South Africa's ruling party is well known as an organisation that supports the ideal of non-racialism. However, the extent to which the African National Congress (ANC) has defined and instrumentalised the concept of non-racialism is contested. This article looks at the history of non-racialism in the party and more recent interpretations by ANC leadership, before examining how non-racialism is understood, 19 years into democracy, by members of the party. Based on interviews with over 45 ANC branch members, the article describes how members, broadly speaking, have deep-seated concerns with non-racialism in the ANC and in society more generally. There is recognition from ANC branch members that race relations have significantly improved since the ANC moved into government; however, they feel not enough change has taken place and that racial tensions are impeding social cohesion and concomitant growth and progress in the country. There is division among members in regards to the efficacy and impact of the party's racially based policies such as affirmative action as well as the manner in which race potentially influences leadership opportunities within the party. Furthermore, the article shows that there is lack of definition and direction on the part of the ANC in regards to the instrumentalisation of non-racialism, and this deficiency has negative consequences for racial cohesion in the party. The article concludes by discussing how investigations into party branches through the lens of non-racialism, highlights more deep-seated concerns about local-level party democracy and a party fractured at the grassroots.  相似文献

This paper analyses a critical aspect of the internal functioning of five major Indian political parties, namely the nomination of candidates for parliamentary elections, focusing on the pattern of renomination of former candidates and incumbents. The data are analysed against the literature on the structure and functioning of Indian parties, and interview material on the process of nomination in the 2009 and 2004 elections. From the perspective of a six-fold typology of centralisation of nomination processes drawn from the comparative literature, it is found that all the parties analysed are in either the second-most centralised, or even most centralised categories, and that for the three major national parties, Congress, Bharatiya Janata Party and Communist Party of India (Marxist), past performance plays a role in nominations, the majority of incumbents being renominated in the post-1989 period.  相似文献

Students at a large, prestigious, public university in the Midwestern region of the USA have a long-standing tradition of naming their rented houses off campus and communicating those names to the student body through displaying prominent and eye-catching house signs. Examples of signs names and visual characteristics are: ‘Betty Ford Clinic’ (featuring an image of a martini glass); ‘Morning Wood’ (referencing male sexual arousal and depicting a tent with a man's legs sticking out); ‘Time Well Wasted’ (written in pink over a beach scene and a martini glass); ‘Fox Den’ (images of a fox tail and a well-known sorority symbol); ‘Tequila Mockingbird’ (a play on words); and ‘Down on U’ (the sign references a sexual act for a house located on University Avenue). Through a socio-feminist and social constructionist perspective, the researchers use content analysis to explore how these house signs serve as cultural texts on gender and sexuality norms in the American undergraduate college setting. Based on our data, house signs reinforce dominant forms of gender ideologies, including hegemonic masculinity and emphasized femininity, both of which are associated with upholding and promoting institutionalized patriarchy (Connell, R. These house signs are also shown through the data to promote a campus culture of heteronormativity where partying, drinking, and casual sex are standards for social belonging, and where high rates of sexual assault persist. As opposed to viewing house signs as simply manifestations of student wit and harmless humor, the researchers critically evaluate if and how these visual displays serve as a mechanism through which gender and sexuality-related inequalities are perpetuated within a higher education institutional setting. The purpose of this article is to analyse how the Italian socialist movement viewed the social reforms of the Attlee Labour government introduced just after the Second World War. The intention is to study the extent and limits of the labour influence on Italian socialism. The Labour Party made the re-founding of a new interclass social pact, a universal matter intending to meet the needs of both the working and middle classes. The Italian socialist movement monitored the Labour government’s changes with interest, assessing them from two different perspectives. The reformist wing had a better grasp of the political–ideological implications of Labour’s approach to the welfare state. Vice versa, the majority of the Italian socialists pursued a class socialism and a strong alliance with the Communist Party, rejecting the Labour social policy model. After the split of 1947, however, the two views of Italian socialism failed to develop and implement a political programme for a welfare state based on the British universalistic tendency model. The political weaknesses of Italian socialist organizations in the field of social policy contributed to the characterization of the Italian welfare state in the post-war period and fundamentally delayed its universalistic implementation, at least until the 1960s.  相似文献

