论政治文明视野中的党内民主建设

坚持党的领导是建设中国特色社会主义政治文明的根本保证。共产党对政治文明的领导地位 ,决定了加强党的制度建设、实现党内民主化的必要性和紧迫性。必须以政治文明建设为契机 ,切实推进党内民主建设新的伟大工程。

The Idea of Constitutional Pluralism

Constitutional discourse has perhaps never been more popular, nor more comprehensively challenged than it is today. The development of new constitutional settlements and languages at state and post-state level has to be balanced against the deepening of a formidable range of sceptical attitudes. These include the claim that constitutionalism remains too state-centered, overstates its capacity to shape political community, exhibits an inherent normative bias against social developments associated with the politics of difference, provides a language easily susceptible to ideological manipulation and, that, consequent upon these challenges, it increasingly represents a fractured and debased conceptual currency. A rehabilitated language of constitutionalism would meet these challenges through a version of constitutional pluralism. Constitutional pluralism recognises that in the post-Westphalian world there exists a range of different constitutional sites and processes configured in a heterarchical rather than a hierarchical pattern, and seeks to develop a number of empirical indices and normative criteria which allow us to understand this emerging configuration and assess the legitimacy of its development.     

论建国以来人民民主思想的变迁

建国以来,人民民主的发展历程经历了四个阶段.从人民民主专政到社会主义民主的重新确立,从经济民主到政治民主,从党内民主到民主执政以及从国家民主到社会和谐民主.这四个阶段的发展给了我们许多重要启示.     

毛泽东晚年政治思想散论

毛泽东晚年的政治思想,是他关于中国建设社会主义道路理论的内容之一.毛泽东认为,民主不是目的,而是一种手段,是构成人民民主专政的一个方面,在人民内部实行民主集中制,要用民主的方法来解决人民内部的问题."大权独揽、小权分散",集中概括了毛泽东晚年关于政治体制的基本观点和主张.毛泽东所提出的共产党与民主党派"长期共存,互相监督"的方针是中国共产党关于社会主义条件下政党体制的一个创造.毛泽东在中华人民共和国成立后,比较关注国家的法制建设,他重视立法,肯定了法制的必要性.     

我国选举法修改中的问题与反思

选举法历来是关乎民主和法治最重要的法律之一,选举是一国民主和法治的标尺。我国立法机关理应全面审查现行选举法中存在的缺陷,进行全面的修改。     

新公共管理对民主的挑战

效率与民主是各国行政改革的要求,也是改革中一个两难的选择。新公共管理试图通过引入市场机制,以顾客身份取代公民身份,同时提高公共部门的运作效率和对公众要求的回应性。克瑞廷森和兰格瑞通过分析新公共管理对不同政府模型中民主要素的影响,指出虽然新公共管理提高了政府的运作效率,但总体上却削弱了代议制民主中的一些要素,并使责任关系变得更加模糊和复杂。     

面向未来的政策规范论

本文认为环境和可持续发展、协商民主以及社群主义是三种面向未来规范政策的选择和分析的政策理念。环境和可持续发展的政策理念以权利论和效率论相区分;协商民主的政策理念注重商议过程和共识反思;社群主义的政策理念围绕自治和秩序提倡信念对话。     

The role of public relations in non‐electoral participative democracy: a case study examining the effectiveness of district assemblies within Tameside Metropolitan Borough Council

This paper is concerned with how local councils might bring about the renewal of local democracy, and in particular, to the extent to which public relations might contribute to the process of renewal. To begin, the public policy literature is reviewed to investigate the concept of participatory democracy and its application in the UK. The role of local government public relations is then discussed and to the extent to which the concepts of public relations and local public participation are linked. The paper then goes on to describe and critically evaluate one particular case where a public relations strategy was used to effect participatory democracy through local forums or ‘district assemblies’. In the case of Tameside Metropolitan Borough Council, district assemblies were found to be successful examples of deliberative forums in achieving participatory democracy. They were well publicised and encouraged participation, and people thought that they made a difference to their community. However, the research raised questions surrounding the extent of community representation at district assemblies (including the publics targeted); and inclusivity in the structure and organisation of the meetings. The case raised the issue of power inequalities which public relations efforts alone cannot resolve in the democratic renewal project. Copyright © 2003 Henry Stewart Publications     

基于农民权益保护的社区发展权理论研究

农民权益伴随着社会变迁而发展。在主体多元化、社会关系与社会利益交叠冲突的现代社会,农民权益不能仅通过个人选择还必须通过不同组织进行集体选择的方法来实现。农民权益保护要以动态发展的视野,在以农民为中心的主体发展权与以土地为主的客体发展权的立体构建维度中,以农村社区发展权为实践的时空载体,提出基于主客体和谐发展的社区发展权理论,从而寻求农民权益更新、更高层次的保护。
