Sexting girls: technological sovereignty and the digital

This essay explores the contemporary fact of girls sexting. Instead of theoretically granting girls a form of technological sovereignty while sexting as sexual empowerment, it pauses to take a selfie of the adult subjects – parents, educators, and sex-positive feminists and queers – attached to this form of agency for girls. If sexuality remains an alluring reparative trap by offering, through a reverse discourse sustained by the plasticity of girlish whiteness, a way of transforming girls as objects into subjects, this essay problematizes that gesture as a racially normative one, reading it further alongside the relation of technology to sexual difference. To speculate on how the scenography of sexting could be seen differently by adults, this essay suspends the search for authentic meaning and knowledge, following an intuition that we cannot presently see anything behind the image of the sext. After examining how criminal law breaks the tension in the definition of “the girl” between vulnerability and agency by extending objectification through child-pornography law, the essay takes a speculative turn with feminist readings of the question of modern technology to consider the analytic and pedagogical purchase of the non-sovereignty of the girl who sexts.

数字金融、主观幸福感与居民消费——基于CGSS2015的实证分析

释放居民消费潜力、提振居民消费对构建以国内大循环为主的“双循环”新发展格局具有重要意义。数字经济发展对居民消费产生了巨大的影响。综合运用CGSS2015数据与数字普惠金融指数,探索了数字金融对居民消费的影响。结果显示：数字金融能够提升居民消费,且存在结构效应,数字金融覆盖广度与数字化程度均能提升居民消费水平;数字金融对发达地区和家庭物质资本高的居民消费有促进作用,对欠发达地区家庭人力资本高的居民消费有促进作用;户主主观幸福感在数字金融与居民消费之间存在“遮掩效应”。结论：从经济学与心理学融合的角度,为解释数字金融影响居民消费提供了一个新的视角。     

An analysis of the United Kingdom’s cannabis market using crowdsourced data

This article contributes to the growing literature on the use of computer-mediated communications to research illicit markets. In it, we conduct an analysis of the British cannabis market using data crowdsourced from a publicly available platform, PriceofWeed.com. Crowd-sourced transaction data present some new insights into the British cannabis market. First, this study has tracked the trafficking flow of cannabis within the UK. Second, it shows the extent to which a quantity discount is granted to consumers. Third, it discusses purchasing habits of cannabis users. Conclusions suggest new areas of application of crowdsourcing to research hard to reach and deviant populations.

长期以来,儿童道德教育的内容和方法侧重于例证性思维和抽象道德观念的灌输,其弊端是道德教育疏离于儿童的心理世界,凌驾于儿童的生活世界之上.根据布鲁纳提出的两种思维模式--例证性思维和叙事性思维及其特点,儿童的思维更多地具有叙事性思维的特征,叙事在儿童社会性和道德认识发展上起着核心作用;同时,叙事是儿童道德教育的基本途径之一.     

东盟跨境数据流动治理的机制构建

跨境数据流动是全球数字经济的重要基础,也是全球治理的新兴议题。在数字经济发展和东盟区域一体化的趋势下,东盟从统筹数字经济发展与数据保护入手,着眼于提升东盟国际竞争力和话语权,制定并完善跨境数据流动治理机制。这一机制的构建始于新加坡对数据保护规制的探索,基于东盟个人数据保护框架,在东盟数字一体化总体框架下制定数字管理框架,并以“东盟示范合同条款”和“东盟跨境数据流动认证”两大关键手段促进机制落实。该机制具有灵活性、包容性和指导性的特征,有利于促进东盟地区数字经济发展,降低谈判成本与合规成本,获得更多全球竞争优势。对于中国而言,在与东盟跨境数据流动治理机制合作对接方面具备可能性和可行性,需要充分认识和评估东盟机制对世界数字治理的影响、对地区数字经济秩序的挑战,推动中国与东盟之间的数字经济合作。     

Demand Created by the Growing Digital Economy for Innovations in Regulation from the Perspective of the Rule of Law

The digital economy can significantly deepen supply-side reform and upgrade consumption and lifestyle in the new era. While having made great achievements, the digital economy has also introduced many regulatory risks and troubles. The basic logic of the digital economy is the eco-industrial chain based on data and big data resources. Since the current data property rights system is unclear, various forms of competition based on data resources have seriously challenged existing laws and their implementation mechanisms. To address the problems of an insufficient institutional supply and weak implementation, and to facilitate the growth of the digital economy, we should update the regulations’ concepts and methods, establish a new logic of system regulations, improve the implementation mechanisms by using the overall and multi-level regulation thinking, and build a multi-dimensional, diversified and all-round economic rule of law regulation system led by the government with the participation of operators, consumers and social organizations. This regulation system relies on the synergy between top-level design and top-level promotion, respects the balance of multiple interests, and finally realizes the three-dimensional integration of efficiency, fairness and security.     

Mobilizing Millennial Voters with Targeted Internet Advertisements: A Field Experiment

Internet advertisements have come under tremendous scrutiny recently for their potential to impact electoral outcomes. However, academic research has yet to determine if they have an effect on turnout. This article presents the results of a preregistered field experiment conducted in Dallas, Texas, in partnership with The Dallas Morning News in which individually targeted banner ads were able to generate a statistically significant increase in turnout among Millennial voters in a municipal election. The results show that a combination of information and voting reminder ads was effective, but only for voters in competitive districts. Estimated treatment effects were on par with a telephone mobilization campaign using live callers. These findings contribute to theoretical knowledge about the role of political knowledge and electoral competitiveness in voter mobilization, and offer a new method for testing online advertisements used by political campaigns.