Legislators commonly blame others for gridlock. We posit that legislators may engage in this type of rhetoric to minimize the individual reputational risks associated with legislative inaction or to boost the relative standing of their party. In a series of six survey experiments, we find that blaming others for inaction undermines voters’ evaluations of individual legislators who engage in this rhetorical strategy. This effect is particularly pronounced among out-partisans and independents. However, blaming rhetoric can also enhance the standing of the blamer’s party relative to the opposing party across all groups (including out-partisans), in large part by undermining the reputations of these other actors. Ultimately, we show that when an individual legislator engages in blaming rhetoric, the immediate net electoral effects are null. This suggests that coordinated efforts by a party to blame opponents may improve the party’s relative standing, while imposing few costs on those engaged in blaming.  相似文献

This article investigates prime ministers’ communication strategies during the most recent economic crisis in Europe. It argues that when electoral risk is high but governments’ policy options are severely limited, prime ministers will use specific communication strategies to mitigate electoral risks. Two such communication strategies are analysed – issue engagement and blame shifting – by applying state-of-the-art quantitative text analysis methods on 5,553 speeches of prime ministers in nine European Union member states. Evidence is found for both strategies. Prime ministers talk about the economy more in response to both high (domestic) unemployment and low (domestic) gross domestic product growth. Furthermore, it is found that the (domestic) unemployment rate is the most consistent predictor of blame shifting: as the domestic unemployment rate goes up, this is followed by an increase in blame shifting towards banks, Greece and the Troika of the European Commission, the European Central Bank and the International Monetary Fund.  相似文献

This paper discusses the role of the electoral system in making the Justice and Development Party (AKP) dominant. Drawing on Sartori’s framework, we first clarify the concept of a predominant party system. Second, we examine the impact of the electoral system on the emergence of a predominant party system in Turkey. Analysing election results, we argue that the electoral system fosters dominance in three ways. First, a combination of electoral formula, national threshold and district threshold leads to over‐representation of large parties and under‐representation of small ones. Second, the fear of a wasted vote due to the high threshold prompts voters to support their second‐best option, which concentrates the votes among large parties. Finally, the electoral system increases electoral turnout rates by extending polarization.  相似文献

Abstract

This article analyses party strategies during the campaign for the Dutch general election of March 2017, making use of issue-yield theory. It investigates whether parties strategically emphasise high-yield issues, by juxtaposing the issue opportunities provided by voters with parties’ issue emphasis during the campaign. More specifically, it asks whether parties strategically emphasised issues that were expected to reward them electorally. Analysing voter preferences and party campaign data, it is found that parties and most of their constituencies show high ideological consistency, that parties emphasise mostly positional issues and thus choose a conflict-mobilising strategy, and that most parties emphasise high-yield issues rather than following the general political agenda. Four small parties that won significantly behaved strategically while the social democrats – who severely lost – hardly did. The findings imply that the issue-yield framework can help to explain the election result in the fragmented Dutch multi-party context.  相似文献

Populism studies finds itself in a crisis of originality. While some scholars have signalled over-usage, others have argued that by contextualising populism, we are able to specify our own ‘populist moment’ and remedy the term’s slipperiness. This article opts for the latter tactic through a comparison of two aspects of contemporary populism with late nineteenth century precedents. In the late nineteenth century, the American People’s Party pioneered a mode of mass politics anchored in agrarian and industrial labour which launched the term ‘populism’ in Western discourse. Contemporary populists show rhetorical and political overlap with this template, but also come up against two new constraints: (1) a stagnant capitalism increasingly centred on ‘rentiership’; and (2) a disorganised civil society. These factors render today’s populism resistant to analogy but also conceptually more specific, sharpening the contours of our populist moment.  相似文献

This paper explores the influence of central party politics in Auckland local government, in New Zealand’s largest city, following the 2010 amalgamation. Political parties have been an accepted and dominant presence in European representative democratic local government, throughout the 20th century. Not so, however, in New Zealand and Australia, where citizens have ‘flocked to the banner “Keep Politics out of Local Government”. Our analysis of the self-declared party accreditation status of candidates and elected members demonstrates that political affiliation, at least in the main centre Auckland, is on the rise, counter to assumptions that New Zealand local government is largely removed from central politics.  相似文献
