The Piper Played to Us All: Orchestrating the Cultural Cold War in the USA, Europe, and Latin America

Review of a recent book on the Congress for Cultural Freedom by British author and documentary filmmaker Frances Stono Saunders, Who Paid the Piper? The CIA and the Cultural Cold War (London: Granta, 1999), leads into an examination of the cold war ideological contest in the United States, Europe, and Latin America. Particular attention is given to the Americas and U.S. efforts to manipulate the social sciences as instruments of hemispheric control. Saunder's book is compared and contrasted to other works on the cultural cold war, while extensive references are provided for further reading and research.     

Committee Parliamentary Specialization Index. Explaining MPs’ specialisation in the Spanish Congreso de los Diputados*

ABSTRACT

Nowadays legislatures are largely based on committee systems. This enables a division of work and specialisation, in the context of highly complex politics and policy development. It seems clear that MP specialisation in the field of the committee they serve on is an important political asset, both for MPs and their parliamentary party group. This paper presents the Committee Parliamentary Specialization Index. This index measures the degree an MP is specialised in the jurisdiction of the committee they serve on. In the second part of the paper, the index is applied to the Spanish Congreso de los Diputados, an interesting case for testing this multi-faceted index, to find institutional, political and individual factors that better explain the degree of MP specialisation.     

From Sarmiento to Borges: The Construction of an Intellectual Lineage in the Magazine Punto de vista under the Argentine Dictatorship

This article analyses the revision of the Argentine intellectual tradition demonstrated in the magazine Punto de vista throughout its first nineteen issues, published during the last Argentine dictatorship (1976–1983). From Sarmiento and the generation of 1837 to Borges and the Sur generation, the reassessment of Argentine intellectuals' legacies set out by editors of Punto de vista was an explicit attempt to insert the magazine into a recognised intellectual lineage. At the same time, it responded to a search for identity prompted by the critical and repressive context in which the magazine was first published.     

Religion and the dualism of the social condition in Durkheim and Bataille

One important legacy of the Collège de sociologie is its development of certain Durkheimian themes, particularly those concerning religion. Both Durkheim and Bataille sought to understand religion and the sacred not as mere cultural phenomena but as defining features of personal, social and economic life. The members of the Collège, and especially Bataille, sought to subject both society and sociology to a radical form of interrogation. Like Durkheim, if in different ways, they sought to situate and address the commitments of social inquiry at the centre of their work rather than at its margins. This article suggests how Bataille can be said to have adopted and radicalized a Durkheimian emphasis on a dualism central to both personhood and society, while rejecting a Durkheimian faith in an evolving sociological enlightenment.     

La sumisión del poder público al derecho en el civil law y en el common law: estado de derecho,rule of law y su expansión al ámbito internacional

Generally regarded as synonyms, the Rule of Law and the Rechsstaat are different. There are between the two legal institutions substantial differences that we must distinguish rigorously. The idea of the public power submission to the law —expressed through both theoretical constructions— has gone beyond the State borders and, progressively, made its way into international scenario. For some authors, the root for the application of the principle of the Rule of Law to interstate relationships, within international society, could date back to the XVIII century. However, it was until a few years ago that the Rule of Law analysis, from a sttrictly international point of view, started to take off. In this article the author analyzes the differences between the Rechsstaat and the Rule of Law in order to study the extension of these conceptions and how it could be applied to highlight the preeminence of law at international level.     

Pacifying and integrating the favelas of Rio de Janeiro An evaluation of the impact of the UPP program on favela residents

In 2008, to curb the violence in the city and in preparation for its bid to host the World Cup and the Olympic Games, Rio de Janeiro installed the “Unidades de Policia Pacificadora” (UPP) program. The aim of this program is to increase security by restoring state control in the favelas and by integrating the favelas and their residents into the formal city. Based on an extensive literature review and 30 (in-depth) interviews with key stakeholders, including favela residents, this article evaluates the extent to which the UPP program has reached its goals 5 years after it was introduced. It concludes that the UPP program has deeply impacted the lives of favela residents. Fewer incidents of lethal violence have been registered. At the same time, residents generally feel safer, and pacified favelas have been integrated to some extent in the formal city. But these achievements have – literally – come at a price. Baile funk has left the favelas and the increased costs for public services and housing have compelled some residents to move to marginalized parts of the city.

One asks oneself vigorously about the conditions of the construction of knowledge relative to the African continent as well as to its way of thinking. The influence of V.Y. Mudimbe in this regard is immense. The major categories of anthropology are examined, even called into question, and most notably the ethnic groups. As pertinent as they may be, these analyses return to the library and to the system of representation that the continent invents and raise it to a paradigm of difference par excellence. It is important, beyond the scholarly discourse, to take a look at the relationship of ordinary people with libraries. Broadcasters, for example, comment candidly on the work of one artist-musician or another. Appropriation implies the related right: “droit d'auteur(e)”, copyright or “Urheberrecht”. Anyone who fails to comply becomes a pirate. What, therefore, is the meaning of to modernise the author, the work, the copyright or the pirate not in language inherited from Western law but in that of the citizen or the average villager?     

Social Change and Class Formation in a French West African State

This article focuses on migrant children in West Africa in contexts where independent migrations during childhood constitute the norm rather than the exception. The article examines how the relative age and gender of a child influence his/her trajectory. It is based on the biographies of two young domestic workers – a girl in Côte-d’Ivoire and a boy in Burkina Faso. In describing their trajectories during the first eight to ten years of their migration to the city, this article shows that ideas surrounding age-appropriate work and the acquisition of new skills allow both girls and boys to increasingly exercise more power over their own lives. From these detailed trajectories it becomes clear that the dominant institutional categories, on the one hand, mask the diversity of activities of these very young migrants. On the other hand, they conceal the diachronic changes that take place in the course of their migratory work experience.     

Comments on Hasenfeld and Gidron: “Understanding multi-purpose hybrid voluntary organizations”

The article develops a theoretical framework to analyse the social construction of citizenship at the local level in Bolivia through the Ley de Participación Popular (LPP). It explains how decentralization at the municipal level and the introduction of participatory mechanisms affect the development of civil society in Bolivia. I argue that decentralization at the city level can provide new formal spaces for the development of civil society in relation with the state, which can in turn foster the social construction of a more inclusive citizenship regime. Many factors, however, determine if such potential is exploited. Drawing from the Bolivian experience, the article elaborates on the socio-political conditions necessary for local governance to have a positive impact on citizenship. It shows that the institutional shortcomings of the LPP, an elite-driven reform adopted in a country with a legacy of weak institutions and civil society, posed fundamental limits for social participation at the municipal level to lead to the social construction of an inclusive citizenship regime.

In appearance, the movie Un Amour de Swann directed by Volker Schlondorff is an adaptation of Prust’s novel A la Recherche du Temps Perdu by drawing up certain episodes from the original. But in reality, it is a reproduction of the text concerning the narration, time and space with Swann as the center, based on the original text. The appearance of Un Amour de Swann is a new attempt at interpretation, thus providing a new model in the adaptation and research between movies and literature.
