企业文化、外来工、经济繁荣与危机--珠江三角洲案例

本文介绍和分析了在全球竞争时代建立“以人为本”的企业文化对企业发展的至关重要性,并以珠江三角洲地区企业对待外来员工的恶劣态度为例,揭示了该地区经济繁荣背后蕴含的企业文化危机以及与之相连的企业可持续发展危机。学习并创建“以人文本”的企业文化,既是化解企业当下危机的方法,也是增强企业核心竞争力的方法,更是企业界对创建新的中国文化做出的最好贡献。     

重大危机下我国失业保险应急机制的立法思考

我国现行的失业保险制度是建立在社会常态运行基础之上的．而重大危机所引发的较大规模的失业对失业保险制度提出了严峻挑战发达国家在应对重大危机引发的失业危机上具有相对完备的失业保险应急机制．而我国失业保险制度在失业危机应急方面仍存在许多缺陷因此,我国应借鉴国外的立法经验,从失业保险基金应急使用、支持企业减少和预防失业、应急就业培训、失业保险基金应急调剂以及失业保险费率动态调整等方面构建重大危机下我国失业保险应急机制。     

Following an Experienced Shepherd: How a Leader’s Tenure Affects the Outcome of International Crises

Previous research has shown that a leader’s preconflict tenure affects the likelihood of conflict occurrence, while conflict outcomes affect a leader’s postconflict tenure. I argue that a leader’s preconflict tenure should affect not only conflict occurrence but conflict outcomes as well, specifically by increasing a leader’s professional competence and increasing the likelihood that the state will emerge victorious from international crises. This effect should weaken as the constraints upon leaders’ behaviors increase and their competence becomes less important for policy outcomes. Using a bivariate probit model with selection and a dyadic data set on international crises experienced by 195 countries between 1950 and 2000, I find moderate-to-strong support for the hypotheses.     

Berlusconi,Boehner and the Brink: Lessons for Political Reform in Britain

In the early autumn of 2013 large minorities in Italy and the United States fermented crises that badly disrupted the government of the two countries. These cases were widely understood as instances of dysfunction in established democracies that would rarely be replicated elsewhere. However, while all the conditions that generated the crises are unlikely to be evident in other established democracies three important factors that caused the disruptions in the American and Italian political processes are also sources of political conflict in Britain. They are the powers of the second legislative chamber, the weakening links between parties and social groups, and the redrawing of electoral boundaries. All of them present problems for political reform in Britain, and understanding the role they played in the two political crises of 2013 is important for future reform in Britain.     

The electoral consequences of two great crises

Who benefits from deep economic crises: the left, the right or neither? On the basis of evidence from elections in 1929–1933 and 2008–2013 in all states that were democracies in both periods, it is argued in this article that the electoral consequences of the Great Depression and the Great Recession were surprisingly similar: in both periods, right‐wing parties were at first more successful than left‐wing parties, although this effect only lasted for a few years. The manner in which a crisis develops over time should be taken into account when examining the effects of deep economic downturns on the electoral fortunes of the left and the right.
