公共行政研究方法及其走向评析

纵观百年公共行政发展过程的方法论,个人主义的理性思雏与经验的实用分析方法是其显著特征。本文认为,公共行政的研究方法,在保持现有研究方法的基础上,应引入哲学的形而上的反思与批判的研究方法,以提高公共行政方法研究的层面与视角;引入理性与非理性相统一的研究方法．以克服单一的理性思维与正向思维的研究方式与方法;引入伦理的研究方法,在尊重科学性的基础上,打破行政的以个体为核心价值理念的结构,调整好个人与个人、个人与组织、政府与社会的关系,建立良性的社会导向机制。

自我效能感的原理是借助个体自我调节,能够积极地转变现状的理论.提升辅导员自我效能感,是清除和缓解辅导员职业倦怠的有效策略.文章通过对高校辅导员自我效能感同职业倦怠相互关系的探讨,由自我效能的角度阐述了高校辅导员职业倦怠现象的成因,同时提出了克服职业倦怠的相应对策.     

Navigating the System: A How-To Guide for Implementing a Kinship Navigator Program

This article describes key programmatic and evaluation elements that guided the implementation of the San Diego County YMCA Kinship Navigator Program. A 3-year demonstration project funded by the Administration on Children Youth and Families designed to build a regional navigator system in collaboration with the local child welfare agency to support kinship caregivers. Kinship caregivers (relatives and non-relatives) play a significant role in the well-being of the children in their care. The findings suggest that successfully implemented kinship navigator models are a viable preventive intervention for addressing the needs of kinship families.     

开展厦漳泉环保同城化研究 提升海西环境竞争力

“海峡西岸”发展战略已从区域战略上升为全国战略,厦漳泉则是海西建设的重要力量,在转变经济发展方式过程中,开展厦漳泉环保同城化研究,对推进科学可持续发展有十分重要意义。该文从推进厦漳泉环保同城化重大意义及基础条件入手,学习借鉴其他城市环保同城化成功经验,提出推进厦漳泉环保同城化的对策建议：树立科学的指导思想及原则;突出重点合作领域;建立健全保障机制。使厦漳泉建立起一整套相互合作义互相制衡的体制机制,使区域内各城市在安排生产力布局、调整产业结构时,既充分考虑本地的环境承载能力,更考虑区域的环境承载能力,避免以邻为壑。共同推进区域经济社会与环保协调发展,使海峡西岸经济区到2012年生念环境继续改善,到2020年生态文明建设位居全国前列。     

高校微课研究现状及相关问题探究

微课作为一种新的学习理念,以其＂小、实、新、快＂的特点,迅速成为高校教育教学改革的新路径。目前,国内对微课的研究主要集中在微课的概念与特征、微课的设计与开发,以及微课的应用研究等问题,尚处于起步阶段,在学科视野、研究视角、研究内容、研究对象以及研究方法等方面还存在不足。下一阶段,关于微课的研究应重视和加强对其基础理论、教学模式、教师专业发展与学生学习,以及新技术在微课中的应用等宏观性、潜在性问题的探讨。     

Liberal Nationalism,Imagined Immigration and the Progressive Dilemma

The article critically evaluates liberal nationalist perspectives on immigration by drawing on findings from a qualitative research project undertaken in 2014 among White British interviewees in England. From one perspective the study's participants' attitudes seem to support arguments made by David Goodhart and other liberal nationalists regarding immigration, social trust and integration. However, further analysis suggests that these attitudes are to a very significant extent drawn first from partially imagined ideas surrounding immigration and second from potentially unreliable sources. These findings thus provoke the question of whether social trust and notions of a national community are actually being disrupted by immigration, or whether they are being disrupted by prejudiced nationalist and xenophobic perceptions about immigration and immigrants. The article will conclude by arguing for more nuanced research into attitudes towards immigration and in favour of a sceptical approach to nationalist frameworks for interpreting society and politics in Britain today.     

完善我国困境儿童救助立法问题研究

我国政府一贯重视儿童福利事业与权益保障问题,但目前一些地方的"婴儿安全岛"所遭遇暂停或关闭的现实问题,从一个侧面反映了我国困境儿童救助体系与救助立法方面仍存在不足。我们应当加快立法步伐,通过制定《儿童社会福利条例》,修订《收养法》,做好与《收养法》相关制度的配套完善工作,建立困境儿童的监护干预、监护权撤销与转移制度等,进一步健全和完善我国儿童福利与权益保护法律制度,全方位提高我国困境儿童救助与法治保障水平。     

城市少数民族流动人口犯罪实证研究--以S市M区的统计数据为基础的分析

对s市M区统计数据的实证分析表明,城市涉嫌犯罪的少数民族人员以无任何前科记录的初中文化水平以下的外来男性农民和无业人员为主;实施的犯罪行为比较轻,相对集中于盗窃罪,寻衅滋事罪,走私、贩卖、运输、制造毒品罪等几个罪名;共同犯罪的规模较小,共同犯罪人之间的联系比较松散,作案手段多元化、相对平和,重特大案件罕见;适用刑罚比较轻缓,以3年以下有期徒刑、拘役、罚金为主。城市少数民族人员犯罪并不是严重的社会现象,其数量和严重程度远远低于汉族人犯罪。因此,少数民族“流动人口”犯罪问题不应当特殊化,应当在人口流动和城镇化的背景下,理性客观地对待少数民族人员犯罪问题,贯彻宽严相济的刑事政策,采取措施使得少数民族“流动人口”尽快融入大城市。     

论纪检监察学科人才队伍建设

经过多年的探索和实践,我国纪检监察学科人才队伍建设在依托平台构造、提高研究实力等方面已取得了比较显著的成绩和进步,学科人才发展环境也得到了较大改善。但是,由于纪检监察学科建设整体起步较晚,导致学科人才队伍在数量、结构、分布等方面仍存在着不同程度的短板现象,严重影响着纪检监察学科建设的成效。因此,必须结合实际,充分调动内外力量,从政策导向、制度机制等方面进一步加大支持和创新的力度,激发人才队伍建设的活力,为加强纪检监察学科建设提供坚实的智力支撑。     

The Relationship Between High Education and Labor Market in Western Balkan Countries

This paper deals with the relationship between high education and labor market in Western Balkan countries. Having in mind that all these countries are in transitional process, suffering from poor economics, poor level of investments, and high unemployment rates, it would be wise that the governments and political elites put the quality of knowledge high on agenda, regarding it as the vital incentive instrument for economic and social development. All social and political subjects should be devoted to procuring good quality of knowledge, which is sensitive to the labor market＇s needs in all fields. This study attempts to find answer on the question why it is not so, making qualitative, quantitative, and empirical research. It analyzes the relationship between high education and labor market＇s needs, identifies main factors which influence this relationship, focusing on main influence of political interests and values. The paper presents rare good cases, as lessons from experience for the future.
