The radical political and economic reforms sweeping through former socialist countries during the last several decades have facilitated economic growth and urbanization. During this period of market reform and urbanization, citizen participation is greatly needed yet easily lost to other priorities. We employ stakeholder theory to examine whether citizen participation differs between large and small cities and between the poor and non‐poor people in Vietnam. Using data from a sample of citizens in five centrally managed cities, we found that citizens in large cities and citizens that belong to “unofficially poor” groups participate less. For policy makers, this implies that citizen participation should be of central importance in the management of current cities' expansions. In addition, the categorization of “poor households” needs to be closely monitored to minimize the risk of de facto poor households being excluded from the group. 由于2012年的《民事诉讼法》限制委托代理人范围的规定,导致超出该范围的委托成为"违法公民代理"。在否定委托行为法律效力时,基于委托代理制度的功能及程序安定要求等多种因素考虑,应当肯定后续诉讼行为的效力。为防止"违法公民代理"发生,应对判断委托代理人资格至关重要的"近亲属"标准予以明确化,并通过配套机制,促使相关人员配合法院完成对委托代理人资格的审查。  相似文献

改革开放以来,中国开始了由计划经济向市场经济的转型,但是转型进程中,我们发现,政治国家的力量大大超越了公民社会的力量,公民社会一直被政治国家所湮没,因此,如何构建一个成熟的公民社会就成为当代中国社会转型的轴心,并将影响着中国现代化的进程与前景。本文基于当代中国公民社会现状提出:建构一个成熟的公民社会是中国社会转型的必由之路,而在当代中国公民社会的构建进程中,市场经济的建立和完善是基础,现代公司的塑造是核心,社会组织的发展是关键,宪政民主制度的确立是保障。  相似文献

This paper investigates how casting a winning or losing vote affects perceptions of external efficacy across varying conditions of electoral disproportionality. I find that as a political system's electoral mechanisms become more disproportional—that is, when institutional rules produce an increasingly unequal ratio of votes cast to the percentage of seats won—individuals who voted for losing parties become significantly less efficacious than their winning counterparts. Under these conditions, electoral winners are more likely to perceive that it matters what party is elected, while losers' attitudes about the meaningfulness of electoral representation sour. However, when disproportionality is minimal, no significant difference between winners' and losers' perceptions of external efficacy is observed, suggesting that the winner-loser framework has context-specific utility. I conclude with a brief discussion of the implications of these findings.  相似文献

Many Western-style democracies have witnessed a general shift in the distribution of crime prevention responsibility, away from the state and increasingly to citizens themselves. Civil society is today more and more often called upon as an additional policing resource. This article explores the phenomenon of voluntary citizen participation in policing in Sweden, based on an analysis of 9280 news-media articles. One state-sanctioned (the Volunteers of the Police) and one autonomous civic (Missing People Sweden) initiative were examined, from their respective start until 2017, to understand the role played by police–citizen partnerships in the establishment and legitimation of voluntary policing forms in Sweden. A high degree of integration between police and volunteer work was found, enabling not only effective citizen participation, but also having an influence on police operations. The more effective and publicly visible the voluntary policing bodies were, the more pressure there was on the police to defend its legitimacy, ally itself with the volunteers and regulate the latter’s activities while holding them responsible for their actions. Arguably, however, with the police–citizen relationship being one of integration and mutual dependence, the division of labour and the accountability of both parties risk becoming blurred or even confused.  相似文献

将 4 7只 2 8日龄SPF鸡分为 4组 ,第 1~ 3组为试验组 ,每组 12只 ,分别肌肉注射禽流感H9亚型灭活油乳剂疫苗 0 .1、0 .3、0 .5mL/只 ,第 4组 11只为对照组。各组鸡在免疫后 1、2、3周采血 ,测定H9抗体水平 ;在免疫后 3周用 1∶10稀释的AIV H9N2攻毒 ,0 .2mL/只。攻毒后第2、3、4周继续测定H9抗体水平 ,观察了疫苗对鸡的保护效果。结果显示 ,0 .5mL/只剂量的免疫效果比 0 .1mL/只和 0 .3mL/只剂量的免疫效果好 ;攻毒用的AIV H9N2的致病力低 ,对所有试验鸡均不致死。  相似文献
