence life in the camps and shape how they are governed are continuously ongoing. In this context, what are the opportunities for political participation for refugees living in camps? How and to what extent are refugees able to carve out political space where they can engage with and affect their lives and their situations? This paper addresses these questions through an analysis of refugee camps in Thailand. Drawing on Foucauldian analytics, the analysis demonstrates how key strategies employed to govern refugees, namely spatial confinement and development interventions are also creatively subverted by refugees and appropriated as bases for resistance and political mobilization. The article provides new insights into the relationship between power and resistance, demonstrating how specific technologies of governance create opportunities for subversion, reinterpretation, and appropriation. 相似文献

During the years of 1955–1969, the Xingkaihu labor camp in China’s northeastern borderland of Heilongjiang Province detained
large numbers of social undesirables, a considerable portion being charged with political offenses. The authorities used them
as forced laborers for land reclamation and other projects in conjunction with “ideological remolding.” This research examines
the experiences of intellectual political inmates in Xingkaihu. They suffered physically and psychologically. Their attempts
to redeem themselves exacerbated their misfortune and came to define one aspect of the tragedy of intellectuals in Mao’s China.
I also outline the development of Xingkaihu, its managerial features, and the camp authority’s alleged efforts to remold the
inmates ideologically through combined use of indoctrination, manipulation, intimidation and coercion.

Theorists have argued that the “attempt to comprehend” the genocidal event represented by Auschwitz has “defeated the intellects of countless men and women”. Memorials at Auschwitz and other concentration camps such as Dachau and Buchenwald, and to a certain extent those outside of Europe, such as Tuol Sleng and Choeung Ek in Cambodia, are attempts to call attention to these atrocities in the hope of preventing the repetition of their like. Yet these projects, like all historical monuments and memorials, face the problem of a certain coldness and indifference caused by historical distance, consumerist culture and the seemingly abstract nature of historical images and documents. Concentration camp memorials are not entirely immune from these problems. However, in their use of an embodied semiotics invoking the visitor’s own body as a direct participant in immersive environments, sensory surfaces and displays, these memorials engage – not unproblematically – in a project to realize this history in visceral and concrete ways. This paper examines the semiotic strategies of the concentration camp as a technique of “embodying” suffering that is intended to counter the dissipation of affect in a media-saturated consumerist era. 相似文献

With an estimated 30 protracted refugee situations around the globe, the number of refugees finding themselves in prolonged displacement is alarming. While demarcated refugee camps are a visible component of this phenomenon, the link between protracted displacement and increased risks of human trafficking is much less evident. Within refugee camps, the lack of law and order or police protection along with the presence of large numbers of helpless people create a pool of readily available supply for those who want to exploit them. This account will discuss the conditions of displacement that contribute to human trafficking risks, particularly as they relate to the protracted refugee situation of Burmese in Thailand. The case study will be followed by a number of policy and practice recommendations for the reduction of these risks. 相似文献

Abstract Doris Layton MacKenzie came into the field of criminal justice and criminology in her thirties, balancing the dual tasks of motherhood and scholarship successfully. After completing her Doctoral work in Psychology at Pennsylvania State University, MacKenzie accepted her first academic position at Louisiana State University. There she began what has become the most comprehensive body of work to date on the study of boot camps. Now a full professor in the Department of Criminology and Criminal Justice at the University of Maryland, MacKenzie continues her work in discovering what works and what doesn't work in corrections, and is a strong advocate for field research that generates real, practical applications for public safety and crime control. Building on her PhD research in psychology, Doris Layton MacKenzie has focused her career on offender behavior and what can be done to change that behavior. This article profiles the life of Doris Layton MacKenzie: her childhood years; her education; and her professional work to today, when she continues to serve as an inspiration to her students and colleagues as a scientist and human being. 相似文献

ABSTRACTThis paper examines the role that Pentecostalism plays in stimulating entrepreneurial spirit and innovation in Ghana. The study adopts an ethnographic approach, and focuses on the Goka Prayer Camp of the Church of Pentecost in the Jaman North District of the Brong Ahafo Region of Ghana. It is grounded in Weber’s theory of religion as a catalyst for the development of capitalist societies and focuses of religious doctrines, leadership, and institutional networks. Key findings indicate that there is a nexus between Pentecostalism and entrepreneurship development in Ghana. The study showed that Pentecostalism encourages self-determination, self-reliance, and entrepreneurship initiatives among believers due to its prosperity doctrine which states that because believers share in the victory of Jesus Christ over sin, poverty and suffering, they are destined to prosper once they have embraced the faith, maintained strict moral discipline and paid tithe. In addition, Pentecostalism is seen to provide spiritual backing for entrepreneurship by freeing people from ancient superstitious beliefs, and fears that they will be accused of witchcraft, victimised, or die once they become successful. Moreover, the explicit engagement of Pentecostal leaders in the pursuit of material wellbeing sets the pace for members to follow. However, in spite of the role of this strand of Christianity in motivating individuals to engage in entrepreneurial activities, we found that they provide weak networks and institutional support, apart from those in the spiritual domain, to facilitate entrepreneurship development among members. It is rather members of the top hierarchy that appear to benefit from these social networks. 相似文献
